"Countdown to Disaster", Gulf Coast Rescue Operation, Recognition of Firefighters - Fire Chief Phil White gave a visual presentation on Hurricane Katrina that struck the Gulf Coast on August 29, and an overview of the Fire Department personnel who assisted in the rescue efforts as part of the FEMA Urb,m Search and Rescue Task Force 3 deployment to Louisiana. Mayor Green presented certificates of Recognition to Paramedic Firefighters Ken Wilkerson, Rich Porcelli and Tom Carson, Fire Captains Steve Mann, Chris Campagna and Tom Azzopardi, and Chief White. Captain Jess Magallanes and Paramedic Firefighter Rick Root were: not present. · Halloween Safety - Paramedic Firefighter Jason Kruljac provided costume safety tips and Police Chief Mark Raffaelli provided information on precautions to take while trick- or-treating. Councilwoman Matsumoto suggested the Police Department's non- emergency contact number be added to the City's webpage on Halloween Safety. . Halloween Extravaganza, Saturday, October 29,2005 - Recreation & Community Services Supervisor Elaine Porter gave a visual overview of the annual event, highlighting the activities and scheduled entertainment. . Update on North Peninsula Neighborhood Services Center, Inc. - Ms. Karla Molina, Executive Director, gave a visual presentation and provided information on the accomplishments of its social services program for low-income residents and upcoming community assistance programs. AGENDA REVIEW City Manager Nagel requested that Item 3 under Items from Council be removed. PUBLIC COMMENTS None. ITEMS FROM COUNCIL . Announcements · Committee Reports · Re-Appointment of Mr. Raymond Honan to San Mateo County Mosquito Abatement District, term ending December 31, 2009 (Item removed from Agenda.) Councilmembers reported on attendance at community and regional events, announced upcoming events and fundraisers, and acknowledged members ofthe community for their contributions. Councilman Gonzalez announced the opening of the new Veterans Administration's San Bruno Outpatient Clinic at lOOl Sneath Lane, 3rd floor. Mayor Pro Tern Fernekes reported on the Terrabay Phase III subcommittee meeting (Matsumoto/Fernekes) held with staff, Myers Development, and Planning Commission members Teglia, Zemke and Prouty. He stated that Myers Development will soon be going forward with their proposal to the Planning Commission. He further reported that the Orange Park recreation building subcommittee (Matsumoto/Fernekes) met with Parks and Recreation Commission members Greenwald and Bush, and finer details of the recreation center are being prepared. Councilwoman Matsumoto asked that staff report back to Council on preparing a construction and demolition ordinance that includes fly ash and aggregate concrete. She asked that staff report back to Council on the number of disabled employees on City staff and the methods of outreach to the community. She directed staff to work on an agreement with both Lowe's and Home Depot regarding local hiring requirements. Councilman Garbarino asked City Attorney Mattas to clarify criteria for denying a development permit, the legal ramifications and consequences as there are misconceptions about what the Council can legally do. City Attorney Mattas responded that case law states that if a project is consistent with all City regulations and policies it should be considered favorably; if improperly denied the City can be sued for monetary damages. Mayor Green requested the meeting be adjourned in memory of Patrick Sullivan, former police detective. CONSENT CALENDAR 1. Motion to approve the minutes of October 5 and 12, 2005 2. Motion to confirm expense claims of October 26,2005 in the amount of$1,526,267.03 REGULAR CITY COUNCIL MEETING MINUTES OCTOBER 26, 2005 PAGE 2 3. Resolution No. l12-2005, authorizing an amendment to 2005/2006 Capital Improvement Program (CIP) budget and approving the: funding for Sewer Line Rehabilitation Project and awarding contract to Pacific Liners in an amount not to exceed $65,000 4. Resolution No. 113-2005, awarding contract to G. Bortolotto and Co., Inc. for North Canal Street Resurfacing Project in the amount of $279,475.39 Motion-Fernekes/Second-Garbarino: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. LEGISLATIVE BUSINESS 5. Waive reading and introduce an ordinance amending SSFMC Chapter 9.04, Animal Licensing and Control Staff report presented by Police Chief Raffaelli. Mrs. Mildred Angeles, resident, discussed the recent attack her dog sustained by a neighborhood dog. She suggested that all police cars have leashes on hand to give to violators who have their dogs off-leash. She stated support for the ordinance. Councilmembers questioned the process for letting the public know about the ordinance and it was suggested that an article be included in the City's citywide newsletter. Councilwoman Matsumoto asked that the ordinance be compared to Foster City's to see ifthere are any areas that we did not address. Staff stated that if further strengthening is required the ordinance can be amended. Motion-Fernekes/Second-Gonzalez: To waive reading and introduce an ordinance contrasting and amending certain sections of Chapter 9.04 of Title 9 of the South San Francisco Municipal Code. Unanimously approved by voice vote. COUNCIL COMMUNITY FORUM ADJOURNMENT Being no further business, Mayor Green adjourned the meeting in memory of Patrick Sullivan at 9:06 p.m. Submitted by: ~ .
