minimal watering.
2. The proposed exterior material changes should match the existing building.
Recommend approval with comments.

DESCRIPTION Minor Use Permit, Design Review and Transportation Demand
Management Plan to construct a new Business Services Building at 465
Cabot Road in the Business and Technology Park (BTP) Zoning District in
accordance with Title 20 of the South San Francisco Municipal Code and
determination that the project is categorically exempt from CEQA, per
Class 32, Section 15332.
The Board had the following comments:
1. The design of the proposed project is too massive and boxy for the site.
2. The project is lacking articulation and has an outdated building appearance.
3. Consider incorporating some different material elements or color design to help break up
the massing of the building. Color bands may help break up blank look of walls.
4. On the rear elevation, consider adding some vertical bands to help break up the blank
wall.
5. Revise the ADA path of travel from the building to the sidewalk, as it may not meet
building code requirements.
6. On Sheet C3.0, the 6” vertical curb label and flush curb label may need to be corrected.
7. The Board does not like the ADA ramps and railings, and associated retaining walls,
being the focal point of the building. Consider reducing the height of the ramps and
lower the ramps to be lower to the sidewalk. Alternatively, consider pulling the ramp
back, reducing the retaining walls, with trees and landscaping up front.
8. Redesign the front plaza to create a sense of arrival to the site.
9. Applicant needs to provide a Topography plan.
10. For every tree being removed on site two 24" box trees must be replanted, therefore
please revise the landscape plan accordingly; in addition, please identify “existing” vs.
“proposed” trees on the site and landscaping plan(s). Any removal of trees will require a
tree removal permit from the Department of Parks and Recreation.
11. Include a landscaping plan, as certain species on the plans will not survive the SSF
elements or strive at this location, as the following will not work:
· Purple Plum
· Brisbane Box
· Mexican Feathergrass (Invasive species should not be planted)
· Ice Plant
· Deer Grass
11. Ensure renderings and the site plan is consistent with the proposed landscaping plan
12. Review the City’s “Successful Plant List” to determine what species will thrive at this
location.
Other Planning Comments:
13. The Planning Application fee for the sign program ($1,631) applicable to the proposed
monument sign installation has not yet been submitted.
14. Short-term bicycle parking (in addition to the proposed long-term bicycle parking) is also
required for the site. The number of short-term bicycle parking spaces must be at least
10% of the number of required parking spaces. Please see Section 20.330.008 for
standards on bike parking.
15. Check the proposed long-term bike parking facilities to ensure size and accessibility
standards comply with Section 20.330.008.
16. Ensure that the second floor storage space above the AutoChlor office has been counted
in the floor area calculation. Include a line in SD1.1 for the space and ensure required
parking is met (the space can be counted as warehouse).

Residential (DRM) Zoning District in accordance with Title 20 of the South
San Francisco Municipal Code and determination that the project is
categorically exempt from CEQA, per Class 32, Section 15332.
The Board had the following comments:
1. The design of the proposed project is too massive and boxy for the site.
2. The design looks like an industrial building with a lot of railings.
3. The design of the project is not compatible to the neighborhood.
4. The contemporary vernacular was not well-received.
5. The plans are lacking articulation.
6. The Board is concerned with the lack of parking on-site with the number of units being
proposed.
7. Check with the Engineering Department if the proposed parking stall layout will meet the
regulations.
8. The site is lacking a children’s play area, as well out an outdoor area for the residents to
utilize.
9. The size of the building may cast shadows.
10. The plans are lacking a trash enclosure area.
11. The landscaping plan is missing street trees. Street trees scale with the building.
12. How do retaining walls look and work at the property lines with the change in slope/elevation
on the site?
13. Review the City’s Success Plant List for recommendations of tree species.
14. Ensure C3 requirements are met
15. Show how water treatment and drainage works on the site (no bioswales?)

1. The Board recommends approving the submitted plans.
2. The trees in the front of the building should be replaced, as one of the trees in the photo
appears to have weathered and not thriving at this location.
Recommend Approval with Conditions.

DESCRIPTION Preliminary Review for a new residential 8-story building at 40 Airport
Blvd in the Freeway Commercial (FC) Zoning District in accordance with
Title 20 of the South San Francisco Municipal Code.
The Board had the following comments on the review:
1. The design of the proposed project is too massive and boxy for the site.
2. The plans are drawn incorrectly reflecting a massive opening on the southwest elevation.
3. The Board is concern with the parking lot layout as the lights from the cars will face
directly into the adjacent hotel rooms.
4. The Board prefers one roof style, the project looks like several buildings.
5. The project needs to have more articulation.
6. Consider incorporating more offsets, recesses, and/or architectual details to break up the
long horizontal and vertical facades.
7. The project needs to have a front entrance off the main street
8. The plans are lacking a pickup and dropoff zone. Consider incorporating an area by the
front entrance.
9. Review the material finishes determining how it will weather the SSF element.
10. Work with SSF Scavenger on a proper location for a trash enclosure and a pickup and
drop off plan.
11. Review your landscaping plans, as certain species will not survive the SSF elements.
12. Review the City’s Success Plant List for recommendations.
Resubmittal required on the preliminary review.
