RESOLUTION AWARDING A CONSTRUCTION CONTRACT
TO INTERSTATE GRADING AND PAVING INC. OF SOUTH
SAN FRANCISCO, CALIFORNIA FOR THE BRENTWOOD
PARK RENOVATION AND PATHWAY IMPROVEMENT
PROJECT IN AN AMOUNT NOT TO EXCEED $717,000 AND
AUTHORIZING A TOTAL CONSTRUCTION BUDGET OF
$845,000.
WHEREAS, the City of South San Francisco ( "City ") owns and maintains the three -acre
Brentwood Park located in the Brentwood neighborhood of the south central City; and
WHEREAS, the park playground equipment, walkways, and ballfield facilities have deteriorated
over time and require replacement; and
WHEREAS, the City desires to improve the ADA accessibility of the park by adding on -site
ADA parking and creating an accessible route around the park perimeter and ballfield; and
WHEREAS, the City desires to improve its conservation of landscaping water by replacing the
deteriorated irrigation with new, water - efficient irrigation systems, and
WHEREAS, the City desires to improve the ballfield by installing a new infield skin, baseline
fencing, backstop, outfield soil amendment and sod, and outfield irrigation; and
WHEREAS, the Baseball Tomorrow Fund has granted the City funds in the amount of $67,590
to construct the desired ballfield improvements, with all granted funds to be expended by the City by
December 31, 2016, and
WHEREAS, the City contracted with SSA Landscape Architects to design the park renovation
and replacement project; and
WHEREAS, City of South San Francisco ( "City ") staff issued a Notice Inviting Bids for the
Brentwood Park Renovation and Pathway Improvement Project ( "Project") on April 5, 2016 and April
12, 2016 and received three (3) bids in response; and
WHEREAS, Interstate Grading and Paving, Inc. of South San Francisco, California, submitted
the lowest responsive and responsible bid in the amount of $717,000; and

WHEREAS, staff recommends awarding the construction contract to Interstate Grading and
Paving, Inc. in an amount not to exceed $717,000 and authorizing a construction contingency budget
in an amount not to exceed $71,700, and authorizing the City Manager to increase the construction
contingency amount, if necessary, using unspent construction budget; and
WHEREAS, the Project is included in the City of South San Francisco's 2015 -2016 Capital
Improvement Program ( "CIP ") as project pk1501.
WHEREAS, funding for the proposed construction budget, which includes contingency, shall be
drawn from the following accounts:
Brentwood Park Renovation and Improvements - pk1501 $610,000
Water Saving Upgrade - pk1602 80,000
ADA Improvements - pf1404 35,000
Alta Loma Park Playground Improvements - pk1502 120,000
Total Construction Funding $845,000
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards a construction contract for the Project to Interstate
Grading and Paving, Inc. for an amount not to exceed $717,000, conditioned on Interstate Grading and
Paving, Inc.'s timely execution of the Project contract and submission of all required documents,
including but not limited to, certificates of insurance and endorsements, in accordance with the Project
documents.
BE IT FURTHER RESOLVED that the City Council authorizes a construction contingency
budget in an amount not to exceed $71,700 to cover any City- approved extra work that may be
performed by the Contractor.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the information
contained in the staff report.
BE IT FURTHER RESOLVED that the City Council authorizes a total project construction
budget of $845,000 and authorizes the City Manager to utilize any unspent amount of the total project
construction budget, if necessary, towards additional construction contingency budget.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by Interstate Paving and Grading, Inc. of the
signed contract and all other documents, subject to approval as to form by the City Attorney.
BE IT FUTHER RESOLVED that the City Manager or his designee is hereby authorized to take
any further actions consistent with the intent of this Resolution.

At a meeting of the Special City Council on 6/22/2016, a motion was made by Liza Normandy,
seconded by Richard Garbarino, that this Resolution be approved. The motion passed.
