Call to Order 6:06 p.m. (Cassette Tape No. 1) 2. Roll Call Present: Councilmembers Fernekes, Garbarino and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None 3. Public Comments Interviews for Parks and Recreation Commission, Historic Preservation Commission and Personnel Board Mayor Gonzalez informed Council that Mr. A1 Martin's interview was cancelled due to an illness. He suggested the interviews and appointments go forward as planned due to the process already being delayed. Mayor Pro Tem Matsumoto suggested Mr. Martin be included in the ballot process since his application is on file and has been reviewed by Council. After a brief discussion, the consensus of Council was to continue with the interview process and vote on the appointments as agendized. Council interviewed the following applicants (questions were consistent with those asked at the February 12, 2003 special meeting): · Debbie Carey, Parks and Recreation Commission · Jeanette Acosta, Historic Preservation Commission (seeking reappointment) · Mary Giusti, Historic Preservation Commission (seeking reappointment) · Joe D'Angelo, Personnel Board · Alfred Armand, Personnel Board · Gloria Taormina, Personnel Board (seeking reappointment) 5. Payne, City Clerk City of South San Francisco To adjourn the meeting at 6:52 p.m. Unanimously Approved: Pedro Gonzalez, Mayor City of South San Francisco MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING FEBRUARY 26, 2003 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:34 p.m. (Cassette Tape No. 1) ROLL CALL: Present: Councilmembers Fernekes, Garbarino, and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None PLEDGE OF ALLEGIANCE: Led by Mayor Gonzalez INVOCATION: Reverend Tate Crisp, Good News Chapel PRESENTATIONS Update on State budget - Finance Director Steele reviewed the governor's proposed cuts and that the City of South San Francisco will lose $3.2 million in funding beginning fiscal year 2003-04, which is roughly 6.5% of the general fund. He reviewed the impact this will have on the City and suggested residents write letters to legislators and Governor Davis. Mayor Pro Tem Matsumoto suggested staff prepare a sample letter for residents to use and to make it available at City Hall and at the libraries. BART Construction Update - Nia Crowder, South San Francisco BART Liaison - postponed to the next meeting. AGENDA REVIEW City Manager Wilson requested that Item No. 6, public hearing, be opened, defer all comments and continued to March 12, 2003. PUBLIC COMMENTS ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports Councilman Green reported attending the California Parks and Recreation Society (CPRS) district dinner, two subcommittee meetings, the Police Department's badge ceremony, the Fire Union's luncheon, and the Preservation Task Force tour of Old Town. Mayor Pro Tem Matsumoto stated she attended the Police badge ceremony and questioned how many applications were received for the Chestnut Creek senior housing apartments. Staff stated that BRIDGE Housing received over 1000 applications and a lottery will be conducted. Mayor Pro Tem Matsumoto asked if the one-bedroom units can accommodate couples and City Manager Wilson stated he will report back with that information. Mayor Pro Tem Matsumoto announced that the League of Women Voters is celebrating its 80th Anniversary, South San Francisco has been named "Tree City USA" for the 17th year, the BART Art Unveiling is on March 1, West Orange Library is celebrating Black History and National Women's History Month with a storytelling of the works of novelist Zora Neale Hurston's on March 1, and SamTrans is looking for six volunteers to serve on a Community Advisory Committee. Councilman Garbarino congratulated Maurice Dong on his promotion to fire marshal, announced that Senior Services Program volunteers Toni Edwards, June Bohnert, Cheryl Herrera, and Jenny Carp were presented with volunteer awards at the CPRS dinner. Councilman Fernekes stated he attended the CPRS dinner and announced that the Orange Park Sculpture Garden and Tennis Drive Gateway Project received the Facility Design and Park Planning Award. He discussed with staff the recent take over of the AT&T Cable franchise by Comcast, and announced that local Girl Scouts troops will be holding their annual pancake breakfast on March 9 at the Municipal Services Building. He thanked Mayor Gonzalez for organizing the Preservation Task Force tour of Old Town and congratulated Pat Martinelli, Martin Cruz and the South San Francisco High School Ballet Folklorico dancers for their performance at the community fundraiser dinner held on February 23. He reported that $3600 was raised toward the folklorico dancers' trip to Mexico. Mayor Gonzalez displayed a painting of South San Francisco by Gonzalo Moreira. He reported on the Community Preservation Task Force meetings and bus tour. He reported attending the Police badge ceremony, the Bay Area Economic Forum and Public Policy Institute regarding the California Housing Element Law. He announced the BART Art Unveiling on March 1 and that the San Mateo County Grand Jury is looking for applicants. CONSENT CALENDAR 1. Motion to approve the minutes of the February 12, 2003 regular and special meetings 2. Motion to confirm expense claims of February 26, 2003 in the amount of $1,609,955.32 Motion to accept 2001-02 Street Resurfacing Project as complete in accordance with plans and specifications Motion to accept Spruce Avenue/North Canal Street Traffic Signal Improvements project as complete in accordance with plans and specifications Acknowledgement of proclamation issued: Taiwanese-American Chamber of Commerce, February 15, 2003 Councilman Green requested Item No. 1 be pulled from the Consent Calendar. REGULAR CITY COUNCIL MEETING FEBRUARY 26, 2003 MINUTES PAGE 2 153 Motion-Fernekes/Second-Matsumoto: To approve Consent Calendar Item Nos. 2, 3, 4, and 5. Unanimously approved by voice vote. Item No. 1: Councilman Green requested the minutes of the February 12 regular meeting be corrected to reflect that the dollar amount stated in "Items from Council", paragraph one, line two, be increased from $500 to $2000. Motion-Green/Second-Fernekes: To approve the minutes of the February 12, 2003 regular and special meetings, as corrected. Unanimously approved by voice vote. PUBLIC HEARING o Compliance hearing to consider Restated and Amended Development AgTeement for Terrabay Phase II and Phase III remaining parcels; Applicant: Myers Development Company - Motion to continue to March 1~ 2003 Motion-Garbarino/Second-Green: To defer all comments and continue the public hearing for the Compliance hearing to consider Restated and Amended Development AgTeement for Terrabay Phase II and Phase III remaining parcels to the March 12, 2003 meeting. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS Mayor Pro Tern Matsumoto requested Item No. 8 be considered before Item No. 7. Council concurred. 8. Motion to approve loan art program Staff report presented by Recreation and Community Services Director Ranals. Councilman Garbarino stated his support for the program and reviewed the structural requirements for the artwork and questioned if any of the City artwork has been vandalized by graffiti. Staff reported that there has not been any damage. Councilman Femekes complimented staff on the proposed program and confirmed with staff that the funding comes from the Cultural Arts Commission. Mayor Pro Tem Matsumoto stated her support for the program, her involvement in the program, and it's success in other communities. Councilman Green discussed with staff the conceptual plan to rotate pieces and to eventually have permanent pieces. He suggested that two of the exhibition areas be maintained for temporary loaned art. Director Ranals stated that Council will have final approval on the artwork being displayed. Councilman Fernekes clarified that the artists are responsible to provide insurance for their artwork. REGULAR CITY COUNCIL MEETING FEBRUARY 26, 2003 MINUTES PAGE 3 Mayor Gonzalez stated support for the program, the possibility of expanding it to include paintings, and questioned how the artwork will be identified. Director Ranals explained that reasonably priced temporary identification markers will be made for each artwork and will be removable. Motion-Matsumoto/Second-Fernekes: to approve the loan art program. Unanimously approved by voice vote. 7. Motion to approve appointments to Board and Commissions Councilman Green questioned if write-ins were acceptable when voting as several applicants stated interest in more than one board or commission. Council discussed the strategy for conducting the balloting process. Assistant City Attorney Johnson advised Council that it was acceptable to do write-ins and suggested that Council consider the Parks and Recreation Commission appointment first and requested that Mayor Gonzalez step down (due to his familial relationship with one of the applicants). Mayor Gonzalez stepped down from his seat. Appointments were made as follows: Parks and Recreation Commission (three seats open, 13 applicants) Judy Bush, reappointed to 3rd term Tuan Le, reappointed to 2nd term Prudencia Nelson Motion-Garbarino/Second-Green: to appoint Judy Bush, Tuan Le and Prudencia Nelson to the Parks and Recreation Commission, term expiring December 31, 2006. Approved by voice vote. Abstain: Mayor Gonzalez. Mayor Gonzalez returned to his seat. Planning Commission (three seats open, 9 applicants) Michael P. Meloni (reappointed to 2na term) William "Marty" Romero (reappointed to 3rd term) Mary Giusti Motion-Fernekes/Second-Matsumoto: to appoint Michael P. Meloni, William "Marty" Romero and Mary Giusti to the Planning Commission, term expiring December 31, 2006. Unanimously approved by voice vote. Personnel Board (two seats open, 11 applicants) 2nd ballot Rudy Bertolozzi Gloria Taormina (reappointed to 2nd term) Motion-Garbarino/Second-Green: to appoint Rudy Bertolozzi and Gloria Taormina to the Personnel Board, term expiring December 31, 2006. Unanimously approved by voice vote.
