Penna --Roberta Cerri Teglia Robert Yee MINUTES City Council Conference Room City Hall March 15, 1994 2O4 SPECIAL MEETING CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO MARCH 15, 1994 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Tuesday, the 15th day of March, 1994 at 9:00 a.m., in the City Council Conference Room, City Hall, South San Francisco, California. Purpose of the meeting: 1. Consideration of current status of BART Extension. Closed Session for the purpose of the discussion of personnel matters, labor relations, property negotia- tions and litigation. Consideration of current status of BART Extension. ACTION TAKEN 9:12 a.m. Mayor Fernekes presiding. Council Present: Drago, Yee and Fernekes. Council Absent: Penna and Teglia. Councilwoman Teglia arrived at the meeting at 9:14 a.m. City Manager Wohlenberg stated it appeared that the whole gamut of the issues for the Advisory meeting, which is this afternoon, needed to be discussed. He spoke of alternatives relating to San Bruno and Tanforan and the other being the change of there not being a station at Hickey Building. 3/15/94 Page 1 A~ENDA ~ 1. BART - Continued. Councilman Penna Arrived: 3/15/94 Page 2 ACT!ON TAKEN He stated the focus must be on what positions to take, beginning this afternoon, and on the latest idea generated in San Bruno. Councilman Penna arrived at 9:17 a.m. He stated officials of the shopping center were pres- ent, due to BART's impact on the center, and they had come forth with an idea they would present with documentation they had presented to San Bruno. He stated that, due to the additions and changes by the Airport and Millbrae, there may a be a 60 day extension to April or May. Mr. Alan L. Davis, San Bruno Town Center, stated his group's involvement came from an analysis of where BART was headed down the tracks on Feb- mary 28th with a small station at Tanforan and the least resistance of a station of 650 stalls. He stated that, in the downtown area, there were some plans to do a downtown station, which did not fly, and he presented documentation given to the San Bruno Planning Commission with a geneses of the revised larger station and an intermodal Caltrain, Samtrans and BART station. He proceeded to describe the plan in detail: they went from 650 stalls to 3,3004,000 at the inter- modal station; boundaries of the station are Tanforan, 1-380 and the railroad tracks used by BART; Tanforan and Herman St. would be used for parking; present arrangement would generate traffic on San Mateo Ave., Huntington Ave. and Sheath Lane, with a parking structure off of El Camino; to ease the obvious bottleneck, they suggest putting in a Sneath Lane extension to the Freeway, which would generate retail traffic for the existing mall and community center; the benefit to S.S.F. would be the potential to capitalize on retail developers; S.S.F. had to ask BART to study this type of access in the EIR and the traffic study, but it was not a commitment for this City; they report annually to the City of San Bruno on the status of the local improvement funding; there were mounts contrib- uted by the malls in shared local improvements to the City of San Bruno for improvements to El Camino, freeway off-ramps, 1-380; etc. BART - Continued. 3/15/94 Page 3 ACTION TAKEN - 206 Discussion followed: the easiest route to Tanforan is from 1-380; if the proposed road from 101 was put in, why would someone want to take that rather than 1-380; it would give an avenue for BART pas- sengers to get to the structures; this would bring big semis off the freeway; peak traffic and shopping hours; Councilman Drago was concerned about being asked to make a decision in 30 minutes, when the Council has been working on this for 3 to 4 years and were on record to oppose a major change to the Hickey station; San Bruno should request this change - not S.S.F.; another study would prolong the process; etc. Mayor Fernekes stated he called this meeting be- cause BART was having a Subcommittee meeting this afternoon, many changes were happening and the Council should go on record with a strong posi- tion. Discussion followed: if there was merit in the pro- posed station being a shared station for San Bruno and S.S.F. and to cancel the S.S.F. station; S.S.F. has to look after its own interests; should meet with the San Bruno Council and say, we like moving the station up to So. Spruce and eliminate the Hickey station; BART is dealing with each City separ- ately; this afternoon the meeting was with the Advi- sory Board and the Steering Committee, with pre- sentations on the alternatives, as well as the Airport intermodal; after which, the Advisory Committee will make recommendations to the Steering Commit- tee - that will meet immediately after and decide on the proposed San Bruno alternative and the inter- modal station will be included in'the draft EIR; the San Bruno BART platform is in S.S.F.; City Manager Wohlenberg felt all issues should be stud- ied, including the access; S.S.F.'s cost for under- grounding keeps changing; Councilman Penna is adamantly opposed to BART, because Caltrain com- pletes the rail system up and down the peninsula; the Tanforan station would bring 4,000 cars, crime and tremendous traffic impacts to this City; Council had to make decisions on whether they had any comment on the proposal and whether they can consider entertaining any idea of extending Sheath Lane for the meeting this afternoon; Mayor Fernekes was against extending Sneath Lane; Coun- cilman Penna felt BART should not be extended, because people knew Caltrain was faster to use; Mayor Fernekes and Councilman Drago had sat on AGE_NDA 1. BART - Continued. 3/15/94 Page 4 AC_TIQ_N TAKEN . 207 the Subcommittee and had made it clear that this Council strongly opposed any change to the BART plan; the City should put a cap on the El Camino Redevelopment expenses to underground BART; Councilman Yee questioned if they were saying to BART, we want you to eliminate the Hiekey station and move the San Bruno station north as a shared station with S.S.F.; Councilman Penna was op- posed, because he felt the transportation system was already in place with Caltrain; Councilman Drago pointed out that you could not take a train to Oak- land, you had to take BART; the people in the community have spoken in favor of BART - if it is undergrounded; Councilwoman Teglia suggested telling BART this Council continues to watch, needs clarification on the cost of undergrounding BART through this City and any change has to be in the draft EIR; we want BART to explore a joint San Bruno/S.S.F. station and look at the elimination of the Hickey station; Councilman Drago agreed with the four points made by Councilwoman Teglia; Councilman Yee stated the Council needed to know exactly where the new station would be located; he felt the impact of an extension to Sheath Lane would be too great on S.S.F.; Mayor Fernekes was also against the extension of Sneath Lane; Council- woman Teglia felt the extension should be in the EIR; moving the Tanforan station would only be 100 yards north; Councilman Drago was willing to support the elimination of the Hiekey station, when the impacts were known on the residents getting to that location; etc. City Manager Wohlenberg recommended that the Council keep its options open and felt there was a good case to be made with the draft EIR. Consensus of Council - To oppose the extension of Sneath Lane, however, in the situation of a joint station, they are not saying they are opposed. Discussion followed: impacts on surface streets; if the extension was not in the DEIR it could not be considered at a later date; if BART felt it had merit there was then a potential for Federal funds; if BART was going to show it as a grade crossing, then they need to show the impacts, because you will have the same traffic without the improvements to the streets; Councilman Penna complained about information coming to Council without time to assimilate it before a meeting and meet with constit- A~ENDA __1~. Mayor Fernekes recalled the meeting to order at 11:15 a.m., all Council was present, no action was taken and direction was given. MIS Penna/Yee - To adjourn the meeting.
