A RESOLUTION AWARDING THE CONSTRUCTION
CONTRACT TO BORTOLUSSI & WATKIN, INC. OF SAN
RAFAEL, CALIFORNIA FOR THE GATEWAY ASSESSMENT
IMPROVEMENT PROJECT IN AN AMOUNT NOT TO
EXCEED $468,725,
WHEREAS, the trees, landscape and irrigation in the medians located on Gateway
Boulevard are damaged and in need of replacement, and
WHEREAS, In 1981, the Gateway Assessment District (GAD) was formed to construct
improvements for the properties located on Gateway Boulevard from Oyster Point Boulevard to
East Grand Avenue; and
WHEREAS, such improvements included streets, curbs, gutters, sidewalks, median
islands, landscape and irrigation, water mains, etc.; and
WHEREAS, all monies have been collected for the GAD, however; there are assessment
funds in the amount of approximately $560,000 remaining; to fund improvements that qualify
under the original intent of the GAD; and
WHEREAS, City of South San Francisco ("City") staff coordinated with the property
manager, Boston Properties, of the GAD and they agreed the landscaping in the medians need
improvement, and
WHEREAS, city staff issued a Notice Inviting Bids for the Gateway Assessment
Improvement Project ("Project") on January 19, 2016 and January 26, 2016, and on February 25,
2016, received one (1) bid in response; and
WHEREAS, Bortolussi & Watkin, Inc. ("BWI") of San Rafael, California submitted the
only bid, which is the lowest responsive and responsible base bid plus additives #1 and #2 in the
amount of$468,725; and
WHEREAS, total project costs including design, construction, construction contingency,
and construction management are estimated to be $553,025; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
201 5-2016 Capital Improvement Program. ("CIP").
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards a construction contract for the Project to
Bortolussi & Watkin, Inc. for an amount not to exceed $468,725, conditioned on BWI's timely
execution of the project contract and submission of all required documents, including but not
limited to, certificates of insurance and endorsements, in accordance with the project documents.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the project budget consistent with the information
contained in the staff report,
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by Bortolussi & Watkin, Inc. of the
signed contract and all other documents, subject to approval as to form by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 13th day of
April, 2016 by the following vote:

Vice Mayor Pradeep Gupta and Mayor Mark N. Addiego
