RESOLUTION APPROVING A SERVICE
AGREEMENT WITH CALIFORNIA WATER SERVICE
(CAL WATER) OF SAN MATEO, CALIFORNIA FOR
THE POLICE OPERATIONS & 911 DISPATCH
CENTER PROJECT (PF2003) IN AN AMOUNT NOT
TO EXCEED $218,226.24 AND AUTHORIZING THE
CITY MANAGER TO EXECUTE THE AGREEMENT.
WHEREAS, California Water Services (Cal Water) provides water services to residents and businesses
within this area of the City of South San Francisco;
WHEREAS, California Water Services provided cost estimate to provide and install new water services
to the Police Operations & 911 Dispatch Center which will be coordinated with current general
contractor actively working on building construction;
WHEREAS, new services will include: fire water service, domestic water service, and irrigation water
service in locations and quantities as noted within Police Operations & 911 Dispatch Center permitted
documents;
WHEREAS, Cal Water will complete standard installation and will retain ownership of typical fire
service, domestic service, and irrigation service which is limited to the tee, gate valve, and pipe
necessary to reach the customer's street right of way property line. Applicant will install and own the
balance of facilities located beyond the street right of way line on the customer's property.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that
the City Council hereby approves a service agreement, attached herewith as Exhibit A, with California
Water Service of San Mateo, California in an amount not to exceed $218,226.24, conditioned on the
appropriate installation of services as required for the Police Operations & 911 Dispatch Center and its
timely execution of the services agreement and submission of all required documents, including but not
limited to, certificates of insurance and endorsements, in accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the agreement and
any other related documents on behalf of the City upon timely submission by California Water Service
signed contract and all other documents, subject to approval as to form by the City Attorney.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take any other required

actions consistent with the intent of this resolution that do not materially increase the City's obligations.
At a meeting of the City Council on 8/12/2020, a motion was made by Vice Mayor Addiego, seconded by
Councilmember Nagales, that this Resolution be approved. The motion passed.

Dear Mr. McDonnell,
Listed below is the estimated cost to install a 6" fire service, fire hydrant, 2" irrigation
service, 4" domestic service with 3" meter, abandon existing 8" fire service, and 2"
domestic service at the new SSF Police Station located at 900 Antoinette Lane in South
San Francisco. The total deposit due below is required prior to installation of the services.
Note that we do not order materials until payment is received. Once payment is received,
please allow 4 to 6 weeks for installation.
Upon completion of the work, adjustment will be made for any difference between the
estimated cost (amount deposited) and the actual cost. If the actual cost is less than the
amount deposited, the difference will be refunded to the applicant. If the actual cost is
more than the amount deposited, the applicant will be invoiced for the difference.
Our standard installation and ownership of a typical fire service, domestic service, and
irrigation service shall be limited to the tee, gate valve, and pipe necessary to reach the
customer's street right of way property line. Applicant will install and own the balance of
facilities located beyond the street right of way line on the customer's property.
If boosting of water is to be performed by means of a pump of any kind, the pump shall
not be connected to any pipe directly connected to our service line. Such pumping or
boosting of pressure shall be performed from a receiving tank in accordance with State
health requirements.
An above ground (DCDA) backflow, prevention device will be required on the fire
service unless there is a fire pump, then a RPDA backflow device will be required. A
RP backflow device will be required on the domestic and irrigation services.
Attached are listing of approved devices and our standard installation drawing.
After the backflow device has been installed, it will need to be inspected by Cal Water
Cross Connection Specialist prior to backfill. Please contact Tim Hoppis or Dave Ramirez
at (650) 558-7800 to schedule for an inspection. The backflow devices will also need to
be tested and results sent to Cal Water.
