CITY OF SOUTH ~ FRANCISCO PROHIBITING TH~ DI~'RIBU-
TION OF HANDBI~S ~ CERTAIN 0T~mq ADVERTING MATTER
IN SAID CITY AND FIXING A PEN~TY FOR THE VIOLATION

The City Council of the oity of ~outh S~n Francisco do
ordain as follows:
~eotlon 1. & new section le hereby added to 0rdlnanee
No. 158 of the City of South San ffranelsco entitled 'An ordinaries
of the City of ~outh San ~ran¢iseo Prohibiting the distribution
of handbills and certain other a~vertlsing matter in said eity and
fixing a penalty for tho violation thereof', adopted February let,
lg~2, to be numberea la and to ree~l as follows:
Section la. It shall be u~lawful to attaeh any handbill
or any printed or written aAvertisln~ matter by any means, or in an~
manner, to any ~oorknob or lateh on any outside door of any dwelling
housa or apartment house in the ulty of South San ffrancis¢o, not in
the possession or under the control of the person eo attaching the same,
or on any doorknob or latch on any outside screen door of sueh dwelling
house or apartment house by any means or in any manner.

to ~e numbered lb and to read as follows:
~eetion lb. It shall be unlawful te attaoh any han~blli
or any printed or written a~vortialng matter by any means, or in any
manner, to any part of any dwelling house or apartment house in the
~ity of ~outh San ffrancl$co, not in the ~ossesalon ®r under the control
of the person attaching the a-me, or to place the same between an3'
outside sereen door and the emrreapon~ing outside door of suoh ~welling
house or apartment house, or to plaee the same under any amch aereen
&eot or under aueh outside ~oor of aueh dwelling house or apartment
house.
Section ~. i new saotion is hereby added to said or~llnanee
to be numbered le and to read as follows:
Section lc, It shall be unlawful to place any handbill or
any printed or written advertising matter by any means, or in any
between any doorknob or latch of any outside door, and any part of the
frame ~urroundlng any such door of any dwelling house or apartment house
in the city of ~outh San Francisco, not in the possession or under the
control of the person placing the same, or to place such handbill or
printed or written advertising matter between any portion of such
outside door and the frame surrounding the same, or to place ~uch handbill
or printed or written advertising matter between any outside screen
door and any par~ of the frame surrounding such outside screen door of
any such dwelling house or apartment house.
Section A. A new section is hereby added to said ordinance
to be numbered 2a and to read as follows:
Section 2a, The provisions of this ordinance shall
not be deemed to apply to any legal notices permitted or required
by law to be posted upon or aff%xed to any part of any dwelling
house or apartment house in said ~ity or cards advertising such dwell-
ing house or apartment house for sale, or that the same, or some portion
thereof is for rent.
Section 5. If any section, sentence, clause or phrase of~
this ordinance is for any reason held to be invalid, such decision
shall net affect the validity of the remaining portion of this ordinance.
The oity uouncil hereby declares that it would have adopted this
ordinance and each section, sentence, clause or phrase, irrespective
of the fact that any one or ~ore other sections, sentences, clauses or
phrases be declared invalid or its operation or application is or may
be limited or controlled by any provision of law.
Section 6. This ordinance shall be published by one insertion
in "The ENterprise and The ~outh ~u Francisco Journal", a weekly news-
pa~er of general circulation, published and circulated in said City of
~outh San Francisco, and shall take effect and be in force from
after the expiration of thirty ($0) days, after the d~e :al
adoption.

Passed aud adopted as an ordinance of the City of
South ~an Francisco, at a regular meeting of the City Counell of
said City of South ~an Francisco, on the 21stday of January ,
19~, by the following vote:
