Penna Robert Yee AMENDED NOTICE SPECIAL MEETING MINUTES City Council Municipal Services Building Community Room December 2, 1996 CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DECEMBER 2, 1996 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Monday, the 2nd day of December 1996, at 7:00 p.m. in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San Francisco, California. Council Present: Mullin, Penna, Yee and Fernekes. Council Absent: None. The Pledge was recited. Father Justin, All Souls Church, gave the invoca- tion. 12/2/96 Page 1 AGENDA ACTION TAKEN 1. Mayor Pro Tem Fernekes declares the purpose of the meeting. Nomination and selection of Mayor and Vice Mayor. Comments from newly appointed Mayor and Vice Mayor. Mayor Pro Tem Fernekes asked the City Clerk to declare the purpose of the meeting. City Clerk Battaya stated the Council meets tonight to select one of its member to serve as Mayor for one year and then select a Vice Mayor to serve as Vice Mayor for one year. M/S Mullin/Penna - To appoint Joseph A. Fernekes as Mayor. M/S Yee/Penna - To close the nominations for Mayor. Both Motions and Seconds were carried by unani- mous voice vote. M/S Penna/Yee - To appoint Eugene R. Mullin as Vice Mayor. M/S Yee/Penna - To close nominations for Vice Mayor. Both Motions and Seconds were carried by unani- mous voice vote. Mayor Fernekes thanked the friends from all over town, members of the business community and from his employer's firm for their support. He thanked the electorate for allowing him to serve the commu- nity for 15 years and to Council for allowing him to become Mayor for the second time. He proceeded to identify his goals for the coming year: maintain a balanced budget; continue to ex- pand the beautification projects; efforts to effect greater employment; to insulate more homes; expand the children section of Orange Avenue Library; retain local businesses; achieve on-demand bus service; build the Corporation Yard; retrofit City Hall and the Library; to work with the neighbor- hoods; and keep a watchful eye on BART. He introduced his family: wife Denise, daughters Danielle and Megan, father and mother-in-laws Roy and Rose Bava, sister-in-law Beth Farrell and his mother Melanie Fernekes. Vice Mayor Mullin stated he shared the Mayor's sentiments and was glad to see a non-angry crowd. He felt he has gone through a steep learning curve 12/2/96 Page 2 AGENDA AC_TIQN TAKEN o Comments - Continued. ADJOURNMENT: in the past year and pledges his complete support of the Mayor. He introduced his wife Terry, daughter Jennifer Fisher and her husband, son Kevin and grandson Austin Michael Fisher who is the apple of his eye. He proceeded to read and present a commending certificate of appreciation to former Mayor Jack Drago for his service to the City. Mayor Fernekes presented a gavel plaque to former Mayor Jack Drago and a framed collage containing the commendation, a picture of the Council, picture of the City's mural signed by the artist, the chris- tening of the locomotive and a picture of his two paintings, etc. Former Mayor Drago stated he was pleased to serve with this Council and it was a productive year. Mayor Fernekes stated, in line with keeping local businesses, the flowers were by Millie Flour, the food was by California Catering and Positively Flowers did the bouquets.
