CALL TO ORDER 10:00 a.m. ROLL CALL Participating Remotely: Councilmembers Matsumoto, Nagales, and Nicolas, Vice Mayor Addiego, and Mayor Garbarino. PUBLIC COMMENTS — comments are limited to items on the Special Meeting Agenda. None. PUBLIC HEARING 1. Report regarding public hearing to hear public comments on Citizen Participation Plan for the Community Development Block Grant Program and resolution authorizing the submission of the plan. (Kris Romasanta, Community Development Coordinator) Public Hearing opened: 10: 01 a.m. Community Development Coordinator Romasanta presented the report and provided an overview of the citizen participation plan and amendments. The plan provides public access to information with adequate public noticing, accessible location, and population with unique needs. She provided an overview of the city's Citizen Participation Plan public comment and public hearing period. The purpose of the amendments is to include language that allows the city to have a modified public participation process in times of an emergency. Under Extenuating Circumstances and or declaration of a state of emergency, the city will provide reasonable notice and opportunity to comment with a 5 -day comment period, electronic notification and posting on the city's website, and information on how to access a virtual meeting if in-person public meetings are not allowed. Public Hearing closed: 10: 07 a.m. Mayor Garbarino inquired about the potential impact of the noticing change from 30 -days to 5 -days. He expressed his concern with virtual meetings and requested clarification on how members of the community without computer access could participate. Community Development Coordinator Romasanta indicated that the members of the public without computer access could submit their comments to the City Clerk's office via phone or email. I a. Resolution No. 63-2020 approving amendments to the Citizen Participation Plan for the City of South San Francisco's Community Development Block Grant Program and authorizing its submittal to the U.S. Department of Housing and Urban Development, and authorizing the City Manager to execute necessary documents to comply with the regulations. Motion — Councilmember Nicolas/Second—Councilmember Nagales: To approve Resolution No. 63-2020, by roll call vote: AYES: Councilmembers Matsumoto, Nagales and Nicolas, Vice Mayor Addiego and Mayor Garbarino; NAYS: None; ABSENT: None; ABSTAIN: None.
