Box 711 (City Hall, 400 Grand Avenue) South San Francisco, CA City Council Resolution: RES 154 -2018 File Number: 18 -750 Enactment Number: RES 154 -2018 RESOLUTION APPROVING THE CITY COUNCIL'S RESPONSE TO THE SAN MATEO COUNTY CIVIL GRAND JURY REPORT, DATED JUNE 28, 2018, ENTITLED "LAW ENFORCEMENT OFFICERS + NARCAN = LIVES SAVED FROM OPIOID OVERDOSES ", AND AUTHORIZING THE CITY MANAGER TO SEND THE RESPONSE LETTER ON BEHALF OF THE CITY COUNCIL. WHEREAS, pursuant to California Penal Code section 933, a public agency which receives a Grand Jury Report addressing aspects of the public agency's operations, must respond to the Report's findings and recommendations contained in the Report, in writing, within ninety days, to the Presiding Judge of the San Mateo County Superior Court; and WHEREAS, the City Council has received and reviewed the San Mateo County Civil Grand Jury Report ( "report"), dated June 28, 2018, entitled "Law Enforcement Officers + Narcan = Lives Saved From Opioid Overdoses;" and WHEREAS, the City Council has reviewed the findings of the Civil Grand Jury Report; and WHERAS, the City Council has reviewed the recommendations of the Civil Grand Jury Report; and WHEREAS, the Report's recommendation ( "Rl ") is: Train and equip law enforcement officers at heightened risk of exposure to fentanyl derivatives with intranasal naloxone as a minimum standards of practice and recommendation and recommendation ( "R2 ") is: Evaluate training and equipping all law enforcement officers with intranasal naloxone in order to protect themselves and the general public. WHEREAS, the South San Francisco Police Department will implement recommendations RI and R2; and WHEREAS, the South San Francisco Police Department's date for completion of R1 and R2 efforts will be by or before December 31, 2018, which is the date recommended by the San Mateo County Civil Grand Jury; and WHEREAS, the City Council has reviewed and considered the response to the Civil Grand Jury, which is City of South San Francisco Page 1 File Number: 18 -750 attached hereto as Exhibit A. Enactment Number., RES 154 -2018 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco, hereby approves the City Council's response to the San Mateo County Civil Grand Jury Report, dated June 28, 2018, entitled, "Law Enforcement Officers + Narcan + Lives Saved From Opioid Overdoses," as set forth in Exhibit A, attached to this Resolution. BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco hereby authorizes the City Manager to send the response letter to the Presiding Judge of the Superior Court of San Mateo County on behalf of the City Council. At a meeting of the City Council on 9/12/2018, a motion was made by Pradeep Gupta, seconded by Mark Addiego, that this Resolution be approved. The motion passed. Raymond Swope Judge of the Superior Court c/o Charlene Kresevich Hall of Justice 400 County Center, 2nd Floor Redwood City, CA 94063 -1655 Email: Dear Members of the Grand Jury: This correspondence is in response to the Civil Grand Jury report entitled "Law Enforcement Officers + Narcan = Lives Saved From Opioid Overdoses" ( "Report") that was released on June 28, 2018. The City Council of the City of South San Francisco agrees with the Grand Jury's recommendations, however, only two are relevant to the City's Police Department; recommendation one (RI) and recommendation two (R2). R1 states that police departments should train and equip law enforcement officers at heightened risk of exposure to fentanyl derivatives with intranasal naloxone as minimum standards of practice and recommendation; and R2 states that police departments should evaluate training and equipping all law enforcement officers with intranasal naloxone in order to protect themselves and the general public. Authorization to submit this letter was approved by the City Council at a public meeting on September 12, 2018. Additionally, the South San Francisco Police Department plans to complete implementation of R1 and R2 by or before December 31, 2018, as recommended by the San Mateo County Civil Grand Jury.
