ADDRESS 500 East Grand Avenue PROJECT NUMBER P17-0005: UP17-0001 & DR17-0003 PROJECT NAME New R&D Building (Case Planner: Tony Rozzi) DESCRIPTION Use Permit and Design Review to construct a new R&D Building (B-40) at 500 East Grand Avenue in the Genentech Master Plan (GMP) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and a determination that the prepared Addendum adequately analyzes the project in relation to the previously certified 2007 Master EIR and the 2012 Supplemental Master EIR (2007 MEIR/2012 SMEIR), and that the project is fully within the scope of environmental analysis as described in the 2007 MEIR/2012 SMEIR and no further environmental review is required per CEQA Guidelines Section 15162. The Board had the following comments: 1. The Board liked the design concept. 2. Consider adding an art element between the buildings and some canopy trees in the Plaza area to enhance the area. Approved as submitted. 3. OWNER ARE-San Francisco APPLICANT WRNS ADDRESS 213 East Grand PROJECT NUMBER P07-0106: UPM17-0001, DR17-0007 & DAA17-0001 PROJECT NAME 213-221 E Grand - Alexandria Real Estate (Case Planner: Ryan Wassum) DESCRIPTION Use Permit Modification, Development Agreement Amendment and Design Review to revise the original Use Permit (P07-0106) at 213-221 East Grand to relocate the parking garage to the east side of the site and reduce the parking ratio to 2 spaces/1000 sq ft and create a campus open space supporting the R&D tenant in the Business and Technology Park (BTP) Zoning District in accordance with Title 20 of the Municipal Code and determination that the project would not represent a substantial change to the project as analyzed in the 2007 Environmental Impact Report (2007 EIR) and that the project is fully within the scope of environmental analysis as described in the 2007 EIR. The Board had the following comments: 1. Consider adding additional ADA parking stalls on upper levels of parking garage, adjacent to elevators. Recommend Approval. 4. OWNER Jose Pedro & Ingrid Navarette APPLICANT O'Keeffe-Mikumo Co ADDRESS 268 Evergreen Drive PROJECT NUMBER P17-0009: DR17-0006 PROJECT NAME Navarette Residence - 2nd Story Addition (Case Planner: Ryan Wassum) DESCRIPTION Design Review to construct a 2nd Story Addition to an existing Single Family Dwelling at 268 Evergreen Drive in Low Density Residential (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 1, Section 15301. The Board had the following comments: 1. The design concept is lacking articulation. The proposed addition looks like a pop-up. 2. Revise the design of the addition to better integrate with the existing dwelling. 3. Sheet S6 is drawn incorrectly and lacking detailed information. 4. The elevation drawings don’t match the plans. 5. Consider using energy efficent windows and incorporating a thicker frame around the windows to help with the overall massing. 6. Consider extending out the front bedroom above the garage and add a balcony out towards the rear of the addition. 7. Eliminate the front deck above the garage. 8. On the west elevation, pull out the façade wall to match the lower wall, to add additional square footage to the proposed upper bedroom. 9. The proposed flat roof does not match with the existing roof. 10. Correct the roof plan, as the plans are drawn incorrectly. 11. On the front elevation, the garage is too tall and out of scale with the proposed addition. 12. The proposed plans do not show any relationship between the 1st & 2nd floor plans. 13. Add a street tree in front of the home; contact Planning for a list of recommended tree species in the City of South San Francisco. Resubmittal required. 5. The Board had the following comments: 1. The Board liked the new design concept. 2. Redesign the front entrance to create a sense of arrival into the dwelling. 3. Relocate the washer & dryer away from the front entrance to another section of the house. Approved with Conditions. 6. The Board had the following comments: 1. Consider revising the addition to better integrate with the existing dwelling. The addition looks like a pop-up addition and too large to one side of the dwelling. 2. The Board liked the neighborhood photo of 2685 Tipperary Avenue as an example. 3. All the windows should match the existing dwelling. 4. The new addition should match the existing façade and roof. Approved with Conditions. 7. The Board had the following comments: 1. Revise the garage plan to include a parking circulation diagram. Contact the Engineering Division to obtain appropriate turning radii templates. Approved with Conditions. 8.
