Pass Assistant Planner William A. Timmons Planning Aide Surendra N. Amin MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of February 26, 1973. Commissioner Hale moved that the minutes of the regular meeting of the South San Francisco Planning Commission of February 26, 1973 be approved. The motion was seconded by Vice Chairman Gamma and was passed by the following roll call vote: AYES: Vice Chairman Gamma, Commissioners Hale., Mullin, Slade and Chairman Raffaelli NOES: None ABSTAINING: Commissioner Mathewson ABSENT: Commissioner Lazzari ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Raffaelli announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but obj ected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "offll for the duration of the time that he is speak- ing or is heard. - 3099 - UP"" 240 March 12, 1973 UP-240, use-permit request of the Open Road Recreational Vehicle Company to locate a 300 square-foot, appurtenant sign at the northwesterly corner of Produce Avenue and Terminal Court, in the M-2-H District. Secretary Pass read the following report and letters into the record Report and recommendation of City Planner Daniel M. Pass llThe Office of the City Planner respectfully recommends that the Planning Commission adopt the "findings" and action embodied in the attached, tentative Official Action Report . FINDINGS: "1. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will be detrimental or injurious to property and improve- ments in the neighborhood or the general welfare of the city. 2. The approval of requested use permit does not meet the requirements of Section 6.23 of the Zoning Ordinance. 3. The proposed llbillboard-size" sign would augment the "sign jungle" on the periphery of the Baysltore Freeway, and would further erode the amenity and aesthetic quality of South San Francisco's principal gateway 4. The proposed sign would be inconsistent with the Planning Commission1s continuing effort to promote the orderly growth of this municipality's industrial precincts." Opponents: None - 3100 UP-240, continued March 12, 1973 Stanley Hellar stated that there was an existing pylon sign that measured more than 500 sq. ft, in area. He further stated that the applicant is using the same pylon and reducing the sign area to 300 sq. ft. Secretary Pass stated that the previous pylon sign was erected before the present sign ordinance was adopted. He further stated that a sign in excess of 100 sq. ft. is permitted subject to securing a use permit. He suggested that two separate signs of 90 sq. ft, can be permitted in place of the proposed 300 sq. ft. sign. Considerable discussion ensued regarding the proposed sign. At the conclu- sion of its consideration, ChaiTlllan Raffaelli asked the Commission for a motion. Vice Chairman Gamma moved that the Planning Commission adopt the findings and conditions, as set forth in the preliminary Official Action Report, and approve UP-240 upon the condition that the proposed appurtenant sign shall not exceed 150 sq. ft. in area and 55' in height and the applicant comply with the submitted requirements of the City's reporting department heads. The motion was seconded by Commissioner Hale and was passed by the following roll call vote. AYES: Vice Chairman Gamma, Commissioners Hale, Mathewson, Mullin, Slade, and Chairman Raffaelli NOES: None ABSENT: Commissioner Lazzari The Director of Ecological Development's proposed Extension of Eucalyptus Avenue to Tennis Drive, and tILe Orange Memorial Park-Corporation Yard Compl ex for the purposes of emergen'cy ingress and egress only. (Continued from February 13, 1973) Secretary Pass read the following. Interoffice Memorandum, dated February 12, 1973 into the record. 1. The Director of Ecological Development's proposal for the extension of Eucalyptus Avenue to Tennis Drive was considered by the Planning Com~ mission on January 8, 1973 After hearing the arguments for and against the said proposal, and after accepting the 53-name petition in protest thereto, the Commission found that the proposed projection of Eucalyptus Avenue would be inconsistent with the General Plan of the City of South San Francisco, 2. The Commission then requested that the Ecological Development Depart- ment, with the assistance of the City Planner, prepare al ternati ve solutions to the Orange Memorial Park-Corporation Yard traffic problem, and submit the said solutions to the Commissioners at a study session. 3101 - Proposed Extension of Eucalyptus Ave. 3 etc. Continued March 12" 1973 3. The instant proposal was placed on the agenda of the Commission's regular meeting of February 13, 1973, pursuant to the instructions of Ecological Development Director Fred W. Hull. This proposal was not prepared with the assistance of the Office of the City Planner. 4. While the instant proposal and the proposal considered by the Planning Commission on January 8, 1973 are similar, in that both call for the extension of Eucalyptus Avenue to Tennis Drive, they are not congruent. The instant proposal would limit the flow of vehiqllar traffic on Eucalyptus Avenue, between Circle Court and Tennis Drive, to periods of emergency. 5. The Planning Office does not challenge the circulatory, corporate, or emergency-service value of Director Hull's plan for the Extension of Eucalyptus Avenue. The Office predicates its position solely upon land-use planning principles, and therefore must continue its opposi- tion to any proposal which would tend to divert motor-vehicle traffic onto Circle Court. Such diversion, even for emergency purposes, could jeopardize the order and stability of the Circle Court Single-Family Residential District, and impair the enjoyment of property owners therein. Recommendation: The City Planner respectfully recommends that the Planning Commission find that the Director of Ecological Development's proposed extension of Eucalyptus Avenue, even for emergency purposes, would not be consonant with the order and stability of the Circle Court area. He further stated that a chain link fence with a lock will be provided. Residents in the neighborhood expressed their concern over the increase of traffic in the area. They further stated that they were concerned as to what guarantee they would have that the gate will be closed after an emergency is over. - 3102 - Proposed Extension of Eucalyptus Ave., etc. Continued March 12., 1973 At the conslusion of its consideration of the proposed extension of Eucalyptus Avenue to Tennis Drive for emergency purposes only, Chairman Raffaelli asked the Commission for a motion. Commissioner Mullin moved that the Planning Commission approve the proposed extension of Eucalyptus Avenue, for declared emergency purposes only. This endorsement to be conditioned upon the Director of Ecological Development's acceptance of the responsibility for the immediate closure of the gates after each declared emergency. The motion was seconded by Commiss ioner Hale and was passed by the following roll call vote: AYES: Commissioners Hale., Mathewson, Mullin and Slade NOES: Chairman Raffaelli and Vice Chairman Gamma ABSENT: Commissioner Lazzari The Commission also urged the Director of Ecological Development to rapidly prepare al ternati ve solutions to the Orange Memorial Park-Corporation Yard traffic problem, and to submit these solutions to the Commission at a study s ess ion There being nothing further to be considered under Good and Welfare., and there being no further communications or other matters of interest for the Planning Commission, Chairman Raffaelli announced that the next regular meeting of the South San Francisco Planning Commission would be held on March 26, 1973, at 8:00 p.m. in the Council dLambers of City Hall, South San Francisco, California.
