MINUTES CITY OF SOUTH SAN FRANCISCO
PARKS AND RECREATION COMMISSION Tuesday, November 15, 2016 I. CALL TO ORDER: 7:02 p.m.
A regular meeting of the Parks and Recreation Commission of the City of South San
Francisco was held on Tuesday, November 15, 2016 at the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California. II. ROLL CALL:
Present: Commissioners Battaglia, Camacho, Garrone, Holt, Reynolds (7:09) and

IV. AGENDA REVIEW: None V. APPROVAL OF MINUTES: Commissioner Velez made a motion to approve the minutes of the October 18, 2016 Parks
and Recreation Commission meeting. It was seconded by Commissioner Garrone and
unanimously approved. VI. CITIZEN PARTICIPATION: None
VII. OLD BUSINESS:
A. Concert in the Park Expenditures Manager Mediati reviewed the final tally of expenditures for the 2016 Concert in the Park. The discussion was a follow-up to the staff report presented in October that recapped the event.
VIII. NEW BUSINESS: A. Orange Pool Annual Maintenance Closure Manager Mediati reviewed the information provided in the staff report. In addition to the maintenance items discussed, he reported that two new security cameras will be
installed in the lobby and staff office; areas where cash transactions are handled.
Director Ranals acknowledged the wonderful job that Devin Stenhouse is doing as Aquatics Supervisor. He was appointed to the position in September.
Parks and Recreation Commission Minutes of the Meeting of November 15, 2016 Page 2 IX. BEAUTIFICATION COMMITTEE: No report given. X. FRIENDS OF PARKS AND RECREATION: Commissioner Holt thanked Director Ranals for her support of Friends. He also thanked
the Cultural Arts Commissioners for their support at Concert in the Park. He expressed his thanks at their last meeting. XI. ITEMS FROM COMMISSION: - Commissioner Holt attended the Historical Society Annual Banquet and congratulated
Recreation Supervisor Joe Hunziker on this award. He thanked Karyl Matsumoto and Jeannette Holt for donating their proceeds from sales at the Holiday Boutique to the Senior Center. - Commissioner Battaglia attended the ribbon cutting for the new ballet studio. She also participated in the City’s Trivia Contest.
- Commissioner Velez commented on the brochure cover and said the new guide looks great. She will attend the 2017 CPRS Conference for one day, and the Board and Commission Recognition on December 12. - Commissioner Garrone stated that the Utility Mural Box Program is a positive one for the City. He also requested that staff try to remove the dead trees along Centennial
Way and throughout the City in a more timely fashion. - Chair Pro Tem Camacho asked about a tree removed from Westborough Boulevard. Director Ranals stated that it had been hit by a car and had to be removed immediately. Commissioner Camacho congratulated Cultural Arts Commissioner Hobson-Coard on her utility box project and Supervisor Hunziker on his award from
the Historical Society. She attended the Halloween Extravaganza. She invited everyone to attend the Mother’s Club packing party on November 19. They will be assembling toy boxes for children around the world. She is unable to attend the Board and Commission Recognition on December 12.

SUBJECT: CIP Projects Update RECOMMENDATION It is recommended that the Parks and Recreation Commission be informed of the project status for the Parks CIP Projects in the current FY 2016-2017.
BACKGROUND/DISCUSSION The Parks Division has quite a few CIP projects which are in progress at this time. Below is a listing of the most significant projects and timelines for implementation:
Alta Loma Playground Renovation and Pathway Improvements Alta Loma Playground is currently out for construction bid. A mandatory Bid Walk was held on January 10, 2017, in which 5 contractors participated. Per Engineering, the revised project schedule is as follows:
• Construction bids due January 19, 2017
• Award contract February 2017
• Start construction early April of 2017
• Complete construction early July 2017 Brentwood Park Improvements Construction of the Brentwood Park project is in the final phases at this time, with paving and playground construction left to complete. Due to the weather, several rain days have been added to
the project schedule but the completion is still expected to happen at the end of January or first
week of February. An additional project to install poured-in-place rubber surfacing in the playground was made possible by a Community Development Block Grant funding made possible by our colleagues in the Economic and Community Development Department. This rubber surfacing will be installed on the heels of the larger construction project and is expected to be
complete in the first half of February, weather permitting. Although the date has yet to be confirmed with City Council, staff hopes to reopen Brentwood Park with an event on Saturday, February 25, 2017. This reopening will coincide with a clean-up and planting event sponsored by the Improving Public Places Committee. Staff will inform the Commission when the date has been finalized.

RECOMMENDATION It is recommended that the Parks and Recreation Commission elect officers for 2017.
BACKGROUND/DISCUSSION
Consistent with the City's Ordinance, the annual election of officers is to be held in January of each year. It is recommended that the current Chair ask for nominations from among the Commission to elect a new Chairperson. Following an election of the new Chair, the newly
elected Chair shall conduct elections for the new Chair Pro-Tem and Secretary.

RECOMMENDATION It is recommended that the Parks and Recreation Commission discuss cancellation of the February 21, 2017 meeting as the California Parks and Recreation Society Awards and Volunteer
Recognition Dinner is the same week.
BACKGROUND/DISCUSSION District 4 of CPRS has scheduled their 2017 Awards Dinner for February 23, 2017 in Cupertino.
Because Commissioners usually attend this dinner and the February meeting would be held two
evenings prior, staff is recommending that cancellation of the February meeting be considered. There are no anticipated urgent business items that cannot wait to be agendized for the March meeting. A motion and vote is necessary to cancel the meeting.

SUBJECT: CPRS Parks Maintenance Management School November 2016 RECOMMENDATION It is recommended that the Parks and Recreation Commission be informed of the Parks Division’s staff attendance at CPRS Maintenance Management School.
BACKGROUND/DISCUSSION In November of 2015 three members of the Parks Division staff were fortunate enough to attend the California Parks and Recreation Society Maintenance Management School in Lake Arrowhead, CA.
As the premiere curriculum for Parks Maintenance Professionals in the country, the primary goal of
the Maintenance Management School (MMS) is to provide a systematic approach for determining necessary resources to maintain a public parks facility. The school not only provides a quality program that teaches a maintenance management system for public agencies but also strives to enhance leadership and advancement skills of parks professionals. Hosted at the UCLA Conference
Center, the 3-5 year curriculum is an unparalleled opportunity for staff to gain skills and
connections to position us well within the regional and statewide parks community. The decision to send three Parks staff members last year was the first phase of a training plan which has been devised as a long-term approach to team building, succession planning, and empowerment
among our outstanding staff. Our intention is to send two members of staff to the three year
successive program each year. Understanding that this is a considerable cost to the annual budget, we feel that the program is an invaluable investment in developing the rising stars of our Parks Division staff.
I completed my third year of CPRS School last year with a week-long intensive program in
Professional Development. Senior Parks Worker Joshua Richardson and Lead Parks Worker Brian Brunelli attended as first year students, making South San Francisco proud as standout contributors to the first year program in developing Parks Maintenance Management Plans. This year my travel request sent Josh and Brian to their second year with a focus on more complex park planning related
to budgets and incorporating the first year curriculum into an overall Parks Management system.
This system of analysis, asset inventory, and plan development will help the Parks Division in more

Subject: CPRS Parks Maintenance Management School November 2016 Page 2 accurately assessing our staffing and material requirements in order to raise the standards on our
service levels and ability to respond to the needs of the community. Two additional staff members, Parks Maintenance Workers Carlos Andrade and Chris Cappa, attended this year as first year students. Additionally, I completed one more graduate year in the program, as the focus of this year’s graduate program was Succession Planning. Given the city’s
recent focus on Succession Development and Planning, the chance to study and consider models for development within the Parks staff was a unique opportunity. The expectation for next year is that Josh and Brian will attend their graduate year, Carlos and Chris would attend second year, and two more Parks staff members would attend their first year. The
desire to earn this privilege has resulted in staff “stepping up” to become role models for their co-workers, since Josh and Brian began the program last year. Since our return from the week long training, several of our most motivated and engaged staff members have expressed an interest in attending next year, so I anticipate a difficult decision in planning future years’ attendance to the training.
We are happy to provide any additional information on the training curriculum or future thoughts on how this opportunity is a benefit to our staff and the community.
