CALL TO ORDER: 7:01 pm A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, January 16, 2018, at the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California. II. ROLL CALL: Present: Commissioners Battaglia, Camacho, Garrone, Flores, Holt, and Lock Absent: Commissioner Uy Staff: Sharon Ranals, Director of Parks and Recreation Greg Mediati, Parks Manager Kelli Jo Cullinan, Acting Recreation Manager Marie Patea, Administrative Assistant III. PLEDGE OF ALLEGIANCE IV. AGENDA REVIEW: Chair Camacho requested to postpone the Election of Officers until Commissioner Battaglia and or Commissioner Uy arrive. APPROVAL OF MINUTES: V. Commissioner Lock made a suggestion to move the introduction of Jake from Citizen Participation VI. to Items from Staff XII. Flores made a motion to approve the minutes of December 12, 2017, Parks and Recreation Commission meeting with the one change. It was seconded by Commissioner Holt and unanimously approved. VI. CITIZEN PARTICIPATION: None VII. OLD BUSINESS: A. CIP Project Update Manager Mediati reviewed the staff report and noted that six projects have been assigned to project managers and landscape architects. The next step will be to define the scope of work and review with stakeholders. He noted that Orange Memorial Park (OMP) expansion continues to move forward with the Cal Water property acquisition. Later Director Ranals advised that at this time, Cal Water is not interested in selling their property but is considering a long term lease of the land. She noted that though this is a great solution, a challenge may occur with grant opportunities. Commissioner Lock inquired if the OMP expansion does not occur and the project falls through, could the funds be directed to soccer fields? Director Ranals said yes, Park and Lieu fees are for Parks and Recreation Commission Minutes of the Meeting of January 16, 2018 Page 2 park improvements. Manager Mediati noted that the expansion is currently planned for two baseball fields, one regular size soccer field, and two soccer practice fields. It will also include a restroom and other amenities. Commissioner Lock inquired about the land where the Historical Museum is on Chestnut. Director Ranals said yes, the City owns it but it is not part of the park expansion. She advised that Cal Water has active wells in that area and the buildings would not be part of the lease agreement. Manager Mediati advised that the pour in place surfacing at Alta Loma Park is scheduled for the end of January. Dates were discussed for a ribbon cutting at Alta Loma Park. February 24 and March 3 are the top choices. March 3 is currently slated for an Improving Public Places event and the group may want to do a collaborative event. Chair Camacho requested to have dates for neighborhood park design meetings when we have them and to include the option to provide feedback via email. Commissioner Battaglia arrived at 7:10 p.m. VIII. NEW BUSINESS: A. Election of 2018 Officers Chair Camacho thanked everyone for a really great year. She stated that there was a lot of staff changes and growth opportunity. As a Commission, we said good bye to some and welcomed others. It is a cohesive group with same goals and great comradery. She had a real feel of responsibility and treasured it. Commissioner Battaglia nominated Chair Pro Tem, Garrone for Chair and he accepted. Commissioner Holt seconded the motion, a roll call vote occurred and unanimously approved. Chair Garrone thanked Commissioner Camacho and said that it has been an honor to be her Vice Chair. He thanked her for her time, noting that it is time consuming to chair a commission. Commissioner Holt nominated Commissioner Battaglia for Chair Pro Tem, she accepted the nomination and it was seconded by Commissioner Lock. A roll call vote was taken and it was unanimously approved. Commissioner Lock nominated Commissioner Holt for Secretary, he accepted the nomination and it was seconded by Commissioner Camacho. A roll call vote was taken and it was unanimously approved. B. Cancellation of February 2018 Meeting After discussion about the CPRS dinner and attendance, Commissioner Lock made a motion to cancel the February 20, 2018, regular meeting. It was seconded by Parks and Recreation Commission Minutes of the Meeting of January 16, 2018 Page 3 Commissioner Holt, a roll call vote was taken and it was unanimously approved. The following Commissioners agreed to attend the CPRS dinner: Holt, Camacho, Flores, Garrone. Director Ranals will follow up with Commissioner Uy to see if he can attend the dinner. C. CPRS Parks Maintenance Management School November 2017 Manager Mediati provided information on the Maintenance Management School that he and five other Parks staff attended in Lake Arrowhead, California. He said that it was a rigorous program from 8:00 a.m. to 10:00 p.m. most nights. They learned practical projects in the field, asset inventory and training on soft skills and sets up staff for future opportunities. Director Ranals thanked Manager Mediati for attending and so did Chair Garrone, acknowledging that it a big commitment being away from family for four days and knowing that work is stacking up and waiting for you upon your return. Chair Garrone supports the program and hopes that staff can continue to attend. Manager Mediati said that CPRS certificates are issued upon program completion. IX. BEAUTIFICATION COMMITEE Manager Mediati reported that there was not a quorum at todays meeting but event dates were discussed for Arbor Day, Coastal Cleanup, and Beautification Awards. He encouraged Commissioners to send in photos or addresses of residential or business landscape that is attractive to him for nomination. Chair Garrone said that one of the benefits of being nominated for a beautification award is that every address receives a letter advising them of their nomination and it is a great way to encourage property owners to keep their landscape looking good. X. FRIENDS OF PARKS AND RECREATION Commissioner Flores reported that 55 participants have signed up for the Paint with Friends Night on January 25. He also invited Commissioners to join the Friends Thanking Friends event on March 6, from 7:00 p.m. to 8:30 p.m. in the Council Chambers. All elected officials will be invited and the Friends group will be showcasing their 2017 accomplishments with networking opportunities. He noted that Friends will be voting for their 2018 officers on January 25 and that Friends has a table at the Rotary Mardi Gras dinner on February 9. Director Ranals reminded the Commission to verbalize the nonprofit that you are supporting at the Rotary dinner to ensure that the funds are properly allocated. XI. ITEMS FROM COMMISSION - Commissioner Holt congratulated Chair Garrone and Chair Pro Tem Battaglia; stating that we have your back! He has been keeping an eye on Alta Loma Park ballfield and it is in great shape. He attended the Senior Advisory Board meeting and requested to step down from the “Mash Up” subcommittee with the Cultural Arts Commission. Director Ranals requested to agendize subcommittee groups for the next Commission meeting. Parks and Recreation Commission Minutes of the Meeting of January 16, 2018 Page 4 - Commissioner Flores congratulated Chair Garrone and the entire slate for 2018. He thanked outgoing Chair Camacho for her energy and help with his onboarding this year. He attended Friends of Parks and Recreation and Friends of Library meetings. He noted that Friends of the Library now have an agenda item for Friends of Parks and Recreation to provide and update at meetings as needed. He attended the Nutcracker and encourages everyone to attend the Sign Hill walk on February 18. - Commissioner Lock congratulated everyone and thanked outgoing Chair Camacho for a great year. - Commissioner Camacho congratulated Chair Garrone and is looking forward to seeing him at more events in 2018. This is Chair Garrone’s twelfth year on the Commission and he will be terming out. She congratulated Chair Pro Tem Battaglia and Secretary Holt. She thanked everyone for their feedback and comments from the December meeting. She said that it was a good learning experience, the Commission is a cohesive unit and in the future if the community provides any of us with input (positive or negative), it is appropriate to bring it back to the Commission during your Commission update and let’s avoid having to investigate that type of feedback in the future. Commissioner Camacho attended the Nutcracker and has seen many Nutcracker performances and this year was her favorite by far. She also thanked Assistant Patea for her thorough minutes and attention to detail. - Chair Pro Tem Battaglia attended the Nutcracker and brought a friend from another city and she was impressed. She visited the Senior Services Program at the Magnolia Center and was toured by a kind gentleman. Acting Manager Cullinan said that his name is John Lau and Fran Guevarra is the Program Aide. Chair Pro Tem Battaglia dropped off Valentines and was very impressed with the customer service at Magnolia. She congratulated Assistant Patea on her promotion and congratulated Chair Garrone and outgoing Chair Camacho. She inquired about the Limebike and Spin Bike programs. Director Ranals advised that the City of Burlingame is also working with Limebike and noted not seeing orange Spin Bikes around lately. She will check on the agreement status. - Chair Garrone thanked the Commission for nominating him for Chair on his last year with the Commission. He hopes that he can do half of what outgoing Chair Camacho was involved in. He said that he will do his best and said thank you for everything! XIII. ITEMS FROM STAFF A. Calendar of Events February 2018 Calendar was attached to the packet. A draft 2018 Event Calendar was distributed to each Commissioner. Acting Manager Cullinan noted that on February 9 is the Seniors Valentine Social from 5:00 p.m. to 9:00 p.m. and that the Youth Baseball Parade is scheduled for March 17. B. Administrative Update Parks and Recreation Commission Minutes of the Meeting of January 16, 2018 Page 5 Director Ranals reviewed the Administrative Update. Manager Mediati spoke about tree removals near the dialysis building on El Camino Real near Bank of America. Tree permits have been approved and replanting is required but will take years before the trees fill in. Commissioner Camacho inquired on how we can best communicate this information to the community. Manager Mediati said that the permit will be posted on the trees. A discussion about posting authorized tree removals to the City website. Chair Garrone suggested considering posting authorized removals on Everything South City. He noted that this could be a good marketing tool to educate the public about the tree permit process. Commissioner Camacho agreed and said that this could help prevent complaints about trees are coming down and more buildings are going up. Manager Mediati advised the Commission that trees are being planted on Junipero Serra Boulevard near Arroyo Drive and two trees will be replaced on Hillside Boulevard that are failing. He also advised that the Brentwood Shopping Center parking lot rehabilitation project is complete. It is a good experiment to see how the landscape flourishes over time. Manager Mediati reported that City Council accepted the Callero Scoreboard and now we are waiting for the South San Francisco Unified School District (SSFUSD) to approval the use of electrical to activate the scoreboard. Manager Mediati noted the bike racks that have been installed in parks. He also spoke about a pending contract for surveying the El Camino Real between Spruce and Chestnut Avenues. The Gateway project covers Noor to Spruce Avenues and the Grand Boulevard project covers Hickey Boulevard to Chestnut Avenue. Acting Manager Cullinan reported on the See’s Candy fundraiser. Seven programs participated and sold $28,000 with a net of almost $9,000 for the programs. She stated that typical uses for these funds are privacy dividers for homework stations, field trips and exercise equipment. Director Ranals reported that at the January 10, City Council meeting we had three items on the agenda. 1. Trailer sale to the Italian American Citizens Club (IACC). This was postponed to a future meeting since there may be a conflict of interest since four of the five Council members are also IACC members. Restroom accessibility was also discussed. 2. Teacher training and materials for the Big Lift program of $5,000 was received. 3. Park fees were confirmed and wording cleanup in the ordinance. Director Ranals also advised that a Community Satisfaction Survey was performed by an outside contractor. 500 people were polled and the results came out last week. Parks and Recreation came out favorable with 75% satisfied, noting that Parks and Recreati on is a very broad topic/question. She will share the data when possible. Acting Manager Cullinan reported on a t-ball question previously asked. Coordinator Stridbeck is attending a Junior Giants meeting to see how other Cities are doing with their Parks and Recreation Commission Minutes of the Meeting of January 16, 2018 Page 6 t-ball program on February 28. The age breakdown being considered is 5 -6 t-ball, 7-10 minors, and 11-13 majors. Director Ranals reminded the Commission that July is Parks and Recreation month and we will need to update the proclamation. XIV. Adjournment 8:25 p.m. by Chair Garrone in memory of Jacquelyn Pettinari, Cultural Arts Commissioner from 2011 – 2017, noting that she will be missed and her memory will live on in the art and people of South San Francisco.
