CALL TO ORDER Mayor Garbarino called the meeting to order at 7:00 p.m. ROLL CALL City Clerk Govea Acosta called the roll. Everyone listed in roll call participated virtually. The meeting was streamed online and broadcast live on Astound -Channel 26 and Comcast -Channel 27. Participating Remotely: Councilmembers Matsumoto, Nagales, and Nicolas, Vice Mayor Addiego, and Mayor Garbarino. AGENDA REVIEW No changes. ANNOUNCEMENTS FROM STAFF City Manager Futrell informed the community that the city continues to move forward with the City's General Plan with upcoming discussions regarding the Land Use Map. He invited the community to join a meeting and provide input in one of the next series of meetings. The first meeting is scheduled for July 14, 2020, at 6:00 p.m. for more information, visit shapessf.net. He announced that the Linden Complete Streets Project Phase II Community meeting scheduled for Thursday, July 9, 2020, was postponed to August 4, 2020, at 7:00 p.m. to allow more community outreach and neighborhood participation. 1. REMOTE PUBLIC COMMENTS Members of the public wishing to participate were encouraged to submit public comments in writing in advance of the meeting to all-cc@ssfnet 5: 00 p.m. on Wednesday, July 8, 2020. The Council received voluminous comments. The comments were distributed to the Council, uploaded to the website for public viewing, and are part of the record. The Mayor chose to limit the total amount of time for public comments as allowed by the Brown Act. COUNCIL COMMENTS/REQUESTS Councilmember Nicolas congratulated the South San Francisco Sister Cities Committees for their recent award as the 2020 "International Best Overall Program Award" by the Sister Cities International. She shared the benefits that the 2020 Census could bring to the city and encouraged residents to participate. She requested a review of the 5 -year Pavement Plan, and City Manager Futrell will follow-up with a memo to Council. Councilmember Nagales participated in the South City Emergency Relief "Drive -Through" Food Distribution event and requested an update on future distributions. City Manager Futrell indicated that staff would continue to work with Second Harvest Food Bank to identify a location and a future date. Councilmember Nagales requested an analysis of Assembly Bill 2054 (AB2054), including community benefits. City Manager Futrell shared that the League of California Cities took a neutral position and indicated that Townsend & Associates would review the bill and provide information to the Council. Vice Mayor Addiego expressed his sentiment and support of the Black Lives Matter movement and the Change SSF group. He encouraged the Council to consider discussions with the group but expressed his opposition to defunding the Police Department. He discussed the new traffic calming measures installed in the Sunshine Gardens neighborhood and shared community concerns with the aesthetics. He encouraged the Council to visit the area before moving forward with a new neighborhood, given the numerous concerns he received from community members. Principal Engineer Ruble provided an overview of the city's Traffic Calming Improvements. Vice Mayor Addiego discussed the increased use of illegal fireworks during the 4th of July holiday. He suggested working with staff to develop a strategy to address next year's event. Mayor Garbarino read into the record a statement informing the community that the city would be forming the South San Francisco Mayor's Commission on Racial and Social Equity to advance equity in the city proactively. The committee will consist of 12 members, including the South San Francisco Unified Board of Trustees with Councilmember Nicolas as Chair and Councilmember Nagales. Vice Mayor Addiego and Councilmember Matsumoto will be submitting their candidate recommendations to the committee. He discussed Senator Wiener's proposed Assembly Bill 902 (AB 902) and the possible impacts on the city. Councilmember Matsumoto provided an update on SamTrans and Caltrain ridership. She and Councilmember Nagales attended the School District Liaison Standing Committee, and she shared upcoming school changes and requested information on Paradise Valley and YMCA childcare services. She shared community concerns about traffic impacts on El Camino Real at Westborough and Orange Avenue due to improper work zone traffic control. She requested Public Works staff to review the worksites and provide an update on the Gellert/Westborough pedestrian crossing on the east side of the intersection. Councilmember Matsumoto requested an update on the Irish Green Improvement project. She suggested adding summer programs to the city's website for both the Parks and Recreation Department and the Library. She requested to adjourn in memory of U.S. Army soldiers Vanessa Guillen and Gregory Morales. REGULAR CITY COUNCIL MEETING JULY 8, 2020 MINUTES PAGE 2 CONSENT CALENDAR The City Clerk duly read the Consent Calendar, after which Council voted and engaged in discussion of specific item as follows: 2. Motion to approve the Minutes for the meeting of June 9, 2020. 3. Report regarding Ordinance No. 1602-2020 approving a First Amendment to the Development Agreement (DAA20-0001) between the City of South San Francisco and Bayside Area Development, LLC for a Research and Development and Office Project at 328 Roebling Road. (Billy Gross, Senior Planner) Motion—Vice Mayor Addiego/Second—Councilmember Nicolas: to approve Consent Calendar items 2-3, by roll call vote: AYES: Councilmembers Matsumoto, Nagales and Nicolas, Vice Mayor Addiego and Mayor Garbarino; NAYS: None; ABSENT: None; ABSTAIN: None. ADMINISTRATIVE BUSINESS 4. Report regarding implementation of an outdoor dining pilot program in the City of South San Francisco to enhance restaurant and business recovery during COVID-19. (Christopher Espiritu, Senior Planner and Sailesh Mehra, Planning Manager) Senior Planner Espiritu presented the report and indicated that staff considered the feedback received from the City Council on June 10, 2020. The Council was not supportive of closing or restricting vehicular travel on Grand Avenue, given the potential for effects on residents, rerouting of existing transit services, and other concerns. Council directed City Staff to explore and develop a `Restricted Parking' option on Grand Avenue, which enables outdoor dining on the public right-of- way, and became the preferred option for implementing the Shared Streets Pilot Program in the City. Subsequently, on June 17, 2020, the San Mateo County Health Officer and the County Health Department announced revised orders to align with State Health Orders allowing for the continued re -opening of businesses, provided that gatherings are not to exceed 50 people, allow for social bubbles, adherence to social distancing requirements, face covering requirements, and requirements for businesses to implement a social distancing protocol and written health and safety plans. Staff determined that an outdoor dining program could be implemented as a separate effort from the Shared Streets Pilot Program in residential neighborhoods throughout the City. Similar to Council's previous concerns regarding potential effects of restricting vehicular traffic along Grand Avenue, restaurants and businesses surveyed by staff and the SSF Chamber also noted that restricting vehicles on Grand Avenue would be detrimental to restaurants and businesses that have pivoted to take-out and delivery services only. City Staff was cognizant of these concerns and determined that implementation of the Outdoor Dining Pilot Program would be an "opt -in" only program, instead of an implementation spanning entire blocks in the Downtown. As part of the Program, the City would install temporary and removable barriers along parking spaces fronting the participating restaurant. The restaurant would then be able to place tables and chairs, or other equipment (depending on specific needs), for use by patrons of that restaurant only. The street would remain open to vehicles and parking would be repurposed for outdoor dining. REGULAR CITY COUNCIL MEETING JULY 8, 2020 MINUTES PAGE 3 This project presents an opportunity to reduce the speed limit on the street using available traffic calming devices such as temporary speed limit signs and portable speed tables (speed humps) that could be installed prior to approval of the outdoor dining application. By providing additional space on the right-of-way, restaurants are able to accommodate a greater number of customers while remaining in compliance with County Health Orders regarding social distance. Councilmember Matsumoto inquired about the parking and the city's maintenance responsibility. Senior Planner Espiritu indicated that participating restaurants would be encouraged to add barriers and maintain their areas clean. Planning Manager Mehra stated that staff would work with restaurants to designate parking stalls for pickup and delivery services. The Parking Place Commission will review the project for feedback. Councilmember Nicolas inquired about the $35k cost and the number of restaurants that would benefit from this funding. Senior Planner Espiritu indicated that the program would benefit approximately ten restaurants that have expressed interest. Staff continues to ensure that the program is fiscally prudent with a sufficient number of participating restaurants before implementation. SSF Chamber of Commerce CEO, Liza Normandy, thanked Council for their support and the staff for their work and dedication. She expressed her support of the program and provided an overview of the process and efforts taken to encourage participation. Mayor Garbarino inquired about the use of barricades and their placement. Planning Manager Mehra indicated that barricades were optional and provided an overview of the cost. Vice Mayor Addiego inquired if staff reached out to other cities that have implemented such programs to learn from their experiences. Senior Planner Espiritu indicated that the team reached out and shared other cities learned lessons. Planning Manager Mehra stated that staff would remain actively engaged with the business community and make adjustments as needed. Councilmember Matsumoto expressed her concern about installing speed bumps that may affect buses and emergency response units. She also suggested that Code Enforcement utilize this opportunity to ensure compliance with the City's signage ordinance. Planning Manager Mehra indicated that staff would work on enforcement efforts while reviewing applications to ensure businesses comply with the City's sign ordinance. The team will continue to ensure that businesses and patrons have a pleasant downtown dining experience. Economic and Community Development Director Greenwood provided an overview of the $35k funding request and indicated that the cost estimates seven barriers per restaurant (70 barriers - $20k). They will be able to help between 10 and 12 restaurants, dependent on the program's success.
