RESOLUTION APPROVING TWO (2) ONE-YEAR
EXTENSIONS OF AN ENVIRONMENTAL TESTING SERVICES
AGREEMENT FOR ENVIRONMENTAL LABORATORY
TESTING SERVICES WITH ALPHA ANALYTICAL
LABORATORIES, INC. IN AN AMOUNT NOT TO EXCEED
$220,000 ANNUALLY FOR FISCAL YEARS 2019-2020 AND
2020-2021 AND AUTHORIZING THE CITY MANAGER TO
EXECUTE THE AGREEMENT
WHEREAS, the South San Francisco - San Bruno Water Quality Control Plant is regulated under
National Pollutant Discharge Elimination System (NPDES) Permit No. R2-2014-0012, requiring regular
laboratory testing of regulated industrial discharge and Water Quality Control Plant process wastewater;
and
WHEREAS, required testing must be performed by a laboratory certified for all required analyses; and
WHEREAS, the City of South San Francisco issued a Request for Proposals for these services on May
13, 2016, and three (3) proposals were received on May 25-26, 2016; and
WHEREAS, City of South San Francisco Environmental Compliance and Laboratory staff evaluated
qualifications of proposals received; and
WHEREAS, the most comprehensive and qualified proposal received for these services was submitted
by Alpha Analytical Laboratories, Inc.; and
WHEREAS, City Council approved a consultant services agreement with Alpha Analytical Laboratories,
Inc. for Fiscal Years (FY) 2016-2017, 2017-2018 and 2018-2019 per Resolution 71-2016; and
WHEREAS, the City Council -approved environmental testing services agreement grants the City of
South San Francisco the exclusive option to extend the agreement; and
WHEREAS, the Request for Proposal grants the City of South San Francisco the exclusive option to
extend the agreement for an additional two (2) one-year terms; and
WHEREAS, City staff recommends that the City Council approve two (2) one (1) year extensions of an
environmental testing services agreement for environmental laboratory testing services with Alpha
Analytical Laboratories, Inc. in an amount not to exceed $220,000 annually for FY 2019-2020 and
2020-2021.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco as
follows:

The City Council approves two (2) one-year extensions of an environmental testing services agreement
for environmental laboratory testing services with Alpha Analytical Laboratories, Inc. in an amount not
to exceed $220,000 annually for FY 2019-2020 and 2020-2021.
The City Manager is authorized to execute the environmental testing services agreement with Alpha
Analytical Laboratories, Inc., subject to approval as to form by the City Attorney and to take any other
action consistent with the intent of this resolution.
At a meeting of the City Council on 311312019, a motion was made by Richard Garbarino, seconded by
Buenaflor Nicolas, that this Resolution be approved. The motion passed.
