Penna Robert Yee MINUTES City Council Municipal Services Building Community Room November 23, 1993 SPECIAL MEETING CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO NOVEMBER 23, 1993 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Tuesday, the 23rd day of November, 1993 at 7:30 p.m., in the Municipal Services Building Community Room, 33 Arroyo Drive, South San Francisco, California. Purpose of the meeting: 1. Swearing in of three Councilmembers, City Clerk and City Treasurer. 2. Reorganization of the City Council by the selection of a new Mayor and Vice Mayor. Swearing in of three Councilmembers, City Clerk and City Treasurer. .5'~ O 7 . 06Z PRESENTATIONS Mayor Teglia read aloud the Proclamation and presented it to Rev. Idzerda and to Mr. Bartell, a forty-year St. Paul's attendee. She stated that this Proclamation would be presented with her out-going Mayoral remarks, in that it was personal. Mayor Teglia declared the purpose of the meeting: "Elections Code 22843.5 allows a City Council to cancel a General Municipal Election and appoint those persons who have filed nomination papers if, by 5:00 p.m. on the 88th day prior to the day of the scheduled election, the number of persons who have been nominated does not exceed the number of offices to be filled. The City Council, by Resolu- tion No. 102-93, cancelled the November 2, 1993 Election and, by separate resolutions, appointed three Councilmembers, the City Clerk and City Treasurer." She proceeded to give oaths of office to City Trea- surer Beverly B. Ford, City Clerk Barbara A. Battaya and presented each with yellow roses for their new tenures of office. She stated this was a great pleasure for her because of her association with Beverly, which went back 45 years when they were in elementary school. She expressed her pride in seeing Beverly grow and develop over the years, follow in her father's foot- steps and do such an admirable job as our City Treasurer. She gave Beverly her personal and deep felt congratulations, love and affection. She stated that it had been a real honor to serve with Barbara over these many years. She stated that three of the most important elected positions in this City were held by women - the Mayor, at least for the next five or six minutes, the City Clerk and the City Treasurer. She commented on the predominance of female students participating in the Youth In Government Day and felt it was a sign of the times for women. City Treasurer Ford stated this is about the only time she had to talk, because no one ever sees her - she is the hidden one. She stated she was honored to have the office and to continue to serve. She stated that it was the people's money she works with, not her own, and there would never be any chances taken with that money. She stated that the times were bad, with respect to interest rates, but she was doing her best to get as much as she could. City Clerk Battaya stated she felt extremely grateful for this honor - that she was a venerable enough opponent that no one strove to overcome, and was extremely grateful that perhaps the job she tried to do has been successful and appreciated. She stated that she felt very humble to serve the people and continue doing the best she was able to do. Mayor Teglia turned the meeting over to the City Clerk to give the oaths of office to the appointed Councilmembers. City Clerk Battaya gave oaths of office individually to appointed Councilmembers Jack Drago, John R. Penna and Robert Yee. Councilmen Yee expressed appreciation for all of the support from his friends in the community and intended sending back their campaign checks. He stated that four years from now, if no one ran against him, he might try it again. Councilman Drago stated he didn't expect this to happen but considered it a privilege to be able to serve another four years for this fine City and would do all he could to satisfy the needs as he had in the past. Councilman Penna stated that he too did not expect to be here this evening and, if anyone asked him the day before the nominations closed if he would be here, he would say no he was not going to be here. He stated that it was an honor and a privilege to serve this community, in which he was brought up, he looked forward to another four years and, togeth- er with the rest of Council, would do a good job for the people of this community. A~ENDA Comments By Out-Going Mayor Teglia: Proclamation - Marc Teglia 11/23/93 Page 4 ACTION TAKEN 064 Mayor Teglia stated that, in a conversation with another Councilmember, they likened this to a relay, where one runner runs to a prescribed distance, does all he can, gets to the end of it and hands the baton on to someone else to do the same. She spoke of the challenges faced in the last year: to pull the Council together to build a unifying, adhesive force to deal with miserable economic times; the Council, as a whole, put personal dif- ferences aside and rose to the challenge; pared down expenditures to meet on-going revenues; eliminated positions through attrition and through moving employees around to vacant positions and continued the high level of services to this community. She stated the City was very solid financially, had money to pay the bills with money in the bank - which many cities cannot say today, and money in insurance accounts to deal with catastrophes and down turns in the economy. She continued: the City lost its City Manager dur- ing a critical time; had Interim City Manager Mattel and other staff to fill the void; lost the Director of Economic & Community Development and the Police Chief; hired a new and competent City Man- ager; expected to have a new Police Chief by Christ- mas; opened the Conference Center, which will bring in revenue; created a fourth redevelopment area; reached agreement, in concept, with the School District to acquire school surplus property to ensure that the needs of this community are met; and continue working on the expansion of Orange Park. She proceeded to thank: Vice Mayor Fernekes for his patience and support; Councilman Yee for the new perspectives he brought to the Council; Coun- cilman Penna for providing her with some of the most exasperating moments and also for moments of great humor; and Councilman Drago for his exper- tise in transportation and always being willing to come to her aid even though he was planning to leave Council. She stated that it had been a good and a tough year and hoped, in some way, she had made a difference in the lives of people in this community, not only this past year but for the past fifteen years. She stated, as her last official act, she would read AGENDA Reorganization of the City Council by the selection of a new Mayor and Vice Mayor. Comments From In-Coming Mayor Fernekes: Comments From In-Coming Vice Mayor Yee. A~TION TAKEN and present a Proclamation to her son, Mare Teglia. M/S Yee/Penna - To nominate Joseph A. Fernekes as Mayor. M/S Penna/Yee - To close nominations for Mayor. Both Motions and Seconds were carried by unani- mous roll call vote. Mayor Fernekes presented flowers to out-going Mayor Teglia. He stated that the people had elected him two years ago to sit on the City Council and he felt very hon- ored at the time. He stated, tonight he felt very honored in having been selected by this Council to serve as S.S.F.'s Mayor for the coming year and sincerely thanked each member of Council for the unanimous vote of confidence in him. He stated that he looked forward to working with the Council in the coming year on the many challenges that are before them. He proceeded to introduce his family: wife Denise; daughters Danielle and Megan; father-in-law and mother-in-law Roy and Rose Bava; wife's step sister Beth Bava; and his Mom. He opened nominations for Vice Mayor. M/S Drago/Penna - To nominate Robert Yee as Vice Mayor. M/S Teglia/Penna - To close nominations for Vice Mayor. Both Motions and Seconds were carried by unani- mous voice vote. Vice Mayor Yee stated his wife was at home with- out Cable TV so, he had no one to introduce, and she said tonight, "What's the big deal?" He stated that he was appointed one and a half years ago, had enjoyed the last 18 months on Council and looked forward to the next 48 months. He stated that he received a lot of encouragement, especially from the community, to keep up the good work, which was very reassuring and appreciated. He stated he was looking forward to the next four years and wanted everyone to know that his efforts would continue and he would make sure this is the best community to be proud of and pledged that they would get nothing but the best from Bob Yee. Councilman Drago stated that it had been a very difficult year and wanted to commend out-going Mayor Teglia for her strong leadership. He stated that former Mayor Teglia and himself had many difficulties in the past and would have many in the future, but never once did he lose his respect for her. Mayor Fernekes commended out-going Mayor Teglia for an excellent job, for her hard work and presented her with a crystal paper weight and a plaque. M/S Teglia/Yee - To adjourn the meeting.
