OWNER Louise Petrocchi A TR ET AL APPLICANT Summerhill Apartment Communities ADDRESS 988 El Camino Real PROJECT NUMBER P17-0060: UP17-0013, DR17-0049 & PM17-0004 PROJECT NAME New Multi-Family Residential Units (Case Planner: Adena Friedman) DESCRIPTION: Use Permit, Design Review & Tentative Parcel Map to construct a new 6- story mixed-use building with 172 residential units, 2 levels of parking, and 11,900 square feet of retail space at 988 El Camino Real in the El Camino Real/Chestnut Mixed Use High Density (ECR/C-MXH) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the environmental effects of the proposed project were sufficiently analyzed under the El Camino Real / Chestnut Area Plan Program Environmental Impact Report (EIR), per the requirements of the California Environmental Quality Act (CEQA). The Board had the following comments: 1. The Board liked the design concept and architecture. 2. Check with SSF Scavenger on the proposed trash enclosure locations and pickup times. The Board is concerned with the commercial and residential pickup. 3. Revise the design of the vertical corner window element to project above the parapet wall on the corner of Chestnut and El Camino. The current design of the roof parapet overshadows the corner element. This main building corner element should project similar to the other corner elements. 4. The plans are lacking roof equipment screening, include in your revised plans. 5. If possible, tie the paving to match the color of the building and add some score pattern to create a design pattern; discuss with Public Works. 6. The tree species around the pool should be wind tolerant. 7. Consider adding some planter boxes with inter-filtration systems on the roof deck. 8. Carefully review your landscaping plan and select trees, plants, grasses and shrubs that will work well on this site. For street trees consider taller species such as Platanus Acerifolia ‘Colombia’, Columbia London Plane Tree, which is the most mildew resistant cultivar, and holds its leaves latest in autumn.. 9. The proposed vines on the green screen may not work well; consider changing the screen element to be partially solid, and then select a vine that can survive the constant cool winds in SSF. 10. On two sides of the building, there are large blank brick walls with stairs from the upper deck. There should be some softening of these walls either through articulation or an art piece mounted to the wall, above and/or below the stairwell to help break up the blank wall. Or consider landscaping to soften the wall such as tall narrow trees or vines to grow up the blank walls. Recommend Approval with Conditions. 3. OWNER South City Partners, LLC APPLICANT Meridian Property Company ADDRESS 840 El Camino Real PROJECT NUMBER P17-0058: UP17-0011 & DR17-0048 PROJECT NAME New Dialysis Clinic (Case Planner: Tony Rozzi) DESCRIPTION: “Resubmittal” - Use Permit to allow a new medical clinic and to provide less parking than required and Design Review for the property at 840 El Camino Real in the El Camino Real Mixed Use (ECRMX) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 32, Section 15332. The Board had the following comments: 1. The Board liked the revised drawings. 2. In the rear of the property, replace the proposed trees adjacent to the residential district with Olea europaea ‘Swan Hill’, Swan Hill Fruitless Olive trees. 3. On the front elevation, match the materials and windows above the left garage entrance to be consistent with the elevation above the right garage entrance (i.e. similar use of wood paneling, window sizes, etc.) 4. The proposed street trees will not work well on this site; therefore, select a tree species that will grow in height and be more consistent with the Grand Boulevard Initiative. Recommend planting a tree species such as a Platanus Acerifolia ‘Columbia’, Columbia London Plane tree or similar. a. If possible, move the proposed street trees as close to the edge of curb to provide a pedestrian buffer from El Camino Real. b. The structural soil pits underneath the sidewalk should be at least 10’x10’ or 8’x12’ and 24” deep to help with plant growth. c. The trees should be planted in a minimum of 24” boxes and should include 24” deep aeration tubing the full length of the sidewalk, with a verticle pipe with drain cover to surface to let air into the perforated aeration tubing. Dasi ADDRESS 180 South Airport Blvd A-C PROJECT NUMBER P17-0065: GPA17-0003, ZA17-0005, SIGNS17-0022 & DA17-0003 PROJECT NAME Digital Billboard (Case Planner: Billy Gross) DESCRIPTION: General Plan Amendment to revise the East of 101 Area Plan Design Elements related to digital billboards, Zoning Text Amendment to SSFMC Chapter 20.360 Signs related to digital billboards, and billboard development including a Relocation Agreement, Sign Permit, Design Review and Initial Study/Mitigated Negative Declaration in order to allow for the installation of a 65 foot tall, double faced, digital billboard on property located at 180 S Airport Blvd in exchange for the removal of one double-sided billboard and one single-sided billboard in South San Francisco, together with other considerations, in accordance with SSFMC Chapters 20.360, 20.540 and 20.550. APPLICANT Flying Food Group – John Zupin ADDRESS 240 Littlefield Avenue PROJECT NUMBER P17-0069: DR17-0053 PROJECT NAME Exterior Modifications (Case Planner: Ryan Wassum) DESCRIPTION: Design Review for exterior modifications to an industrial building at 240 Littlefield Avenue in the Mixed Industrial (MI) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA per Class 1, Section 15301. The Board had the following comments: 1. The plans were missing a detailed landscaping plan outlining existing vs. proposed landscaping. 2. Check with the Building Department on the ADA requirements and access for the site. The ADA stalls as proposed will not work for the site. a. If parking is modified to accommodate legal ADA stalls, please provide a parking analysis that shows that the proposed use(s) meets the minimum parking stall requirements (provide all square footages on the plans). 3. The site is missing an ADA accessible route to the building so please revise accordingly. 4. On the proposed additions, remove the incompatible metal siding and propose materials/ colors that better tie into the existing structure. 5. The view to the east parking lot and proposed mechanical building in the rear, plus proposed fencing is not screened from Little Field, as it should be. Street tree is missing, taller shrubs to screen parking and soften views to fence and mechanical building are missing. 6. The type, size and color of proposed fencing and gates is not shown. 7. The changes to the site should be presented to DRB for approval, see attached PDF images and comments. Resubmittal required. 6.
