RESOLUTION AUTHORIZING THE ACCEPTANCE
OF $4,003 IN GRANT FUNDING FOR FISCAL YEAR
2020-21 FROM THE QUALITY IMPROVEMENT
GRANT FROM QUALITY COUNTS SAN MATEO
COUNTY FOR THE BIG LIFT LITTLE STEPS
PRESCHOOL AT THE COMMUNITY LEARNING
CENTER, AND AMENDING THE PARKS AND
RECREATION DEPARTMENT'S FISCAL YEAR
2020-21 OPERATING BUDGET PURSUANT TO
BUDGET AMENDMENT #21.026.
WHEREAS, the Big Lift initiative, a collaborative led by the Silicon Valley Community
Foundation, the San Mateo County Office of Education and the County of San Mateo, aims to close the
achievement gap and improve third-grade reading proficiency in San Mateo County by supporting
preschools and reading readiness activities; and
WHEREAS, the City of South San Francisco's (City) Little Steps Preschool is funded by the Big
Lift grant from the Silicon Valley Community Foundation; and
WHEREAS, the San Mateo County Quality Rating and Improvement System (QRIS) represents a
partnership between the San Mateo County Office of Education (SMCOE), First 5 San Mateo County,
and the Child Care Coordinating Council (4C's) to implement a system to measure and guide quality
improvement in early learning centers and family childcare homes in San Mateo County; and
WHEREAS, QRIS is administered by the San Mateo County Superintendent of Schools (County
Superintendent) and the City has entered into an agreement with the County Superintendent for Little
Steps to participate in the QRIS from July 1, 2020 through June 30, 2023; and
WHEREAS, the Big Lift grant requires that Big Lift preschool classrooms meet and maintain a
Tier 3 or higher rating on the QRIS; and
WHEREAS, the City is eligible for a Quality Improvement Grant from the County Superintendent
in the amount of $4,003 to create and implement an action -oriented quality improvement plan for Little
Steps Preschool in 2020-2021, as described in the grant notification letter attached herewith as Exhibit
A.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco
that the City Council hereby authorizes the acceptance of $4,003 in grant funding for Fiscal Year
2020-21 from the Quality Improvement Grant from Quality Counts San Mateo County for the Big Lift
Little Steps Preschool at the Community Learning Center.

BE IT FURTHER RESOLVED, that the City Council amends the Parks and Recreation
Department's Fiscal Year 2020-21 Operating Budget pursuant to budget amendment #21.026.
BE IT FURTHER RESOLVED, that the City Council hereby authorizes the City to execute the
documents necessary to accept the grant funding and take any other actions necessary to carry out the
intent of this resolution on behalf of the City Council, subject to approval as to form by the City
Attorney.
At a meeting of the City Council on 11/24/2020, a motion was made by Councilmember Nagales,
seconded by Councilmember Nicolas, that this Resolution be approved. The motion passed.

Dear Laura:
I am pleased to announce that your agency is eligible for a Quality Improvement (QI) Grant from Quality Counts
San Mateo County in the amount of $4,003.12. This grant is being awarded because your agency entered into a
QRIS Participation Agreement and your early learning site(s) is/are engaged in quality improvement activities at
Quality Counts San Mateo.
The purpose of this grant is to help your site(s) to create action-oriented quality improvement plans and provide
one-time resources to implement those plans in 2020-2021.
This Quality Improvement Grant is a one-time award. It is NOT the same as the CSPP-QRIS local block grants
awarded to CA State Preschool Programs that achieved Tier 4 or higher on the QRIS.
To receive the grant, we need to receive from you as quickly as possible, but no later than August 25, 2020:
•An invoice using the template provided as a guide . Email it to [email protected].
•A W9 with an electronic signature (currently be accepted electronically). Email it to
[email protected].
After you have submitted the invoice and W9, please submit the following by or before December 31, 2020
1)Create or update a Quality Improvement Plan (QIP) for each of your fully rated site(s). A QRIS coach
will assist your site teams to complete the QIPs and enter them into Vertical Change, our early learning
database. It is by completing the action steps in the QIPs that you will fulfill the purpose of this grant.
2)Provide a brief budget and budget narrative that explains how your agency will use the funds to
improve or maintain the quality of your early learning sites as described in your QIPs.
What types of expenses are eligible? The funds may be used for a great variety of quality improvement
priorities. Examples:
•Personnel expenses to provide an in-service day or paid planning time
•Costs of a floater or substitute teacher to cover teachers to conduct assessments
•Improvement or renovation costs to classrooms or play yards

• Costs to conduct developmental screenings, such as the ASQ
• Technology upgrades to enable teachers to access DRDP Tech, etc.
All funds should be expended by December 31, 2020 or before.
Required Reporting for this Grant:
If your agency has a direct service contract with the CA Department of Education for CA State Preschool (CSPP)
or General Center (CCTR), you will report the grant income and expenses on Page 4 of your agency’s state Fiscal
Reports, as expenses are incurred. As with other supplemental funding you receive in support of your state
contracts, you are to report the grant income and expenses on Page 4 of your Quarterly and Final fiscal reports
only when the expenses are incurred. This grant should be called a QRIS Quality Improvement Grant.
If your agency Does Not have a direct service contract, but has a subcontract with SMCOE for CSPP or CCTR,
check with Sheryl Chan [email protected] about reporting for this grant.
For ALL Grantees: Your agency will fulfill your reporting obligations to Quality Counts by continuing to work on
and update the action plans included in your site Quality Improvement Plans (QIPs).
