TDM18-0001, RZ18-0001, GPA18-0002, EIR18-0002 PROJECT NAME New R&D Building (Case Planner: Ryan Wassum) DESCRIPTION “Resubmittal” - Rezoning and General Plan Amendment for 201 Haskins Way and 400-450 East Jamie Court, Use Permit, Design Review, Transportation Demand Management (TDM) Plan, and Draft Environmental Impact Report to construct a two-story 25,000 sq. ft. building (400-450 East Jamie Court), a five-story 290,765 sq. ft. office/ R&D building and a five-level parking garage on a 6.45-acre site (201 Haskins Way) in the Mixed-Industrial (MI) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code. The Board had the following comments: 1. The Board recommends approving the revised plan set, with the following minor modifications 2. For the Landscape Plan, consider making the following modifications: a. Replace the Acacia tree with a more appropriate tree species that will better acclimate to local weather and soil types. b. Add more trees to the parking lot area to increase the tree canopy. c. Next to the basketball court, add a berm or hedge to buffer the court area. 3. Work with the Department of Public Works and the City Traffic Engineer to analyze the two mid-block crossings vs. one singular crosswalk. The City’s Traffic Advisory Committee (TAC) will also review the proposed crossings and provide a recommendation. Recommend Approval with Conditions 2. OWNER Thomas J. Jr. Callan TR APPLICANT Washington Residential ADDRESS Westborough Blvd & Callan Blvd PROJECT NUMBER P15-0048: PUD15-0001, DR15-0041, PM15-0001 PROJECT NAME Multi-Family Residential Units (Case Planner: Billy Gross) DESCRIPTION Planned Development, Tentative Parcel Map, Affordable Housing Agreement and Design Review to construct 22 single family attached townhouse units at the corner of Westborough Blvd and Oakmont in the Low Density Residential (RL-8) Zoning District in accordance with Title 19 and 20 of the South San Francisco Municipal Code. The Board had the following comments: 1. Revise the landscape plan to incorporate the following changes: a. Add street trees along the southern portion of Westborough Blvd where needed to provide additional screening of the residential development. b. Remove Arctostaphylos groundcover, which is not a successful species for the SSF elements, and consider replacing with Ceanothus “Anchor Bay” which can tolerate the SSF elements or propose a different ground cover that will strive in SSF. c. Remove Muhlenbergia Rigens (Deer Grass), which is not a successful species due to the windy conditions in this area. Consider replacing with Muhlenbergia Capillaris (Pink Muhly) as this can be a successful species. Review other clumping grasses that can tolerate the elements in this area. 2. Revise the project plans to incorporate common areas for children to use recreationally; these may include a grass area, a play area or other family-oriented amenities. 3. OWNER BIT SSF Miller Cypress LLC APPLICANT Devcon Construction ADDRESS 398-400 Cypress Avenue PROJECT NUMBER P18-0014: Signs18-0004 & DR18-0007 PROJECT NAME Master Sign Program (Case Planner: Tony Rozzi) DESCRIPTION “Resubmittal” - Master Sign Program and Design Review for a residential campus at 398-400 Cypress Avenue in the Downtown Transit Core (DTC) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 11, Section 15311. The Board had the following comments: 1. The Board recommends approving the revised plan set. 2. The permanent and temporary signs need to be identified on the plans. 3. Work with staff on a time table for the temporary signs on the buildings. 4. Consider splitting the blade signs to be equally balanced on both buildings. 5. The wall sign on sheet AA3.01 is still too massive for the area. Consider reducing the width of the sign. Recommend Approval with Conditions 4. OWNER John Akkaya APPLICANT Studio 02 Inc. The Board had the following comments: 1. Paint the exterior equipment to match the building. Recommend Approval with Conditions. 5. OWNER Felishe Abrego APPLICANT Andrea Costanzo ADDRESS 110 Knoll Circle PROJECT NUMBER P18-0027: DR18-0013 PROJECT NAME 2nd Story Addition (Case Planner: Ryan Wassum) DESCRIPTION Design Review for a 2nd Story addition to an existing single family dwelling at 110 Knoll Circle in the Low Residential Density (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 1, Section 15301. The Board had the following comments: 1. The Board recommends approving the submitted plans. Approved as submitted. 6.
