CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE PURCHASE OF 110
POLICE PORTABLE RADIOS IN AN AMOUNT NOT TO
EXCEED $92,901.42.
WHEREAS,the City of South San Francisco ("City") staff recommends that the City
Council adopt a resolution authorizing the Police Department to purchase 110 replacement
portable radios; and
WHEREAS, the South San Francisco Police Department is required to provide an
interoperable emergency radio dispatch and communications system; and
WHEREAS,the purchase of 110 Kenwood portable radios will allow the Police Department
sworn and civilian employees to continue to effectively communicate with each other and with other
law enforcement agencies in San Mateo County; and
WHEREAS, staff has determined that one product, the Kenwood NX300G portable radio,
best meets the Police Department's needs and concerns with respect to internal radio communication
and with other police departments throughout San Mateo County; and
WHEREAS, Section 4.04.040 of the South San Francisco Municipal Code
("SSFMC") expressly authorizes the City to take advantage of valid contract terms that have been
negotiated by another governmental agency, where that agency had used a quote or bid process
substantially conforming with SSFMC Chapter 4.04 and State law, and
WHEREAS, the National Association of State Procurement Purchasing Cooperative
("NASPO")conducted a formal bid process for portable radios,which resulted in awards to multiple
vendors, including the Kenwood company, and
WHEREAS, pricing for the purchase was obtained through the City's participation in the
NASPO, and
WHEREAS, staff has verified that the NASPO's bid process and Metro Mobile
Communications'pricing agreement substantially conforms to SSFMC Chapter 4.04 and State law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby finds that all of the recitals set forth above are true and correct
to the best of its knowledge, and based on said finding, determines that the City Manager is
authorized to execute a contract for the purchase for 110 Kenwood NX300G portable radios and
related accessories in an amount not to exceed $92,901.42.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
hereby authorizes funding by the Equipment Replacement Fund for the Police Department's Fiscal
Year 2015-16 Operating Budget.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
hereby authorizes the City Manager to execute the Metro Mobile Communications purchase
agreement on behalf of the City and all other required documents, subject to approval as to form by
the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a regular meeting held on the 9th day of
December, 2015 by the following vote:
