Present: Councilmembers Fernekes, Mullin, and Penna,
Mayor Pro Tem Matsumoto, and Mayor Datzman.

· Oyster Point Flyover Gateway Intersection and Brisbane Hook Ramp Agreement
Director of Public Works John Gibbs gave a visual presentation on the Oyster Point
Project. He explained the three phases of the project and how the funding would be
accomplished to complete the project.
Councilmembers discussed residential and business development within the City; funding
participation from other agencies; future transportation needs of the area and projected
traffic increases; satisfying funding requirements, finalizing the designs and beginning
construction for the flyover in the spring of 1999 and the hook ramp in the summer of
1999. Direction was given for changes in the presentation of City of South San
Francisco's Meeting the Transportation Challenges - Oyster Point Project.
· AB939 Solid Waste Update
Director of Public Works John Gibbs presented a report on the Solid Waste Update and
the effects of AB939. He explained that the goal of AB939 was to reduce the amount of
waste by 50% in the year 2000. He proceeded to discuss the implemented and planned
expansion of programs to comply with AB939; 75% of waste comes from industrial
businesses; the importance of newsletters and updating the public on recycling; the goal
will be easily obtainable with the proposed MRF/TS site. And how the base line amount
is calculated for reporting purposes.
Councilmembers discussed how AB939 would effect the collection and disposal of waste
in the future; applying for an extension in accordance with SB 1066, proving that the
Scavenger Company is making every effort to meet the 50% reduction rate; diverting
types of waste to other areas; composting; impact the forthcoming Preservation
Ordinance would have in maintaining a clean city; condominium units are not included in
the Scavenger's Clean Up days and were treated the same as apartment complexes by
being charged for additional pickups, and how this should be addressed; there are no
mandates for a Source Recycling Coordinator; and how South San Francisco Scavenger
Company differs from BFI.
Ms. Stephanie Uccelli-Menner, South San Francisco Scavenger Company, spoke
concerning the Company' s plans for the future, how the needs of the residents are being
met and how the City, residents and Scavenger Company work well together to address
current and future issues.
Mr. Paul Formosa, South San Francisco Scavenger Company, spoke about the base line
figures; that the City will easily obtain their goals by the year 2003.
Ms. Theresa Grosso, commented briefly on the recycling programs and how effective
they were in reducing solid waste.
Discussion followed on where the process would begin to reduce the waste; that the
dump sites publish figures of tonnage by using one week per quarter as their basis; that
the Hillside dump site is not monitored properly; and funding for various programs.
