Absent: Councilman Fernekes** *Mayor Pro Tem Matsumoto arrived at 5:22 p.m. **Excused, out of town on vacation OTHERS PRESENT: Staff: City Manager Wilson, City Attorney Mattas, Assistant City Attorney Bardos, Director of Economic and Community Development Van Duyn, Public Works Director Gibbs, Parks, Recreation and Maintenance Services Director Nagel, Finance Director Brooks, Library Director Sommer, Fire Chief Lee, Police Chief Raffaelli, Redevelopment Project Manager Beyer, Chief Planner Sparks, Public Works Superintendent White, City Engineer Kianpour, CDBG Coordinator Fragoso, Project Planner Lappen. Consultants: Stephen Wehr and Mark Seiler, Terranomics Larry Tartar, Pinnacle Also Present: Michele Marcucci, Robert Giorgi, Jim Metz, Bill Borba III, Bill Borba, Jr., and Paul Copland ORAL COMMUNICATION: None. STUDY SESSION Presentation - Terranomics Downtown Plan Councilman Penna stated he would be abstaining from participating, citing that he owns property within the 300' radius of the area being discussed. Assistant City Attorney Bardos advised Council that it may continue with the study session since there was a quorum present to open the meeting. Staff provided background information to Council and brought them up to date on the Downtown Plan. Messrs. Wehr and Seiler presented a conceptual plan for the downtown area, bounded by Highway 101 (east), Linden Avenue (west), Baden Avenue (south) and Miller Avenue (north). An area diagram indicating potential, immediate and new construction. The consultants stated they were looking at developing a site at Grand Avenue and Airport Boulevard for an office building with both tenant and public parking. The second phase indicated possible future development, which could be additional office, or residential/ retail uses. Councilmembers discussed Terranomics approach to studying, analyzing, marketing and implementing the plan. Mr. Wehr felt the first phase could be completed in the year 2001, depending on the process. The consultants stated they concentrated on creating a "central core area", studied possible uses, and looked at issues such as safety, parking deficiency, drawing from El01, and interfacing with transit systems. Council stressed its concern that the strategy include attracting the El01 "11-2" crowd. The consultants reviewed methods of rejuvenating and promoting the downtown by using attractions that are "market driven". Messrs. Wehr and Seiler felt their relationship with Council must be open to discuss changes and be flexible. Messrs. Wehr and Seiler responded to questions raised by Rob Giorgi and Jim Metz concerning Terranomics financial interest in the project and the time the consultants personally spent visiting the downtown area. With a consensus from Council to move forward with the project, staff stated a report will be presented to the Redevelopment Agency with specific recommendations. Councilman Penna rejoined the City Council meeting. City Attorney Mattas requested a Closed Session be added to the agenda, requiring a vote of Council. Motion-Mullin/Second-Matsumoto: Motion to add an item to the Agenda (Closed Session) to the Agenda. Approved by voice vote. Closed Session: Pursuant to Government Code Section 54956.9, Existing Litigation - Molieri vs. City of South San Francisco Convened into Closed Session: 6:31 p.m. Reconvened into Open Session: 7:20 p.m. Councilmembers Mullin and Penna, Mayor Pro Tern Matsumoto and Mayor Datzman present. Mayor Datzman announced direction given/no action taken. CITY COUNCIL SPECIAL MEETING MINUTES JULY 21, 1999 PAGE 2 4.b Presentation - Capital Improvement Budget Councilman Penna announced he would be leaving the meeting due to a scheduling conflict. Staff presented opening remarks, indicating staff will provide an update on projects requiring Council involvement and direction, and will introduce several new projects for Council's information. (Cassette Tape No. 2) Spruce School Learning Center - presentation made by Larry Tartar, consultant (concept approved) Library Expansion - presentation made by Director Sommer (further study required) Flyover/Hook Ramp - presentation made by Director Gibb (Council approved phasing) Municipal Parks - presentation made by Director Nagel (concept approved for Avalon Park and minor items at Orange Park/further study required for major items at Orange Park) Fire Station - presentation made by Chief Lee (further study required) Junipero Serra Slope Repair - presentation made by Superintendent White (concept approved) Council raised questions and commented on each of the Capital Improvement items. Mayor Datzman opened the discussion by proposing a bond to finance the projects to insure quality community facilities. He suggested looking at other communities (e.g., Mountain View, San Leandro) and seeing what they did right or wrong. Councilman Mullin supported the idea and suggested looking at those communities' funding sources also. (Cassette Tape No. 3) Due to additional items to be discussed staff agreed to schedule another study session.
