- Schedule a Joint Study Session with Planning Commission & Design Review Board
to define their direction and role of the DRB Board.
- Review the proposed DRB Bylaws.

in the Business Commercial (BC) Zoning District in accordance with
Title 20 of the South San Francisco Municipal Code and determination
that the project is categorically exempt from CEQA.
The Board had the following comments:
1. On the north and west sides of the enclosure, continue the existing landscaping with
additional trees to match the existing trees on the adjacent slope and add Toyon closer to
the enclosure.
Recommend Approval with comments.

DESCRIPTION Design Review to construct four new rental Townhomes at 423
Commercial Avenue in the Downtown Residential High (DRH) Zoning
District in accordance with Title 20 of the South San Francisco
Municipal Code and determination that the project is categorically
exempt from CEQA.
The Board had the following comments:
1. On all elevations, consider a different stucco color other than the green that is warmer
and more complementary of the other materials and colors. The proposed stucco should
be smooth and not rough or texturized.
2. The first floor patios in the rear of the townhomes do not look usable. Consider
reorganizing the private patios to a new location that increases functionality and
usability.
3. On the side elevations, show the stairs in the setbacks that connect the ground floor with
the private open spaces.
4. On floor plans 1-3, some of the stairwells and landings are drawn or shown incorrectly;
please revise accordingly.
5. Consider reducing the depth of the bay windows on the sides of the home in order to
provide adequate setbacks from adjacent properties.
6. Landscape Plan:
a. Include detailing for all proposed tree species, shrubs, groundcovers, and
hardscapes.
b. For the proposed front yard trees, select a species that will scale well with the 3-
story townhomes such as a Columnar English Oak or Armstrong Maple.
c. For the proposed grass pavers, consider using invisible structures instead.
7. Rooftop open space:
a. Check with the Building Division if the proposed roof hatch will meet building
code requirements. The roof hatch may be more suitable for a commercial
building to access mechanical equipment; please evaluate alternative ways to
more easily and safely access the rooftop open space.
b. Consider using cable rails instead of glass panels on both sides of the structures
in order to help reduce the view of side polls.
8. Roof Plan: Submit a detailed roof plan.
9. Grading Plan: Submit a detailed grading plan as the site may have some potential
drainage issues.
10. Historic Resource Analysis: Due to the removal of the existing, and older, home on the
property, please submit a historic resource analysis (1-2 pages) from a licensed architect
or architectural historian that summarizes whether the existing home has any historic
significance.
Resubmittal required.

DESCRIPTION Design Review for exterior modifications to an existing commercial
building at 199 Airport Blvd in the Downtown Transit Core (DTC)
Zoning District in accordance with Title 20 of the South San Francisco
Municipal Code and determination that the project is categorically
exempt from CEQA.
The Board had the following comments:
1. The Board liked the color scheme.
2. The signs are not part of this DRB review.
3. The applicant will submit a sign permit at a later date.
4. The applicant shall return with a landscape plan that proposes updated landscaping since
the landscaping on-site has an outdated appearance. As the building is being modernized,
the landscaping should be updated to match.
5. The new landscaping should have low water use plants.
6. Additional trees need to be planted along the street facing sides of the property. Two to
three trees should be planted along the Airport Boulevard side. .
7. The brick veneer should be extended down to the bottom of the façade (to the ground).
Resubmittal required.

PROJECT NAME Exterior Modification

DESCRIPTION Design Review for exterior modifications to an existing commercial
building at 439 Eccles Avenue in the Business Technology Park (BTP)
Zoning District in accordance with Title 20 of the South San Francisco
Municipal Code and determination that the project is categorically
exempt from CEQA.
The Board had the following comments:
1. The Board liked the design concept
2. The site is lacking an ADA access path to the sidewalk. An accessible pathway shall be
added at the front of the site to provide a connection to the sidewalk.
3. Relocate the proposed carport to the back of the property as the carport is too tall for the
proposed area. At the minimum, move the carport back two to three stalls.
4. The new proposed gate should be installed behind the landscaping hedge and concrete
wall, to preserve the existing hedge. Note the hedge is the strongest element in the design
and should be preserved and protected.
Recommend Approval with Comments

PROJECT NAME New Single Family

DESCRIPTION “Resubmittal” - Design Review to construct a new single family
dwelling at 856 Grand Avenue in the Downtown Residential Low
(DRL) Zoning District in accordance with Title 20 of the South San
Francisco Municipal Code and determination that the project is
categorically exempt from CEQA.
The Board had the following comments:
1. The Board is concerned that the proposed revised development is still too massive and
out of character with the existing neighborhood.
2. The Board prefers the stone wall to be wrapped around the building, instead of the cut
out appearance.
3. Put aluminum stripping between the first and second story to break up the walls. .
4. Cut down the second story massing. Consider stepping in the 2nd floor bedrooms to add
some articulation to the 2nd story elevations.
5. Consider adding some lap sliding to the 2nd story to help break up the overall massing of
the dwelling.
6. Pull back the right side of the wall at the rear of the building to create more open space.
7. The plans need to have a grading plan.
8. Consult with a Civil Engineering, as the site could have some potential drainage issues.
9. Add a street tree in the front yard.
Resubmittal required – continue to work staff on revisions.
