Box 711 (City Hall, 400 Grand Avenue) South San Francisco, CA Enactment Number: RES 98-2020 RESOLUTION IN SUPPORT OF ASSEMBLY BILL 2054 AND AUTHORIZING THE MAYOR TO SEND A LETTER REFLECTING THE CITY'S POSITION TO THE STATE LEGISLATURE. WHEREAS, Assembly Bill 2054 establishes the Community Response Initiative to Strengthen Emergency Systems (CRISIS) Act for the purpose of creating, implementing and evaluating the CRISIS Act Grant Pilot Program; and WHEREAS, there is a need to create alternatives to law enforcement and expand innovative approaches to emergencies and have established programs do so in school districts, cities, and counties throughout the state; and WHEREAS, alternative approaches to law enforcement have strengthened the response to emergencies by deepening impact, preventing violence, deescalating volatile situations, protecting property and the environment, reducing law enforcement use of force, and ensuring the health and safety of communities while saving money by decreasing calls for service; and WHEREAS, Assembly Bill 2054 seeks to create a state policy framework and budget request to support these innovative approaches; and WHEREAS, Assembly Bill 2054 promotes community based responses to local emergency situations, including, but not limited to public health crisis, people experiencing homelessness, mental health crisis, intimate partner violence, community violence, substance use, and natural disasters; and WHEREAS, the CRISIS Act Grant Pilot Program is funded under the State's general fund and administered by the Governor's Office of Emergency Services; and WHEREAS, support of Assembly Bill 2054 meets the strategic goals of providing a diverse and high quality of life for residents of the City of South San Francisco. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco, with the concurrence of the Mayor that, by the adoption of this Resolution, the City Council hereby supports Assembly Bill 2054. BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco that, by the adoption of this Resolution, the Mayor is hereby authorized to send a letter to the state legislature reflecting the City's position consistent with those expressed in this resolution.
