RESOLUTION APPROVING THE TRANSFER OF CERTAIN
RORMER REDEVELOPMENT AGENCY REAL PROPERTY ASSETS
FROM THE SUCCESSOR AGENCY TO THE CITY OF SOUTH SAN
FRANCISCO REDEVELOPMENT AGENCY TO THE CITY OF
SOUTH SAN FRANCISCO PURSUANT TO HEALTH AND SAFETY
CODE SECTION 34191.5 AND THE APPROVED LONG RANGE
PROPERTY MANAGEMENT PLAN.
WHEREAS, on June 29, 2011, the Legislature of the State of California (the "State") adopted Assembly
Bill xl 26 ("AB 26"), which amended provisions of the State's Community Redevelopment Law (Health
and Safety Code sections 33000 et seq.); and
WHEREAS, pursuant to AB 26 and the California Supreme Court decision in California Redevelopment
Association, et al. v. Ana Matosantos, et al., which upheld AB 26 (together with AB 1484, the
"Dissolution Law"), the former Redevelopment Agency of the City of South San Francisco was
dissolved on February 1, 2012; and
WHEREAS, on February 1, 2012, the City of South San Francisco became the Successor Agency to the
Redevelopment Agency of the City of South San Francisco ("Successor Agency"); and
WHEREAS, pursuant to the Dissolution Law, certain real property located in the City of South San
Francisco was transferred to the Successor Agency("Agency Properties"); and
WHEREAS, pursuant to Health and Safety Code Section 34191.5(c)(2)(C), property shall not be
transferred to a successor agency, city, county or city and county, unless a Long Range Property
Management Plan ("LRPMP") has been approved by the Oversight Board for the Successor Agency to
the Redevelopment Agency of the City of South San Francisco ("Oversight Board") and the California
Department of Finance ("DOF"); and
WHEREAS, pursuant to the Dissolution Law, the Successor Agency prepared a LRPMP, which was
approved by a resolution of the Oversight Board on May 21, 2015, and was approved by the DOF on
October 1, 2015; and
WHEREAS, pursuant to the Dissolution Law and the LRPMP, certain real property located in the City of
South San Francisco was transferred to the Successor Agency("Agency Properties"); and
WHEREAS,the LRPMP establishes a plan for transferring or selling the Agency Properties that were
owned by the former Redevelopment Agency; and
WHEREAS,the LRPMP identifies nineteen(19)properties to be transferred from the Successor

Agency to the City for redevelopment activities consistent with the Redevelopment Plan and the
LRPMP; and
WHEREAS, five (5) of the nineteen (19) properties (315 Airport Blvd, 401, 411, 421 Airport Blvd, and
405 Cypress Ave) have previously been transferred from the Successor Agency to a private developer
pursuant to an Oversight Board-approved Purchase and Sale Agreement (PSA) for redevelopment
activities consistent with the Redevelopment Plan and the LRPMP; and
WHEREAS, there are fourteen (14) remaining properties identified in the LRPMP that need to be
transferred from the Successor Agency to the City for development consistent with an approved
redevelopment project (the "Redevelopment Properties") pursuant to Health and Safety Code section
34191.5(c)(2) and in accordance to the requirements set forth in the LRPMP; and
WHEREAS, a list of the Redevelopment Properties to be transferred from the Successor Agency to the
City is set forth in Exhibit A attached to this Resolution and incorporated herein by this reference; and
WHEREAS, the LRPMP identifies four (4) properties to be transferred from the Successor Agency to
the City for sale consistent with the Redevelopment Plan and the LRPMP; and
WHEREAS, one (1) of the four(4) properties (216 Miller Avenue) has previously been transferred from
the Successor Agency to a private developer pursuant to an Oversight Board-approved Purchase and Sale
Agreement(PSA) for redevelopment activities consistent with the Redevelopment Plan and the LRPMP;
and
WHEREAS, there are three (3) remaining properties identified in the LRPMP that need to be transferred
from the Successor Agency to the City for sale (the "Sale Properties") pursuant to Health and Safety
Code section 34191.5(c)(2) and in accordance to the requirements set forth in the LRPMP; and
WHEREAS, a list of the Sale Properties to be transferred from the Successor Agency to the City is set
forth in Exhibit B attached to this Resolution and incorporated herein by this reference.
NOW, THEREFORE, BE IT RESOLVED that the Successor Agency to the Redevelopment Agency of
the City of South San Francisco does hereby take the following actions:
Finds and determines that the above recitals are true and correct and the proposed actions are consistent
with the Long Range Property Management Plan.
Subject to approval by the Oversight Board, the conveyance from the Successor Agency to the City of
South San Francisco of the Redevelopment Properties identified in the Long Range Property
Management Plan as properties#2,#3,#6, #7,#15 through#21,#29,#30, and#31, and as also described
in Exhibit A, for development consistent with an approved redevelopment project, is hereby approved.
Subject to approval by the Oversight Board, the conveyance from the Successor Agency to the City of
South San Francisco of the Sale Properties identified in the Long Range Property Management

Plan as properties #1, #28, and #32, and as also described in Exhibit B, for the purposes of sale, is
hereby approved.
Authorizes and directs the Executive Director and designees to execute all documents and take all
actions necessary to implement this Resolution, including without limitation the execution of grant
deeds, certificates of acceptance, and all other necessary instruments, as applicable, subject to approval
as to form by Agency Counsel.
Finds that the implementation of the LRPMP through this Resolution itself does not commit the
Successor Agency to any action that may have a significant effect on the environment and thus does not
constitute a "project" subject to the requirements of the California Environmental Quality Act
("CEQA"), pursuant to CEQA Guidelines section 15061(b)(3).
At a meeting of the Joint Special Meeting City Council and Successor Agency on 2/8/2017, a motion
was made by Richard Garbarino, seconded by Liza Normandy, that this Resolution be approved. The
motion passed.
