Call to Order 5:07 p.m. 2. Roll Call Present: o (Cassette Tape No. 1) Councilmembers Femekes, Garbarino and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None Public Comments None. Study Session: a) Mosquito Abatement District - proposed annexation District representatives/speakers: Mr. Robert Gay, District Manager; Mr. James Counts, Field Operations Supervisor; and Ms. Chindi Peavey, Vector Ecologist. A visual presentation was given by Mr. Counts and Ms. Peavey. A brief overview explained the District, how mosquito control is conducted, services the District offers, and the seriousness of the West Nile Virus outbreak occurring this summer. Mr. Gay gave an update on the annexation process and stated that currently the District has 13 boardmembers and 14 staff members. He discussed the LAFCO permit process (copies previously distributed to Council). He stated that the District receives its funding from property taxes and its share is less than 2 cents per every $100 of assessed value. He stated that the District can provide services to South San Francisco in the next two to three months by using reserves until the annexation occurs and property tax funds are transferred to the District, which would occur in 2004-05. Council discussed Daly City's reluctance to participate in the District, County's responsibility, the rapid growth of the West Nile Virus, and utility companies being charged for mosquito abatement. Mr. Gay explained that cooperative agreements with the State Department of Health Services are necessary to provide this type of program, whereas pest control companies and staff of cities cannot obtain these agreements due to the rigorous monitoring of pesticides by Health Services. Council further discussed the fly range of mosquitoes, the potential for mosquitoes to come from neighboring communities not annexed, educating the community, and previous infestations. Mayor Gonzalez stated that the Council will further study the request for annexation and then respond to the District. b) South San Francisco Fee and Competitive Business Study Staff report and visual presentation given by Ms. Christine Day. Council complimented Ms. Day on the report and asked several questions for clarification. Mayor Gonzalez commented on the proposed recommendations to impose additional development fees and City Manager Wilson responded that additional development fees are not being recommended at this time. Mayor Gonzalez concluded the study session. 5. Adjournment Motion-Garbarino/Second-Fernekes: To adjourn the meeting at 6:39 p.m. Unanimously approved by voice vote.
