RESOLUTION APPROVING THE FUNDING AGREEMENT WITH
THE METROPOLITAN TRANSPORTATION COMMISSION FOR
THE DESIGN AND CONSTRUCTION PHASES OF THE
INNOVATIVE DEPLOYMENTS TO ENHANCE ARTERIAL
CATEGORY 1 PROJECT ALLOWING THE CITY TO OBTAIN
FEDERAL FUNDS FOR REIMBURSEMENT IN THE AMOUNT OF
$565,330, FOR A TOTAL PROJECT BUDGET AMOUNT NOT TO
EXCEED $780,808, AMEND THE FISCAL YEAR 2018 -19 CAPITAL
IMPROVEMENT PROGRAM FOR PROJECT NUMBER TR1902
AND APPROVE BUDGET AMENDMENT 19.015.
WHEREAS, the City of South San Francisco ( "City ") is eligible to obtain federal funds for
reimbursement in the amount not to exceed $565,330, for a total project budget amount of $780,808 for
design and construction under the Funding Agreement with the Metropolitan Transportation Commission
( "MTC "), included herein as Exhibit A; and
WHEREAS, a Funding Agreement must be executed with MTC before any such federal funds can be
obtained/reimbursed; and
WHEREAS, the City applied for a grant to help fund the design and construction of the deployment of
Automated Traffic Signal Performance Measures ( "ATSPM ") on several corridors throughout the City
that parallel US -101 or feed into it and installation of a variable lane assignment signal system at the
intersection of Airport Boulevard and Oyster Point Boulevard; and
WHEREAS, the Innovative Deployments to Enhance Arterial ( "IDEA ") Project will implement ATSPM
on Airport Boulevard, Gateway Boulevard, Oyster Point Boulevard, Forbes Boulevard, East Grand
Avenue and South Airport Boulevard; and
WHEREAS, implementing ATSPM will allow the City to actively monitor traffic signal performance
along the arterials and correct deficiencies before they negatively impact the corridors, allowing the City
to proactively address operational issues by adjusting traffic signals to respond to the needs of the
traveling public; and
WHEREAS, ATSPM will allow traffic engineers to assess how signals are managing traffic and adjust
timing plans along intersecting arterials in the East of 101 Area during such times as when Caltrans
activates flush plans for major incidents on US -101; and
WHEREAS, due to right of way constraints at some key intersections, it is not practical to add lanes to

improve traffic operations to acceptable levels during peak periods; and

WHEREAS, this project will install equipment to enable the implementation of `Variable Lane
Assignment' operational strategy at the intersection of Airport Boulevard and Oyster Point Boulevard;
and
WHEREAS, variable lane assignment will improve the flow of traffic during a certain part of the day by
increasing the lane capacity for the peak direction of travel and have the variable aspect of restoring a
lane assignment when vehicular volumes revert back to normal levels; and
WHEREAS, variable lane assignment will allow the City to better cater to temporal fluxes in traffic
without needing to widen roads or make expensive geometric improvements; and
WHEREAS, the project is funded by a combination of IDEA grant funding and local match dollars; and
WHEREAS, the reimbursable project funding specified in this agreement is included in the City's Fiscal
Year 2018 -19 Capital Improvement Program under project number trl902; and
WHEREAS, the adopted FY 2018 -19 CIP included $622,000 budget, short of the full amount needed;
and
WHEREAS, staff is requesting a budget amendment to increase the total project budget to $780,808
using the East of 101 Traffic Impact Fees to pay for the City match; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that
the City Council hereby approves the Funding Agreement, attached hereto as Exhibit A, for the South
San Francisco Innovative Deployments to Enhance Arterial Category 1 Project, between the City and
MTC.
BE IT FURTHER RESOLVED BE IT FURTHER RESOLVED, that the City Council does hereby
approve Budget Amendment 19.015.
BE IT FURTHER RESOLVED the City Council authorizes the Finance Department to establish the
Project Budget consistent with the information contained in the staff report.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the Funding
Agreement and any other related documents on behalf of the City subject to approval by the City
Attorney, and take any other related actions necessary to further the intent of this resolution.
At a meeting of the City Council on 9/12/2018, a motion was made by Pradeep Gupta, seconded by Mark
Addiego, that this Resolution be approved. The motion passed.

SUPPLEMENT 1 TO MASTER FUNDING AGREEMENT
This Supplement No. _1__ to Master Funding Agreement (“Supplement or “Agreement”)
is entered into this First day of July , 2018, by and between the Metropolitan Transportation
Commission (hereafter “MTC”) and the City of South San Francisco (hereafter “AGENCY”) and
supplements the Master Funding Agreement, dated ____July 01___, 2018, by and between MTC
and AGENCY.
Pursuant to this Supplement, MTC agrees to provide an amount not to exceed five
hundred and sixty five thousand, three hundred and thirty dollars ($565,330), consisting of
$469,566 Surface Transportation Program (STP) funds and $95,764 matching funds, to
AGENCY to fund the deployment of the Innovative Deployments to Enhance Arterials (IDEA)
Category 1 Project (as more fully described in Annex I hereto, the “Supplement Project”). The
estimated budget for the Supplement Project scope of work is attached as Annex II hereto.
The AGREEMENT is funded in whole, or in part, by STP Funds allocated to MTC by the
Federal Highway Administration (FHWA), funds from which have been awarded to AGENCY
by MTC.
MTC will reimburse AGENCY for its actual eligible costs incurred for completed
Supplement Project milestones or deliverables described in Annex II hereto.
The Supplement Project work will commence July 01, 2018, and be completed no later
than _June 30, 2021.
The clauses selected below and attached as exhibits to the Master Funding Agreement
shall apply to AGENCY’s performance of the applicable Supplement Project scope of work
hereunder:

Capitalized terms used but not defined herein shall have the respective meanings assigned
to them in the Master Funding Agreement.

Annex I
SCOPE OF WORK
AGENCY received a grant under MTC’s Innovative Deployments to Enhance Arterials (IDEA)
Program – an initiative that is designed to support cities, counties and transit agencies in the
implementation of either mature, commercially-available technologies (Category 1) or new,
higher-risk connected and automated vehicle technologies (Category 2). The IDEA Program
aims to:
1. Improve travel time and travel time reliability along arterials for autos and transit vehicles;
2. Improve safety of motorists, transit riders, bicyclists, and pedestrians;
3. Decreasing motor vehicle emissions and fuel consumption; and
4. Improve knowledge of and proficiency in the use of advanced technologies for arterial
operations.
Specifically, AGENCY received a grant for a Category 1 project (Figure 1) to improve arterial
operation and incident management:
1. Deploy Automated Traffic Signal Performance Measures (ATSPM) on several corridors
throughout the City.
2. Implement variable lane assignment operational strategy at one of the four intersections.
Where appropriate and applicable, AGENCY shall lead the procurement to engage vendor(s),
contractor(s), and/or consultant(s) to perform the work necessary to successfully complete the
project. Such procurements could include, but are not be limited to, the following:
- Capital (e.g., systems, software/hardware/firmware, equipment, etc.)
- Design services
- System integration services
- Project construction services
- Construction management/support services
Some of the procurements for technical assistance services could be led and managed by MTC.
During the course of the project, MTC Project Manager and AGENCY Project Manager shall
work collectively to determine which agency will lead which procurement, based on what would
be the most efficient and expeditious approach to meeting the project delivery schedule.
AGENCY shall participate in regularly-scheduled calls to ensure project delivery goals are met.
AGENCY shall provide an appropriate level of staff support and administration required for the
successful completion of the project. AGENCY shall agree to share data collected as part of the
project, if requested by MTC. MTC and AGENCY shall mutually agree upon what specific data
can be shared.

PROJECT BUDGET
The following table provides the total estimated project budget, broken down by MTC’s share
and AGENCY’s share (cash and in-kind match) of the total project cost. To meet the Agency’s
cash match requirement, AGENCY shall contribute the agreed-upon amount of $106,825, of
which $11,061 shall be forwarded to MTC to cover the cash match for the MTC-led work.
