CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING A PURCHASE AGREEMENT
WITH L.N. CURTIS AND SONS, INC., FOR THE PURCHASE
OF 41 G-XTREME TURNOUT COATS AND PANTS IN AN
AMOUNT NOT TO EXCEED $102,986; AND AUTHORIZING
THE CITY MANAGER TO EXECUTE THE PURCHASE
AGREEMENT ON BEHALF OF THE CITY OF SOUTH SAN
FRANCISCO.
WHEREAS, the City of South San Francisco ("City") staff recommends that the City
Council adopt a resolution authorizing the Fire Department to purchase personal protective
clothing of coats and pants ("turnouts"); and
WHEREAS, in accordance with National Fire Protection Association 1851 standards, the
Fire Department's Personal Protective Clothing Committee identified 41 sets of turnouts in need
of replacement; and
WHEREAS, the Fire Department's Personal Protective Clothing Committee performed a
risk assessment and concluded that a purchase of the Globe G—XTREME model of turnouts
would be recommended and would match existing turnouts in service, and
WHEREAS, California Public Contract Code Section 3400(b) permits general law cities
to suspend competitive bidding and to make sole source purchases of products or equipment in
order to match other products in use on a particular public improvement either completed or in
the course of completion, or to obtain a necessary item that is only available from one source;
and
WHEREAS, South San Francisco Municipal Code subsection (a) of Section 4.04.080
permits the City to dispense of open market procedures to be dispensed with if a commodity can
only be obtained from one vendor; and
WHEREAS, staff has confirmed that L.N. Curtis and Sons, Inc. is the exclusive dealer of
Globe G—XTREME turnouts, made by the Globe Manufacturing Company, LLC in California,
and
WHEREAS, the purchase of the 41 sets of turnouts is identified and approved as part of
the FY 2015-2016 Operating Budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby finds that all of the recitals set forth above are true and
correct to the best of its knowledge, and based on said finding, approves a purchase agreement
with L.N. Curtis and Sons, Inc., for the purchase of 41 Globe G—XTREME turnouts, in an
amount not to exceed $102,986.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
purchase agreement for the 41 Globe G—XTREME turnouts on behalf of the City of South San
Francisco, subject to approval as to form by the City Attorney.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take any
other action consistent with the intent of this Resolution.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 24th day of
February, 2016 by the following vote:

Vice Mayor Pradeep Gupta and Mayor Mark N. Addiego
