4. Interview applicants for San Mateo County Mosquito Abatement District
The following applicants were interviewed by Council (questions on file in the City Clerk's
office):
. Raymond S. Honan
. Christopher C. Hildreth
5. Discussion/Appointment to San Mateo County Mosquito Abatement District
Council voted by ballot with the following result:
. Ray Honan appointed to serve a four year term on the Mosquito Abatement District,
term expiring December 31, 2009.
Motion-Femekes/Second-Garbarino: To appoint Ray Honan to the San Mateo County
Mosquito Abatement District, term expiring December 31, 2009. Approved by voice vote.
6. Study Session: 2005-06 Redevelopment Bond Sale Project Priorities
Staff report presented by City Manager Nagel. He asked for a consensus from Council to
move forward with bond document preparation and the anticipated selling of bonds in
February 2006. He indicated that there was an increase to the fire training tower and
classroom building from $1.9 million to $2.6 million.
Councilmembers discussed with staff the strategy for the capital projects items prioritized
for the 2005-2006 bond sale as opposed to the capital projects scheduled for 2006-07, and
later.
A lengthy discussion ensued regarding the inclusion of the fire training tower and
classroom in the first bond issuance.
Councilwoman Matsumoto stated she could not support the list as recommended due to
budget cuts and current-staffing levels. She stated that in the first bond sale she wanted the
type of projects that would have a greater impact on the community and would support the
fire training tower and classroom later on.
Councilmember Garbarino stated support for including the training tower and classroom in
the first bond sale based on the cost factor, which he rationalized would escalate by the
time the next bond sale was held.
Fire Chief White addressed the need of the tower and classroom, and the potential income
that would be generated. He stated that the current training tower at Central Fire Station is
adequate, but it is not a fire training tower and the only one in the area is located in
Modesto, therefore having one locally will generate revenue.
Mayor Green stated his support for the inclusion of the fire training tower and classroom in
the February bond sale. He reasoned that the City did not piecemeal other capital
improvement projects, e.g., corporation yard and police department.
Mayor Pro Tern Fernekes concurred with Mayor Green and addressed the advantages that a
state of the art facility will have for the City and the potential revenue it will bring.
Councilman Gonzalez stated the information that was provided by staff helped to make his
decision to support the inclusion of the items in the Febmary bond sale. He stated that
procrastinating would only increase construction costs and that he agreed with the potential
revenue that will be realized.
Hearing consensus from a majority of the Council to move forward with the list for the first
bond sale, City Manager Nagel stated that Mayor Green has requested a special meeting on
November 30 to take formal action on the fire tower and classroom.
