San Francisco was held on Wednesday March 6, 1946 at 8 P. M. Present: Mr. A. Rocca, in the Chair. Messrs: D.W. Duncan, J. DeNardi, A. J. Eschelbach, A. J .Wel te, Adolph Sani, J. G. Walker from the Planning Cormnission. Mayor P.W. Holston, Councilmen Anderson and Elder, J. W. Coleberd City AttorneYt and surveyor Mark Larwood from the City Coneil. Also Mr. McClurig from Enterprise Press. The minutes of the meeting of the Planning Commission of February 6, 1946 were read and approved. Mr. Rocca said theJoint meeting had been called to discuss plans for the furture re- zoning of South San Francisco with a view of arriving at the different types of buildings and businesses to be permitted in the various parts of the town, and said he was of the opinion it would be advisable to get some outside planing engineer to make a thorough study of South San Francisco before the Commission goes into too much detail He stated that he had talked this over with member of the Planning Commision and also officials of the City Council and they were of the same opinion. He also stated Mr. Mark Larwood was preparing a new map of the City of So. San Fr~cisco which would be completed very soon. Mayor Holston said he was in full agreernent wi th Mr. Rocca. Ci ty Attorney Coleberd takled at leng~h on the preposed changes in the zoning. It was the coneensus of opinion of all present that an outside Planning Engineer should be employed to maker a thorough survey of the City, and it was regularly moved, seconded, and carried unanimously that Mr. Ronald Campbell be invited to meet with the City Council at their adjourned meeting to be held Tuesday March 12th at 8 P.M. Secretary ordered to invite Mr. Campbell to meet with the Broad on that date. Mr. Larwood said he would personally see that Mr. Campbell would be present. Mr. Rocca read a letter he had received from ~~. Hepudwig regardingPon~y Ring near El Camino .Heal within the City limits. It was decided that no favorable action could could be taken on the proposed Pony Ring. Mr. Rocca said he would so notify Mr. Hepudwig. The Plans which were submitted to and approved by the Planning Commission on Januar: 25th 1946. as shown on five separate maps. Numbered No.1, 2, 4, 4, and 5, came up again for further action, but as thereS8emedf;d to be no defini te understanding on the question as to what constituted Light Industry, after discussion pro & con. It was re- eomrnended by M:f:\. Duncan and seconded by lVir. DeNardi, that Messrs; Rocca, Mr. Eschel bach, Wl and Coleberd be appointed as specie.l CODLmi ttee to thrash out what consti tutes Light Industry --carried unanmously. City Hall, South San Francisco March 13, 1946 A special meeting of the South City Planning ~ommission was held on Wednesday March 13, 1946 at 7:30 P.M. Present: Mr. Andrew Rocca, in the chair--Messrs: D. W. Duncan, A. J. Welte, E. Kauffmann, A. Sani, of the Planning Commission. Mr. J. W. Coleberd, City Attorney. & Messrs: Walter Hahn & Campbell, Expert Planning ];ngineers. and ~r. MeHahn of the Enterprise Press. The minutes of the meeting of March 6, 1946 were read and approved. This IDeeting was especially called to approve Resolutions drawn by Mr. Coleberd, and entitled" A resolution of the Ciy Planning Commission of the City of South San Francisco setting forth its final report relative to proposed re-zoning of certain areas of land in the City of South San Francisco". Copy of resolution is attachei hereto.. The secretary read the resolution in full, and after consideration by the Planning Commission it was recommended by Mr. E. J. Kauffmann, seconded by Mr. A. J. Welte, and carried unanmously that the resolution as read be approved. Mr. Rocca introduced Mr. Walter Hahn and ~..1r.. Campbell, Planning Engineers.. Mr. Hahn spoke at length on Planning, and planning probl~ns in Cities simalar to South San Francisco and also answered many questions pertainingto planning matters and made quite a number of suggestions which will be of benefit to the members in future study of South San Francisco re-zoning Mr. Carrlpbell said he would like to know what the special in South San Francisco were, so they would have some idea what would be needed and help them in their figuring. Parking Meters After listening with deep interest to Mr. Hahn's explanation of Parking Meters in other cities it wasregularing moved by Mr. E. J. Kauffmann, seconded by Mr. Duncan and carried unanrnously that $he Commission recommend to the City Council that the city serious thought to the establishing and installing of Parking Meters in the City of South San Francisco. Buri Buri Homes Incorporated A letter was read from City Olerk Dan Hyland enclosing letter from Mr. Simpson, Vice.... President and Manager of Buri Buri Homes, Inco., attaehing lot plot plan of Rancho Buri Buri, on which delineated in red are those lots which are contemplated to be zoned for business, as follows: Lots 1 to 8 in block 1, inclusive. Lots 19 to 23 inclusive in block 2. Lot 16 in block 11, and All of Parcel A, as shown in red on map. Mr. Simpson presented a large scale map and a very well laid out colored drElwing or sketch showing the proposed business district, giving layout in detail, as designed and drawn by Mr. J"ones, thus giving the members of the Planning Uonmission a complete under.... standing of what the business district will look like, when completed. Mr. Simpson and Mr. Jones outlined very thoroughly and clearly just what they wanted and what they proposedto do, if it met with approval of the Planning COIDrrlission. After thorough discussion, it was moved by Mr. Kauffmann, seconded by Mr. Welte and carried unanimously, that the plans as submitted be approved and the district recorr~ended for re- zoning into business, prov~ded that all proposed buildings comply with the building regu- lations, as well as the fire restrictions of South San Francisco, and that plans of buildings to be erected be submitted to the Planning Uommission and iJity Council for their approval. Secondary tiighwey--Buri Buri The question of a Secondary highway being provided sothat residents of this sub-division and connecting sub-divisions be enabled to get to and rom the proposed shopping district without going across the El Camino highway by crossing the lower portion of the CaliforniA Golf Club's property at a point near the EICamino highway. 1~is was agreed to by Mr. Simp- son, and he said he would get in touch with Mr. Williams of the AmericemsHomes, and others, also with the California Golf Ulub officials as to a right of way over their property. Service Station Grand Avenue Br.. uJv1ission Hoed rx'his matter was discussed pro and con, and as the Commission feels that spot zoning is not for the best interest of the town no action for re-zoning was taken, but the applicants Ratto &. Thomasi were asked to see the property owners of the adja.cent property to location desired by them for service station, and to get an expression from the owners as to how they felt about their property being re-zoned for business. It was also bfought up that if this property and adjoining property, wes to be re-zoned, it would naturally increase the tax assessment on same, as business property always takes a higher value than residential property on assessment rolls. Wel te, A. .J. ..h;sche1bach, it was felt that parking meters should not be installed until after Grand Avenue had been widened. _ It being the consensus of opinion that this would be better procedure. The Chairman appointed a Oomrndttee consisting of E. P. Kauffmann>> A. Sani, and Silvia Nieri to study the question of widening, and also to intervie~ property owners on Grand Avenue to how they felt about widening of same. It was regularly moved by Mr. E. P. Kauffmann, seconded by Mr. S. K. Robbins, and carried unanimously that the Commission approve the installation of parking meters, but recommend that same be laid over until such time as theOilmmittee appointed by Mr. Rocca widening of Grand Avenue, and also to give them time to study the chances of g@tting the work done, bearing in mind the lack of the necessary materials and priorities needed for same. Also Mr. Daniel Daly, South San Francisco contractor. The reading of the minutes of the last meeting was dispensed wi tho South S~ Francisco--Unified School District A letter was read from Mr J. C. Cherry, District Superintendent South San Francisco Unified School district advising the Planning Cornmission ttlat in accordance with Education Code 18403, that the South San Francisco Unified School District intends to purchase a new high school site located adjacent to El Camino Real highway south of Orange Avenue. This property has been termed the "lower site" in previous diliberations and consists of 25 to35 acres. The district likewise intends to acquire the 3 acres belonging to Mr. A. J.Wheeler, which is party of this tract. M"ter investigation and consideration, it was regularly moved by Mr. E. I'.. .Kauffmann, seconded by Mr. s. .R:. Robbim., and carried unanimously that the Pl~nning Commission approve of the proposed action of the South San Francisco High School District to buy the land as described in their letter of .August 13, 1946, and Secretary was instnucted to so notify . After further consideration, it was regularly moved, seconded and carried, that if the City Council sees fit to re-zone this sectionof the the from residential to business, that it should confine the re-zoning to a8 small and area as possi bl e until such time as the Planning Experts (to be appointed) have made a survey of the town and presented their recommendation to the Council. The Planning Commission still feels that "Spot" zoning is not for the best interests of the town. -----~---.~--------- Mr. Daly addressed the Planning Comrrdssion and asked permission to build homes on a parcel of ground 140 feet North West of Chestnut Ave. having a frontage on Commercial Avenue of 286 feet (100 feet in depth), this giving Mr. Daly approximately 7 lots 40 feet wide. This land is not sub-divided and there are no street improvements or sewers at sent in this section. The Planning Commission feels that this is a matter for the Building Inspector to pass on, and advised ~r. Daly thrash out details with him. This land is in e residential district and really does not need the approval of the Commission. The improvements will have to be made by either Mr. or the purchasers of homes to be built.
