HomeMy WebLinkAboutOMP Water Capture Project_Signed NOI_061819NOTICE OF AVAILABILITY OF PUBLIC REVIEW AND NOTICE OF INTENT TO ADOPT AN INITIAL STUDY/ PROPOSED MITIGATED NEGATIVE DECLARATION Date: June 20, 2019 Project Name: Orange Memorial Park Water Capture Project Notice is hereby given that the City of South San Francisco has released an Initial Study and Proposed Mitigated Negative Declaration (IS/MND) for public review for the Orange Memorial Park Water Capture Project (Project). Project Description: The proposed Project would result in the construction and operation of a water capture facility through the installation of a drop inlet, diversion channel, and inlet junction structure (trash screen) in the upper and western end of the Colma Creek channel and Orange Memorial Park (Park). Captured water would be diverted into a series of storm pipes and pretreatment chambers that would lead to an underground stormwater storage reservoir in the southeastern corner of the Park. A portion of the storage would function as a cistern holding water for eventual non-potable irrigation use in and around the Park, and the remainder would function as an infiltration chamber. These storage facilities would be constructed underneath a portion of two existing Park ballfields. When storage capacity is exceeded, overflow from the system would be routed through an infiltration chamber before being metered back into the channel. The Project would provide water quality improvements to meet the National Pollutant Discharge and Elimination System (NOPES) requirements of the San Francisco Bay Municipal Regional Permit associated with a reduction in pollutant discharges of PCBs, mercury and trash to San Francisco Bay to comply with Total Maximum Discharge Load (TMDL) requirements. This regional project would also reduce localized flooding and reuse treated water for irrigation and groundwater recharge. The Project would capture and treat 8 to 16 percent of the annual drainage from approximately 6,500 acres of land in the City of South San Francisco, Town of Colma, the City of Daly City, and a portion of unincorporated San Mateo County. Following construction, the open picnic areas would be graded and restored and the two ballfields would be restored with new turf. Project Location: The proposed Project is located along Colma Creek within the southern half of the Park, a 28-acre public park located at 1 West Orange Avenue, in the City of South San Francisco, California. The City of South San Francisco lies within San Mateo County in the San Francisco Bay Area. The Project would be entirely confined within the Park, which supports a range of recreational facilities including two formal ball fields. The limits of the proposed Project water capture facilities would extend approximately 1,000 feet from the upstream and western end of Colma Creek to the southeast corner of the Park near the two ballfields located along West Orange Avenue. Environmental Effects: The City of South San Francisco has prepared an IS/MND pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15063 and 15071. The City of South San Francisco has studied the effects of the proposed Project may have on the environment. Based on this IS, the design measures incorporated into the project, and proposed mitigation, the proposed Project would not result in significant environmental impacts. Therefore, an IS/MND is proposed for compliance with the requirements of CEQA. Public Review Period: You are invited to review the Draft IS/MND and provide comments. The City will provide a 30-day public review period for the IS/MND from June 21, 2019 to July 22, 2019 pursuant to CEQA Guidelines Section 15105.
