Box 711 (City Hall, 400 Grand Avenue) South San Francisco, CA Igo City Council Resolution: RES 72 -2017 File Number: 17 -653 Enactment Number: RES 72 -2017 RESOLUTION APPROVING CHANGES TO THE MASTER FEE SCHEDULE FOR FISCAL YEAR 2017 -18 FOR FEES FOR SERVICES FOR THE CITY OF SOUTH SAN FRANCISCO. WHEREAS, good business practice recommends periodic examination of the actual cost to provide a service and adjust fees accordingly; and WHEREAS, the Fiscal Year 2016 -17 Adopted Budget includes a budget appropriation to have a comprehensive review of the City's fees; and WHEREAS, the Cost Allocation Plan, a process that determines how to appropriately allocate indirect costs, was completed prior to the user fee study, and completed in compliance with OMB Circular A -87; and WHEREAS, a qualified and experienced professional services firm, NBS Government Finance Group, has conducted a study of the City's user fees in compliance with Proposition 218 and Proposition 26 (the "Fee Study "); and WHEREAS, a copy of the Fee Study is on file with the City Clerk and is attached to the Staff Report; and WHEREAS, the Fee Study determined that that the City is only recovering an average of 57 percent of its annual costs to provide the services for which it charges user fees; and WHEREAS, staff recommends modifications to the Master Fee Schedule for Fiscal Year 2017 -18, as set forth in Exhibit A to this Resolution; and WHEREAS, all of the fees contained in the Master Fee Schedule are equal to or less than the estimated reasonable costs to the City of providing the subject services, as required by Article XIIIC and XIIID of the California Constitution; and WHEREAS, some of the fees contained in the Master Fee Schedule are fees or charges upon a development project, as set forth in Government Code section 66017; and WHEREAS, the City Council held a duly noticed public hearing on the proposed changes to the Master Fee Schedule on June 28, 2017, at which time the public had the opportunity to submit oral and written comments; and City of South San Francisco Page 1 File Number: 17 -653 Enactment Number: RES 72 -2017 WHEREAS, notice of the public hearing was published and distributed pursuant to the requirements of Government Code sections 66016 through 66018; and WHEREAS, the City made the Fee Study available for public review at least 14 days prior to the date of the public hearing; and WHEREAS, library and parks and recreation fees were not included in the Fee Study; and WHEREAS, the Master Fee Schedule provides for a five percent (5 %) increase for parks and recreation fees; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby approves and adopts revisions to the Master Fee Schedule to include those fee amendments as specified in Exhibit A, attached hereto. BE IT FURTHER RESOLVED, that those revisions to Master Fee Schedule for the fees that are fees or charges upon a development project, as set forth in Government Code section 66017 shall go into effect sixty days after adoption of this Resolution. BE IT FURTHER RESOLVED, that all other revisions to Master Fee Schedule that are not fees or charges upon a development project, as set forth in Government Code section 66017, shall go into effect immediately upon adoption of this Resolution. At a meeting of the City Council on 6/28/2017, a motion was made by Karyl Matsumoto, seconded by Mark Addiego, that this Resolution be approved. The motion passed.
