CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION APPROVING THE INSTALLATION OF A PILOT
SECURITY CAMERA SURVEILLANCE SYSTEM ALONG
CENTENNIAL WAY AND AMENDING THE INFORMATION
TECHNOLOGY DEPARTMENT'S FISCAL YEAR 2015-2016
BUDGET IN THE AMOUNT OF $39,900.
WHEREAS, Centennial Way linear park("Centennial Trail"or"Trail")was completed in
2009 and there has been a recent increase in graffiti along the Trail; and
WHEREAS,despite staff's proactive efforts to address these graffiti incidents,the problem
persists; and
WHEREAS, to address security and vandalism concerns along Centennial Trail, the
Information Technology ("IT") Department's staff has coordinated with the Police, Parks and
Recreation,and Public Works Departments' staff to identify technological means to enhance security
along the Trail and to provide the Police Department with tools to monitor and investigate crime in
this area; and,
WHEREAS, staff has developed a video surveillance system pilot program ("Pilot
Program"),which proposes the installation of security cameras in eight locations along Centennial
Trail; and,
WHEREAS,under the Pilot Program, surveillance cameras will be mounted on light poles
and pointed at outdoor spaces on a section of Centennial Trail between West Orange Avenue and
South Spruce Avenue and will be digitally masked to reduce inadvertent recording of surrounding
residential and school areas; and,
WHEREAS,the Pilot Program will last for one year,which will give staff sufficient time to
evaluate whether the Program has been a deterrent and whether it has helped identify vandals and
thus, should be extended and/or expanded; and
WHEREAS, staff estimates that the cost for the Pilot Program for the Wi-Fi, camera
equipment,licenses and installation will total$22,200 and the power upgrade and installation/wiring
for the equipment will total $17,700 for an overall total of $39,900 and requests that the IT
Department's 2015-2016 budget be increased in the amount of$39,900; and,
WHEREAS, staff has developed a proposed ordinance to govern the installation and use of
video surveillance systems on City of South San Francisco ("City") property, which, if adopted,
would dictate how footage captured pursuant to the Pilot Program would be stored and accessed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby takes the following actions:
1. Approves the installation of a pilot security camera surveillance system along
Centennial Trail; and,
2. Amends the Information Technology Department's 2015-2016 operating budget by
$39,900 to implement a pilot security camera surveillance system for the purchase
and installation of camera and network equipment, as well as electrical upgrades
necessary for project completion.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a regular meeting held on the 16th day of March,
2016 by the following vote:
AYES: Councilmembers Karyl Matsumoto and Liza Normandy
Vice Mayor Pradeep Gupta and Mayor Mark N. Addiego
