HomeMy WebLinkAboutMinutes 1999-01-28 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING CITY HALL CONFERENCE ROOM JANUARY 28, 1999 CALL TO ORDER: 6:03 p.m. ROLL CALL: Present: Councilmembers Femekes, Mullin, and Penna, Mayor Pro Tem Matsumoto, and Mayor Datzman. Absent: None. 1. Interview of applicants for the vacated City Clerk's Position Each candidate registered with Personnel Technician Michellaine Mercado and filled out a brief questionnaire requesting that they answer the following questions: · When available to start? · What is your expected starting salary? · If appointed, would you be willing to run for election? · If Council chooses election, would you run? As part of the interview process, Mrs. Allene Dodds was Acting City Clerk. Mayor James L. Datzman gave direction of filling the vacancy by appointment or calling for a special election. The Council voted on a time management test. Claire Bardos, Deputy City Attorney, gave direction that Council could: 1) fill the vacancy by appointment from the eligible pool, selection is by vote, the ballots become public; 2) fill the vacancy by appointing from outside as long as the candidate meets the minimum requirements; or, 3) a special election. Jennifer Bower, Director of Human Resources, as well, gave direction on the selection ranking. It began with the time management test; candidates were given five questions and 10 minutes to complete. The Interview Questions were given by Council as follows: James L. Datzman, Mayor: · Describe your experience working cooperatively with elected and appointed officials, and administrators. John R. Penna, Councilman · Describe your experience supervising, training, and leading subordinates. Joseph A. Fernekes, Councilman: · How couldyou make the City Clerk's office be more efficient? Karyl Matsumoto, Mayor Pro Tem: · Why would you be the best candidate for the appointed City Clerk position ? Eugene R. Mullin, Councilman: · What special skills or abilities would you bring to this position ? SPECIAL CITY COUNCIL MEETING JANUARY 28, 1999 MINUTES PAGE 2 of 3 PAGES It was said to be a difficult decision as all candidates had varied backgrounds and communications skills. Council reviewed and deliberated on the decision. Council agreed to offer position to Sylvia Payne. The vote was as follows: Motion-Penna/Second-Mullin: To offer position to Sylvia Payne.. AYES: Fernekes, Mullin, Penna and Datzman. ABSTAIN: Matsumoto. Council agreed to offer a salary of $55,000, to be reviewed in July 1999. Recessed: 10:1 lp.m. Reconvened: 10:14p.m. Motion-Mullin/Second-Fernekes: Approve City Clerk salary and benefits for Sylvia Payne effective January 28, 1999. Letters of appreciation were directed to go out to all candidates. ADJOURNMENT Motion-Femekes/Second-Mullin: To adjourn the meeting at 10:18p.m. to Saturday, January 30, 1999, at the First National Bank Building. Respectfully Submitted: H.
