WHEREAS, California's Governor Edmund G. Brown, Jr., and the members of the California

WHEREAS, the Governor and Legislature have provided funding to local governments under the

48, Statutes of 2018 and Government Code § 8698.2); and

Homeless Emergency Aid Program to declare a Shelter Crisis, pursuant to Government Code § 8698.2;
and
'11-AM• EAS, the City of • uth San Francisco has developed • plan and undertaken
multiple efforts at the local level to combat homelessness, including supporting efforts of the Samaritan
House; and
WHEREAS, the City must adopt a declaration of a shelter crisis in order for the Samaritan House to be
eligible ., funds from the San Mateo County Human Agency, which serves as
Continuum of
WHEREAS; to the 2017 homeless P! count, also known as the One Day
Homeless Count i the Ci,6 finds that 33 iersons with!
identified as being from South San Francisco; and
VAEREAS, the Samaritan House operates a Safe Harbor Shelter, which is a 90 bed facility, and seeks to
