HomeMy WebLinkAboutReso 142-2015 RESOLUTION NO. 142-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING THE PURCHASE OF AN ADVANCED LIFE SUPPORT AMBULANCE IN THE AMOUNT OF $330,537; AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE AGREEMENT WITH EMERGENCY VEHICLE GROUP, INC. FOR THE PURCHASE AND CONSTRUCTION OF AN ADVANCED LIFE SUPPORT AMBULANCE; AND APPROVE THE PURCHASE OF EQUIPMENT RELATED TO THIS APPARATUS NOT TO EXCEED A COMBINED TOTAL OF $360,000.00. WHEREAS, City of South San Francisco has identified a need to purchase an advanced life support ambulance for use in the Fire Department, and WHEREAS, the South San Francisco Fire Department (SSFFD) provides Advanced Life Support Ambulance Transportation to South San Francisco Fire residents and when needed to the neighboring cities within San Mateo County; and WHEREAS, SSFFD currently has two frontline ambulances and a 15 year old 2000 Freightliner which serves as a reserve ambulance; and WHEREAS, staff intends to replace the 2000 Freightliner ambulance from the fleet and move one of the current 2011 frontline ambulances into reserve resulting in a more consistent ambulance replacement schedule; and WHEREAS, Section 4.04.040 of the South San Francisco Municipal Code (SSFMC) expressly authorizes the City to take advantage of valid contract terms that have been negotiated by another governmental agency, where that agency had used a quote or bid process substantially conforming with SSFMC Chapter 4.04 and State law, and WHEREAS, the Houston-Galveston Area Council (HGAC) conducted a formal bid process for a Road Rescue Ultramedic MD, Freightliner M2 Ambulance with related accessories and supplies, which resulted in multiple vendor quotes, including Emergency Vehicle Group, Inc. (EVG), and WHEREAS, pricing for the purchase was obtained through the City's membership in the Houston-Galveston Area-Council; and WHEREAS, staff has verified that the HGAC's bid process and EVG's pricing agreement substantially conforms to SSFMC Chapter 4.04 and State law; and WHEREAS, funding for the purchase was approved on August 26, 2015, by Resolution 108-2015 which amended the FY 2015-16 Equipment Replacement budget for the purchase of an ambulance; and WHEREAS, city staff recommends approving a purchase agreement with EVG. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby takes the following actions: 1. Approves a purchase agreement with EVG for one (1) Road Rescue Ultramedic MD, Freightliner M2 Ambulance. 2. Authorizes the City Manager to execute the purchase agreement(s) on behalf of the City of South San Francisco, subject to approval as to form by the City Attorney in an amount not to exceed $330,537. 3. Authorizes the use of remaining funds for the post-delivery preparation to place the ambulance into service, including technology, tools and hardware, in a combined amount not to exceed $360,000. 4. Authorizes the City Manager to take any other related actions consistent with the intent of this Resolution. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 9th day of December, 2015 by the following vote: AYES: Councilmembers Karyl Matsumoto,Richard A.
