HomeMy WebLinkAbout5-21-19 Final MinutesDESIGN REVIEW BOARD MINUTES CITY OF SOUTH SAN FRANCISCO DATE: May 21, 2019 TIME: 4:00 PM MEMBERS PRESENT: Nelson, Nilmeyer, Mateo, Vieira & Winchester MEMBERS ABSENT: None STAFF PRESENT: Tony Rozzi, Principal Planner Ryan Wassum, Associate Planner Christy Usher, Consultant Planner Patricia Cotla, Planning Technician 1. Adminstrative Business – Community Civic Campus – Phase 2 Meeting comments:  Centennial Trail question related to width to match the existing trail on both ends.  Vision for Council Chambers - capacity for about 100 seats  The Board recommends removing the trees from the corner of ECR/Chestnut to focus on the corner of the building.  The Board liked the pedestrian refuge at El Camino Real front entrance.  Pedestrian staircase access off of El Camino Real.  The Board had concerns on the cross ventilation?  The Board liked the simpler volumes and massing, preferred the copper trim concept for the Police Department Building.  The Board liked the IDs and badge on the Police Department building.  Good decision to use the glass at the entrance for the Police Department.  On the north end of the Community Civic Center, the Board feels like there is a void or lack of design. Consider a vertical ring of trees or landscaping option to tie in with the playful nature of the south end of the building.  Find an opportunity for an outdoor space that will be visual from the distance.  Per Marian - PUC is also being designed and working on Oak Avenue extension or access, and there is a PUC easement that strongly limits development.  Opportunity to add color or pattern within the frit design in the glass - at an angle with tiny lights in the floor.  Opportunity for sculpting the ramp walls at the entrance to the ECR to make it playful and an announcement to the building.  Sitting areas and the playground design will evolve and include benches, seating, etc.  Supports the planting and landscape plan - very good improvement.  Take the lead of the macro view on landscaping and adjust actual planting plan.  Think about tree planting along exterior side for the Police Department as panels or allees with some breaks in the linear form.  Curious about heat gain and loads related to the fritted glass design.  Really like the lighting up of the Council Chamber for visibility and night experience  Is a rooftop terrace considered?  This will be a very interesting architectural building in the community and on the peninsula.  Site is playful with nice amount of programming element.  El Camino Real Grand Blvd Initiative will have same tree palette  Taken all the problems with the site with BART and easements and developed a really nice form - doesn’t seem concessionary with the limits on-site. 2. OWNER Abdul Hakim APPLICANT Rafia Hakim ADDRESS 423 Commercial Avenue PROJECT NUMBER P18-0058: DR18-0027 PROJECT NAME Four new multi-unit townhomes (Case Planner: Ryan Wassum) DESCRIPTION “Resubmittal” - Design Review to construct four new rental townhomes at 423 Commercial Avenue in the Downtown Residential High (DRH) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board is concerned that the redesign is out of scale with the neighborhood and recommended design modifications. 2. The design elements of the building resemble a various mix of architectural styles; therefore, modify some of the design elements to be more consistent with one type of architectural style. 3. Consider modifying the front roof pitches to reduce the height and massing of the 3-story townhomes. 4. Consider extending the front roofline around to the sides of the rooftop and along the entire building to help mitigate the height and massing of the structure. Instead of cable railings a stucco wall could be used behind the roofline. 5. Consider incorporating flat roofs to help reduce the building height. 6. Remove the trellis element from the rooftop and the cable railings from the sides of the rooftop area. 7. Reduce the rooftop landing areas where the stairwells come up; they currently resemble popup additions that negatively add to the height and mass of the building that already feels out of scale. 8. The stairs connecting the two rooftop open spaces are bulky and out of scale; redesign the stairs so that they do not protrude outward or consider using a smaller spiral staircase.   Continue to work with Staff on a redesign. 3. OWNER Arshad Mohammad APPLICANT Allen Dadafarin ADDRESS 753 Third Lane PROJECT NUMBER P19-0026: DR19-0013 PROJECT NAME New Residential Dwelling (Case Planner: Christy Usher) DESCRIPTION Design Review to construct a new residential dwelling unit that will front on 753 Third Lane on a double frontage lot with an existing single family dwelling that fronts on 750 Baden Avenue in the Downtown Residential Low (DRL) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determined that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the design concept. 2. The Board preferred the lighter color pallet for the proposed dwelling to better blend with the existing residence. 3. The stone veneer should be carried down to and follow the grade change. 4. Consider relocating the washer and dryer from the garage into the dwelling unit preferably on the second floor. 5. Provide a 24 inch box street tree in the front yard to help scale the height of the dwelling. Recommend Approval with Conditions. 4. OWNER Jose Carlos Orellana APPLICANT Charles G. Bond ADDRESS 144 A Street PROJECT NUMBER P19-0018: DR19-0010 PROJECT NAME 2nd Story Addition (Case Planner: Justin Shiu) DESCRIPTION Design Review to construct a 2nd story addition at 144 A Street in the Medium Density Residential (RM-15) in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the design concept. 2. The current and proposed view plans don’t match. It appears that the proposed rendering have been compressed. 3. Revise the proposed floor plan removing the existing bathroom and show the hallway connection to the new floor plan. 4. Remove the doorway from the proposed office and add a pony wall or widening the opening into the office. 5. The proposed office will be counted as a 4th bedroom that will require an additional parking space for the site. Recommend Approval with Conditions. 5. OWNER Shaikh Hanif N & Dilshad H APPLICANT Mary Dunlap ADDRESS 328 Sixth Lane PROJECT NUMBER P19-0016: DR19-0008 PROJECT NAME 2nd Story Addition (Case Planner: Justin Shiu) DESCRIPTION Design Review to expand the first story and construct a second story addition at 328 Sixth Lane in the Downtown Residential High (DRH) Zoning District in accordance with the South San Francisco Municipal Code and detemination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the design concept. 2. The Board would support an arch element to the front elevation. 3. Revise the floor plan on sheet 2, as you are showing two different scales on the plans 1/8 & 1/4. 4. Continue to work with staff on attaching the carport to the existing dwelling, as you can’t have a detached accessory structure in the front yard. Continue to work with Staff on a redesign. Miscellaneous - None
