Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting will be held at: CITY MANAGER CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA MONDAY, FEBRUARY 19, 2019 5:00 p.m. CALL TO ORDER 5:01 p.m. ROLL CALL Present: Mayor Matsumoto, Councilmember Addiego, Planning Commissioners Faria, Shihadeh and Wong PUBLIC COMMENTS Mina Richardson discussed the proposed theater area and decibel level restrictions. She questioned how the housing would be developed based on the opposition and expressed interest in the reports. MATTERS FOR CONSIDERATION 1. Report regarding Housing Standing Subcommittee study session of the proposed mixed-use development at 410 Noor Avenue. (Adena Friedman, Senior Planner) Senior Planner Friedman presented the staff report summarizing the project location; development proposal; parking; building heights; and required review by the Airport Land Use Commission. Councilmember Addiego queried the legal ramifications regarding the City overriding the Airport Land Use Commission. Senior Planner Friedman explained the override process. Assistant City Attorney D'Andrea discussed the indemnification agreement recorded against the property. She stated the airport would be immune from liability caused from the City's decision to override. Assistant City Attorney D'Andrea indicated the City would recommend obtaining indemnification from the developer. Senior Planner Friedman stated indemnification would be required as a condition of approval prior to the issuance of building permits. Director Greenwood reiterated that the City was not assuming liability rather absolving the Airport Land Use Commission of liability and similarly the City would ensure that liability was assumed by the developer. Mayor Matsumoto confirmed that the agreement would run with the land not the developer. Senior Planner Friedman explained that the agreement would be within the lifetime of the development agreement or the timeframe of the entitlements. Director Greenwood stated the indemnification would be recorded against the property. Glen Ceridono, Senior Vice President SyRES Properties, introduced his team and provided an overview of the company and current projects. He discussed the design and proposed improvements on the site. Councilmember Addiego suggested correctly indicating that transit was 1/3 mile from the project. Mr. Ceridono discussed the potential for a mixed-use project. He discussed the density, although not maximized; unit types; significant landscaping; elevations and architecture. Councilmember Addiego questioned disabled access. Mr. Ceridono explained that there would be access via the garage or a ramp to the courtyard, based on DRB comments. Mayor Matsumoto requested accessibility for the whole site. Senior Planner Friedman stated the Building Division would review ADA compliance. Mr. Ceridono discussed the proposed landscaping, community garden and open space. Planning Commissioner Faria inquired about the location of garbage pickup. Mr. Ceridono explained that the bins would be wheeled out to a pick-up location. Mr. Ceridono presented the proposed community garden. Senior Planner Friedman stated the garden would be open to the public, but operated and maintained by the developer. Councilmember Addiego queried whether tenants would be given priority to the garden. Mr. Ceridono indicated tenants would probably know about the opportunity first but it would be open to the public. Mr. Ceridono continued the presentation of landscape and open space areas. He presented a video of the proposed project. Councilmember Addiego asked about the driveway near the garden. Mr. Ceridono advised it belonged to the market. Planning Commissioner Wong inquired about parking. Mr. Ceridono stated there would be 1.39 spaces per unit. Senior Planner Friedman stated 677 spaces were required but due to the location near public transit the requirement could be reduced. Planning Commissioner Wong asked whether the project was required to provide 15% affordable. Senior Planner Friedman specified the affordable housing requirements would not apply because the project was deemed complete prior to adoption of the ordinance. Mayor Matsumoto asked what type of retail was anticipated. Mr. Ceridono advised a cafe was anticipated. He discussed other retail opportunities in the area. Planning Commissioner Wong queried the process before the Airport Land Use Commission. Senior Planner Friedman stated the noise contour determined consistency with residential development. She identified the applicant had submitted noise studies and would include design features to attenuate the internal noise as much as possible. Mr. Ceridono discussed State interior noise requirements. Planning Commissioner Faria asked whether there would be perimeter fencing. Mr. Ceridono explained the proposed fencing and gated access. Councilmember Addiego expressed concern regarding overflow parking and use of the commercial parking by residents. Mr. Ceridono stated he did not anticipate high parking needs. Planning Commissioner Faria expressed concern with the proposed landscaping. Mr. Ceridono stated they would install the proposed landscaping. Planning Commissioner Faria expressed concern with public access to the community garden. Mr. Ceridono stated the garden would not be secured. Councilmember Addiego indicated support for the architecture and garden. He specified he was sold on the project based on the landscaping. Mayor Matsumoto stated the project should go before BPAC. She discussed the potential of homeless encampments. She expressed concern with trash enclosures. Mayor Matsumoto indicated the homeless frequent Centennial Trail. She discussed the bike/pedestrain streetscape on Huntington. She requested the caps be removed; additional building articulations; and limited walls for graffiti. Councilmember Addiego requested renderings without mature landscaping. Planning Commissioner Faria discussed Fire Department access. Senior Planner Friedman stated the applicant had been working with the Fire Marshal to ensure appropriate access. Mr. Ceridono stated modifications had been made to the plans based on Fire Department input. Councilmember Addiego indicated support for the project. Mayor Matsumoto stated the project was ideal relative to using public transportation. Councilmember Addiego inquired about the Airport Land Use Commission timeline. Senior Planner Friedman explained that it would go to the ALUC committee and the timeframe was approximately 60 days.
