AYES: Chairman Martin, Commissioners Grimes, Mantegani and Terry. ABSTAINED: Corrmissioner Bertucelli. CONSENT CALENDAR James J. Powers, SA-81-63, RPD-81-24, V-81-246 A six-month extension of tTIne request to record Final Subdivision Map and begin constructio of a 5-unit residential condominium project at 615 Baden Avenue in the R-3 Residential Multiple Family Zone District. Staff Report presented. Motion-Bertucelli/Second Grimes: To approve the six-month time extension to February 19, 1982 based on information contained in the Staff Report. Unanimously approved. AGENDA ITEMS Dominguez Associates, SA-79-53, RPD-79-8 Request to delete Special Condition No. 14 of Tentative Th1ap SA-79-53 requiring the recordation of the Final Map prior to a grading permit being issued, and a request for a 6-month extension of time for Tentative Subdivision Map SA-79-53, a 17 unit planned residential development located northerly of tb.e terminus of Eucalyptus Avenue, south- easterly of Stonegate Ridge Drive in the P-C Planned Community Zone District. - 4452 - July 22, 1982 AGENDA ITEMS (Continued) July 22, 1982 Staff Report Presented. Applicant Present: Renan Dominguez 306 Railroad Avenue Speaking on Application: Robert Yee, CE Eladene Katz, Assistant CA Mr. Yee advised the Commission that he had no objection to the deletion of Special Condition No. 14 provided all requirements of the City Attorney's office related to the recordation of the Final Map was first complied with. Ms. Katz advised the Corrmission that several items related to the Final Map and CC&R's still needed to be corrected and completed in order for the Map to be approved and recorded. Based on the recommendation made by the City Engineer, the following alternate condition was substituted for Special Condition No. 14: 14. "A grading permit can be issued prior to the recordation of the Final Map provided all requirements of th~ City Attorney and City Engineer related to the final map and grading permit are complied with by the applicant. " Mot ion...:Grimes; Second Terry: To approve the above subst-itute wording to Special Condition No. 14. Unanimously approved. Motion-Grimes/Second Terry: To approve a six (6) month extension to January 9, 1983, to record the final map based on information contained in the Staff Report. Unanimously approved. Ray Parkin, V-82-260 A Variance request to allow construction of a room addition encroaching approximately 5 feet into the required rear yard setback at 431 Evergreen Drive in the R-l Single Family Zone District. July 22, 1982 Staff Report presented. Unanimously approved. Permit Service Co. (Shell Oil), UP-82-621 A Use Permit to modify an existing freestanding sign at 248 South Airport Blvd. in the M-2 Industrial Zone District. July 22, 1982 Staff Report presented. Applicant's Representatives Present: Michael Clark, Engr. 1150 Bayhill San Bruno R. McKinley, Permit Svc Co 5500 Shellmond Emeryville The Commission expressed their concern about the proposed sign in particular and the excessive large signs in this area in general. It was the concensus of the Commission that,in this particular case, the proposed 52 foot high logo sign would be acceptable but that the proposed car wash sign or any other sign on the support poles would be contrary to the Zoning Ordinance and the City's Design Review Ordinance. Motion-Grimes/Second Mantegani: To approve modified UP-82-621 which limits the sign height to 52 feet and the sign area to the proposed logo sign subject to all conditions contained in the Staff Report. Unanimously approved. Sign Designs, Inc. (J. Del Valle), V-82-259 A Variance to allow construction and placement of a proposed monument directory sign at 925-955 El Camino Real (Fairway Plaza) in the C-O Commercial Office Zone District. July 22, 1982 Staff Report presented. Applicant's Representative Present: Doug Smith, Sign Designs 125 B Street Modesto - 4454 - July 22, 1982 AGENDA ITEMS (Continued) Commissioner Terry questioned the light intensity of the sign. Mr. Christians advised the Commission that he would work with the Building Division and the applicant to insure that the intensity of the sign would not be great. Motion-Grimes/Second Mantegani: To approve V-82-259 based on findings and subject to all conditions contained in the Staff Report. Yamas Construction Co., PM-82-200, Negative Declaration No. 363 (Revised) A Tentative Parcel Map to combine 4 parcels into 1 parcel on partially developed land located at 1 to 5 South Linden Avenue. Revised July 22, 1982 Staff Report presented. Applicant Present: Jim Yamas 1 So. Linden Applicant verified that the Map dated July, 1982 superceded the map indicating three (3) parcels previously submitted. Motion-Mantegani/Second Bertucelli: To approve revised PM-82-200 and Negative Declaration 363, based on findings and subject to all conditions contained in revised Staff Report. Unanimously approved. City of South San Francisco, Zoning Amendment, Negative Declaration No. 364 A proposed amendment to Section 20.80.250 of tfueSouth San Francisco Municipal Code and Section 6.51 of the Zoning Ordinance (Ord. 353, as amended) and an environmental determination of same to allow a two-year life and one-year renewal provision for Use Permits, Zone Permits, and Variances. July 22, 1982 Staff Report Presented. Motion-Bertucelli/Second Terry: To adopt the Resolution and approve Negative Declaration No. 364 recommending that the City Council approve above rumendments, based on findings contained in the Resolution. Unanimously approved. City of South San Francisco, Subdivision Amendment, Negative Declaration No. 365 A proposed rumendment adding Sections 19.36.040j and 19.36.040k and amending various sections of Title 19 of the South San Francisco Municipal Code and Ordinance No. 861 officially known as the "Subdivision Ordinance of the City of South San Francisco" and an environmental determination of same. July 22, 1982 Staff Report presented. Motion-Bertucelli/Second Terry: To adopt the Resolution and approve Negative Declaration No. 365 recommending that the City Council approve above amendments, based on findings contained in the Resolution. Unanimously approved. - 4455 - July 22, 1982 AGENDA ITEMS (Continued) ay Plan Amendment Relocation of BCDC Park priority corridor from south to west side of Oyster Point Business Park site. July 22,1982 Staff Report presented. Motion-Bertucelli/Second Terry: To adopt the Resolution supporting the relocation of the 50 foot BCDC Park Priority area. Unanimously approved. ITEMS FROM THE COMMISSION Commissioner Terry requested a legal opinion from the Assistant City Attorney regarding the procedure which ShDuldbe followed if the Commission wished to reconsider a previous action taken on a project. The Assistant City Attorney stated that she generally saw no problem with such a reconsideration action but that she would research the Municipal Code and Government Codes and report back to the Commission. Commissioner Grimes commended Staff and the Building Department on the shopping center project at the corner of El Camino Real and Spruce Avenue. Commissioner Mantegani noted that there were two gas stations; one at Linden and Hillside and one at N. Spruce and Hillside that had 10-12 cars parked in their lots, some of which had llFor Sale" signs on them. Mr. Christians will check into this and report .ck to the Corrmission. 'EMS FROM STAFF It was noted that there will be a public hearing on the General Plan on July 29, 1982 at 7:30 P.M. in the Municipal Services Building. ADJOURNMENT: 9: 15 P. M.
