MEMBERS PRESENT: Nilmeyer, Harris, Nelson, Vieira and Williams MEMBERS ABSENT: None STAFF PRESENT: Billy Gross, Senior Planner Tony Rozzi, Senior Planner Adena Friedman, Senior Planner Rozalynne Thompson, Associate Planner Patricia Cotla, Planning Technician 1. · Administrative Business: - 670 Gateway Minor Use Permit to install a new wireless telecommunication facility at 670 Gateway Blvd in the Gateway Specific Plan District (GSPD) in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA per Class 1, Section 15301 (a). Approved as submitted 2. OWNER City of South San Francisco APPLICANT Costco Wholesale ADDRESS 479 South Airport Blvd. PROJECT NUMBER P17-0044: UPM17-0005 & DR17-0035 PROJECT NAME UPM - Costco Gas Station (Case Planner: Rozalynne Thompson) DESCRIPTION Use Permit Modification and Design Review to expand the Costco Gasoline Facility at 479 South Airport Boulevard in the Freeway Commercial (FC) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the design concept. 2. Consider adding a five foot evergreen hedge to screen the equipment enclosure adjacent to the exit onto South Airport Boulevard. Recommend Approval with Conditions. 3. OWNER Shamaim Inc. APPLICANT Johnson Lyman Architects ADDRESS 180 El Camino Real PROJECT NUMBER P17-0061: DR17-0050 PROJECT NAME 180 El Camino Real - Exterior Modifications (Case Planner: Billy Gross) DESCRIPTION Design Review for exterior modifications of the Safeway Shopping Center at 180 El Camino Real in the El Camino Real Mixed Use (ERCMX) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 1, Section 15301. The Board had the following comments: 1. The proposed building architecture for the front (west) façade is supported. The rear (east) façade, which is visible from Huntington Ave, should be revised to have more architectural interest. The side elevations should also have more articulation. All four elevations should be aesthetically coordinated. 2. Revise the site plan to include the following information: a. Accessibility improvements (accessible routes, accesible stalls, etc) b. Stormwater (C.3) improvements c. Revised parking layout d. Trash enclosure(s) e. Lighting 3. Revise the landscape plan to include taller trees along the south and east sides. Tree locations should also be increased closer to the building frontages. Include a total of four-five tree species that will grow well in South San Francisco (i.e. New England Christmas Tree, Brisbane Box, etc). 4. Revise the site plan/landscaping plan to redesign the area where the former Firestone building was located in the northwest corner of the site. 5. Remove the following species from the landscape plan: Westringia Fruticosa (Coast Rosemary); Muhlenbergia Rigens (Deer Grass); and Tulbaghia Violacea (Society Garlic). Resubmittal required. 4. The Board had the following comments: 1. The plans were lacking a material board. 2. Include the type of roof material that will be used. 3. What type of finish will be used on the new structure - stucco or sliding? 4. Submit a color pallete for the building. 5. Provide detailed information on how the windows will be trimmed. All the windows should match. 6. Need to figure out the different level of grade on the side elevation. How will the encroachment of the rear stairs affect the swing of the back door or the new retaining wall. 7. Specify the type of pavers to be used in the front yard. 8. Submit a revised set of plans for the DRB to review via email. Resubmittal required. 5. OWNER Yau Sui Keung APPLICANT Eddy Yau ADDRESS 110 Chestnut Avenue PROJECT NUMBER P17-0052: DR17-0043 PROJECT NAME Additional Unit to SFD (Case Planner: Tony Rozzi) DESCRIPTION Design Review to construct a new single family dwelling behind 110 Chestnut Avenue in the Downtown Residential Low (DRL) Zoning District in accordance with Title 20 of theSouth San Francisco Municipal Code and determination that the project is catgorically exempt from CEQA per, Class 3, Section 15303. The board had the following comments: 1. The gate on 2nd Lane needs to be relocated to not interfere with the catch basin. 2. Add a street tree, consider using Prunus “Krauter Vesuvius” – Purple Leaf Plum. 3. Consider shorter grass for the rear yard. 4. Consider reducing the FAR to enclose the stairway to the roof. 5. Consider elimating the roof deck, as the proposed deck will be invasion of privacy for the next door neighbors. 6. The proposed roof deck needs to be more integrated with the proposed structure. 7. The ceiling height on the existing and proposed dwellings should match. 8. Consider relocating the deck for the entry doorway. 9. Consider carrying the parapet wall across the dwelling. Resubmittal required. 6. OWNER South City Partners, LLC APPLICANT Meridian Property Company ADDRESS 840 El Camino Real PROJECT NUMBER P17-0058: UP17-0011 & DR17-0048 PROJECT NAME New Dialysis Clinic (Case Planner: Tony Rozzi) DESCRIPTION Use Permit to allow a new medical clinic and to provide less parking than required and Design Review for the property at 840 El Camino Real in the El Camino Real Mixed Use (ECRMX) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 32, Section 15332. The Board had the following comments: 1. How will the site meet the C3 requirements? 2. The plans are missing the support columns shown on the ground floor. 3. The lower level may not work, as the plans are missing detail information. 4. Consider a different style of garage doors as the proposed doors make the structure look like a warehouse. 5. The windows on the west elevation may not work due to lot line location. Check with the Building Department on their requirements. 6. The site is lacking street trees. Consider adding vertical Evergreen Trees to the campus and locating along the street curb consistent with the Grand Boulevard Initiative. 7. In the rear, add significant landscape screening to reduce the view of the proposed building from the residential properties on A Street. 8. Consider adding a patio area for the customers to sit in the front yard with some permeable paving yard. 9. Submit a color and materials pallete for the building to the next Design Review Board hearing Resubmittal required. 7. OWNER Evan Hendry APPLICANT Evan Hendry ADDRESS 103 Rosewood Way PROJECT NUMBER P17-0056: DR17-0046 PROJECT NAME Second-Story Addition (Case Planner: Rozalynne Thompson) DESCRIPTION Design Review to construct a second-story addition to an existing Single Family Dwelling at 103 Rosewood Way in the Low Density Residential (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 1, Section 15301. The Board had the following comments: 1. Redesign the front entrance to create a sense of arrival into the dwellling. 2. Consider redesigning the porch columns so that the column bases are more substantial. 3. Continue the stone veener around the side of the dwelling for an additional two feet.. 4. Use energy efficient windows. 5. Add a street tree to the front of the house, preferably to the right side of the house. Consider the “Columbia” variety of London Plane. Recommend Approval with Condition. 8. The Board had the following comments: 1. The Board liked the design concept. 2. Add a street tree. Consider planting Prunus cerasifera “Krauter Vesuvius” (Purple Leaf Plum). Recommend Approval with Conditions. 9. OWNER Malek Hanif APPLICANT Mary Dunlap ADDRESS 718 Baden Avenue PROJECT NUMBER P17-0048: DR17-0039 PROJECT NAME Second Story Addition (Case Planner: Rozalynne Thompson) DESCRIPTION Design Review to construct a second-story addition to an existing single family dwelling at 718 Baden Avenue in the Downtown Residential Low (DRL) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determined that the project is categorically exempt from CEQA per Class 1, Section 15301. The Board had the following comments: 1. Consider adding some articulation to help break up the long wall. 2. Use energy efficent windows and replace existing windows preferably with wood clad windows. 3. To soften the stucco of the upper-floor deck, consider adding a wood element or a rail system. 4. Consider a 3-sided concrete box around the deck with a decorative railing. 5. Add a street tree that grows 20 to 25 feet tall to be in scale with the Second Lane elevation. Refer to the “Successful Plants for South San Francisco” for a list of trees. Recommend Approval with Conditions. 10. OWNER Jaired Chin APPLICANT Green Planet Construction Inc. ADDRESS 875 Camaritas Circle PROJECT NUMBER P17-0054: DR17-0045 PROJECT NAME Second-Story Addition (Case Planner: Rozalynne Thompson) DESCRIPTION Design Review to construct a second-story addition to an existing Single Family Dwelling at 875 Camaritas Circle in the Low Density Residential (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA, per Class 1, Section 15301. The Board had the following comments: 1. Redesign the supports of the front entrance and the second-story deck to provide more mass. 2. The concrete piers should be embedded in the ground, or add some type of material to help conceal the piers, such as stone or wood cladding. 3. Relocate the existing tree in the front yard away from the utility cables or add another street tree that grows 20 to 25 feet tall. Refer to the “Successful Plants for South San Francisco” for a list of trees. Recommend Approval with Conditions. Miscellenous: Oyster Point Development – Residential - The Board liked the residential design concept. - Remove the following species from the landscape plan: Ceanothus X ‘Ray Hartman’ (Ray Hartman Wild Lilac); Aesculus Californica (California Buckeye); Carpinus Betulus ‘Frans Fontaine’ (Columnar Hornbeam); and Quercus Ilex (Holly Oak). Consider incorporating Cupressus macrocarpa (Monterey Cypress). - Revise the landscape plan to include a minimum total of three species that will grow up to 40-feet in height in South San Francisco. - Tree planting details should include a custom tree anchoring option, as root ball anchors will likely not work in the windy environs. - Provide a detail of the transition from the Bay Trail to the rip-rap edge; a shoulder should be provided along the Bay Trail.
