PROVIDING FOR INSPECTION OF THE PARKING OF VEHICLES THEREIN BY THE USE OF PAHK- ING METERS; PRESCRIBING LIMITS OF TIME FOR PARK- ING IN PARKING METER ZONES; PROVIDING FOR THE ENFOROE~NT OF THIS ORDINANCE. The City Council of the City of South San Francisco does ordain as follows: Section 1. Definitions. (al. For the purpose of this ordinance the words "Parking ~eter Zones", shall mean portions of streets described and established by the City Oouncil as Zones with- in · hich the parking of vehicles shall be controlled, regulated, and inspected with the aid of timing devices or meters, herein referred to as parking meters or meters. (bi. The definition of any term used in this ordinance not otherwise herein defined shall be the same as such, as defined and described in the Vehicle Code of the State of California and amendments thereto, and ordinances of the City of South San Francisco. Section 2. Parking Meter Zones established. The follow- ing portions of streets in the City of South San Francisco are here- by established as Parking Meter Zones: Grand Avenue: From Bayshore Highway to Spruce Avenue; Cypress Avenue: From Baden Avenue to Miller Avenue; Linden Avenue: From Baden Avenue to Miller Avenue; Maple Avenue: From Baden Avenue to Miller Avenue: \ Miller Avenue, on the north side thereof, from Linden Avenue to ~a line drawn parallel to the easterly line of Linden Avenue at a distance of sixty (601 fee~ at right angles therefrom. Linden Avenue, on the east side thereof, from the northerly line of Miller Avenue to a line drawn parallel to the northerly line of Miller Avenue at a distance of fifty (50) feet, at right angles therefrom. -1- Section ~. Chief of Police shall designate places for parking meters and reserve~ spaces. The Chief of Police shall in- stall parking meters in the Parking ~eter Zones hereafter and hereby established by the ~ouncil, for the ~purpose of, and in such numbers an~ in such places as in his judgment may be necessary for the regu- lation, control and inspection of the pa~king of vehicles therein. The Chief of Police is further authorized end directed to reserve in said zone spaces for loading or unloading, passenger loading or unloading, bus.~ stops, taxicab stands, transfer stands and other spaces for the' use and convenience of the public. Section 4. Naximum Parking Limit. The Chief of Police is authorized to determine the m~xtmum parking time to be a/lowed in various parts of such Parking Meter Zones, and to cause signs which will fulfill the requirements of the ordinances and resolu- tions of the city pertaining thereto, to be placed in the various parts of such zones so designated. Section 5. Marking of Meter Areas and Parking Therein. The Chief of Police shall have lines or marks painted upon the curb or street next to each parking meter, designating the parking space for which said meter is to be used, and each vehicle parked next to any parking meter shall park within said lines or markings. It shall be unlawful to park any vehiCle across any such line or marking, and to park a vehicle in such a position that it shall not be entirely within the space designate4, by such lines or markings, except where otherwise provided by ordinance. Section 6. Maximum Parking Limit. It s~alI be unlawful for any person to cause, allow, permit or suffer any vehicle register- ed in his name or operated or controlled by him to be parked in any parking space upon any street within a Parking ~eter Zone next to which a parking meter is established, for more than the time indicated by proper signs placed in such Parking Meter Zones indicating the ~e~mum paxking time allowe4 in such parking space, or any time dur- ing which meter is displaying a signal indicating that the space is illegally in 'use , except during the time necessary to show legal parking, and excepting also during' the time from 6 p.m. toT~ a.m. and on Sundays end on ali legal holidays. Section 6 a. (1) The Chief of Police is hereby authorized to issue perking meter loading zone hoods to persons, firms, or corp- orations occupying property adjacent to parking spaces located with- in the Parking Meter Zone, and also to proprietors of funeral parlors, and such persons, firms or corporations are hereby authorized to use such hoods as provided herein. (El Such hoods shall only be issued, after due applica- tion as provided herein, when the circumstances indicate to the satisfaction of the Chief of Police that there is a nee~ to limit the parking in certain parking areas within the parking meter zone to parking for the ~purpose of loading or unloading passengers, merchandise or materials during certain times, an~ for purposes incident to the conduct of funerals. (~) Application for the issuance of a parking meter loading zone hood shall be made on a form approved by the Chief of Police. (41 The application form shall require the following info rmat ion: a. Name and address of applicant. b. Name and address of pa=son, firm or corporation occupy- ing the premises adjacent to the parking space concerned. c. The number of parking meters located at the parking space for which restricted parking is requeste~. d. A statement of the reasons for the need for such parking re strict ion. e. The estimated hours of the day during which such restriction may be necessary. f. Such other relevant information as the Chief of Police may require. (5) The parking meter loading zone hood shall consist of: a. A canvas hood of sufficient 'size to cover the parking meter head. b. Equipped with locking device with the words "Parking for loading only" printed on the hood in lettering as lar'ge as the space on the hood will permit. Section 6b. The Chief of Police may revoke the authority granted to use such hood for any of the following reasons: When the person, firm or corporation is found to be using the hood for other purposes than to fulfill the need for ~hich the authority to use the hood was granted. Section 6c. The person, firm or corporation authorized to use such parking meter loading zone hood shall place such hood over the head of the parking meter with the lettering facing the s~reet, and shall lock the lock provided on the hood and shall only place or allow such hood to remain~ on the parking meter during such times as the limitation of parking as provided herein is needed. Section 6d. It shall be unlawful for any person to cause, allow, permit or suffer any vehicle operated or controlled by him to,be parked in any parking space within a parking meter zone ad- jacent to which a parking meter is established while a parking meter loading zone hood is properly in place on the head of such parking meter, unless such parking be while actually engage~ in loading or unloading passengers, merchandise or materials, and in no event longer than thirty (30) minutes. Vehicles parked pursuant to the provisions of Section 6a may remain so parked as long as reasonably necessary for purposes incident to the conduct of funerals. Section 7. Adjustment of me, ers. Parking m~ters, when installed, shall be so adjusted as either to show legal parking dur- ing a period of twelve minutes upon and after the deposit of a United States one cent coin therein, or twenty-four minutes upon and after the deposit of two United States one cent coins therein, or thirty- six minmtes upon and after the deposit of three United States one cent coins therein, or forty-eight minutes upon and after the deposit of four United States one cent coins therein~ or sixty ainu, s upon and after the deposit of five United States one cent coins or one United States five cent coin therein, or one hundred twenty minutes upon and after the deposit therein of two United States five cent coins or one United States five cent ooin and five United States one cent coins, or ten United States one cent coins therein. Section 8. Meter Charges. When any vehicle shall be parked in any spaoe along side o~ or nex~ to which a parking meter is located in accordance with the provisions of this ordinance the operator of said vehicle upon so parking shall, and it shall be un- lawful to fail to,' deposit immediately one or more, one cent or five cent coins of the United States in such parking m-ter and then turn the operating key of said meter in a clockwise direction to the extent allowed by the proper opera, ion of the meter. Section 9. Unlawful to Deposit Slugs. It shall be un- lawful to deposit or cause to be deposited in any parking meter, any slug, device or metallic .substitute for one cent or five cent coin of the United States~, provided, however, that should tokens be issued to officers and employees of the City of South San Fran- cisco, to be used by them while engaging in official business for and on behalf of the City of South San Francisco, a deposit of such official token in any parking meter shall not be deemed to be a violation of the provisions of this section. Section 10. Unlawful to Damage Meters. It shall be un- lawful for any person to deface, injure, tamper with, open, or will- fully break, destroy, or impair, the' usefulness of any parking meter instmlled pursuant to this ordinance. Section ll, Records of violations. Attaching notice of violation to vehicle. It shall be the dUty of each police officer to take the number of any meter at which any vehicle is overparked, as provided in this ordinance; the State vehicle license of such vehicle; the time and date of such overparking, and the make of such vehicle; and issue, in writing, a citation for illegal parking. -5- Any operator or owner of a vehicle to whom a citation has been issued may, within twenty-four hours of the time of the issuance of said citation, pay to the City Judge as a penalty for ~,d in full satisfaction of such violation the sum of One Dollar ($I.00). The failure of such owner or operator to make such payment within said twmaty-four hours shall render such owner or operator subject to the penalties hereinafter provided for vioI~tion of provisions of this ordinance. Section 12. Damage Punishment. Any person violating any provision of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punishable by a fine not exceed- ing Five Hundred Dollars ($500.00), or by imprisonment for a period not exceeding six (6) months, or by both such fine and imprisonment. Section 13. Special fund created--Purposes for which fund may be used. The coins deposited in parking meters as provided herein are hereby levied and assessed as fees to provide for the proper reg-~lation, control and inspection of traffic upon the public streets including the alleviation of traffic congestion, and the cost of super- vising, regulating and inspecting the parking of vehicles in the park- ing meter zones created hereby, and to cover the cost of the Purchase, supervision, protection, inspection, installation, operation, mainte- nance, control, and use of the parking meters installed therein, and the fund created thereby shall be devoted exclusively to those pu~poaes. Section 14. Constitutionality of Ordinance. This ordinance, ao far as consistent therewith, shall be deemed to be in addition and supplementary to, Sd not in conflict with nor a repeal of prior or existing ordinances of this city, but shall be an additional provision for the regulation of traffic and parking in the p~rking meter zones provided for herein. Section 15. If any section, part of section, sentence, clause, or phrase of this ordinance shall be held to be unconstitutional or invalid, the remaining provisions hereof shall nevertheless remain in full force and effect. ~eetian 16. This ordinance shall be published once in "The Enterprise", a weekly newsDaper of generaI circulation, printed and published in the City of South San Francisco. Said City Council hereby declares that traffic congestion has resulted from inadequate parking control and that it is urgent that this ordinance shall be- come effective on its adoption, in order to alleviate traffic con- gestian and to make traffic safer. For this reason, said ordinance shall take effect and be in force upon the date of its adoption.
