Box 711 (City Hall, 400 Grand Avenue) South San Francisco, CA Enactment Number: RES 159 -2017 RESOLUTION SUPPORTING THE RAILROAD AVENUE EXTENSION PROJECT AND AUTHORIZING SUBMITTAL OF AN APPLICATION FOR MEASURE A HIGHWAY PROGRAM FUNDING OF $630,000. WHEREAS, there is a lack of east -west connection within the City boundaries; and WHEREAS, preliminary planning to consider extending Railroad Ave as a three lane roadway between South Linden Ave. and East Grand Ave. /Allerton Ave. (the "Project ") would provide connectivity between the east and west areas of the City; and WHEREAS, it will cost $700,000 to implement the project scope; and WHEREAS, the City of South San Francisco ( "City ") wishes to sponsor the implementation of the Project; and WHEREAS, the City seeks $630,000 for the Project; and WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the San Mateo County Transportation Authority (TA) of a half -cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to be used for highway and transit improvements pursuant to the Transportation Expenditure Plan presented to the voters ( "Original Measure A "); and WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA of the half -cent transactions and use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning January 1, 2009 ( "New Measure A "); and WHEREAS, the TA issued a Call for Projects for the Measure A Highway Program funds on October 9, 2017; and WHEREAS, the TA requires applicants for Measure A funds to submit a resolution in support of the application, in this case for $630,000 in Measure A Highway Program funds for the Project; and WHEREAS, the TA also requires applicants to submit a resolution committing to the completion of the City of South San Francisco Page 1 File Number., 17 -1191 Enactment Number. RES 159 -2017 proposed project scope, in this case preliminary planning to consider the extension of Railroad Ave. between South Linden Ave. and East Grand Ave. /Allerton Ave.; and WHEREAS, if the TA Board awards Measure A Highway Program funds to the Project, the TA will requires that the City of South San Francisco commence work on the Project within one year of TA Board action. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco: Directs staff to submit an application for TA Measure A Highway Program funds for $630,000 for the Project. Authorizes the City Manager to execute a funding agreement with the San Mateo County Transportation Authority for the City of South San Francisco to receive any Measure A Highway Program funds awarded. Commits $70,000 in the City of South San Francisco matching funds for the completion of the Project if awarded the requested TA Measure A Highway Program funds. Directs the City of South San Francisco to commence work on the Project within one year of receiving an award of Measure A Highway Program Funds. At a meeting of the City Council on 12/13/2017, a motion was made by Mark Addiego, seconded by Pradeep Gupta, that this Resolution be approved. The motion passed.
