Unanimously approved by voice vote with Chairman Getz and Cornrr.dssioner Martin abstaining. AGENDA CHANGE Item No.5, Robert P. Warmington Co (Homart Development Co., ONner), PM-84-224 was rroved to Item No. 1 since the out-of-town applicant had an early flight. CHAIRMAN COMMENTS Chairman Getz advised the Commission that he had attended the Pacific International Business Center luncheon earlier that day. He stated that a cooperative venture between the City of South San Francisco and developers had been formed to revitalize the industrial area east of 101. AGENDA ITEMS (PUBLIC HEARINGS) Robert P. Warmington Co. (Homart Development Co., ONner), PM-84-224 Tentative Parcel Map to rerrove a boundary line between two parcels under comron ownership and to create one parcel therefrom on land located at the northeast corner of Industrial Way and East Grand Avenue, southerly of the East Grand Avenue Overcrossing. November 29, 1984 Staff Report presented. ONner Present: John Aguilar Homart Development Company Applicant Present: Marc McAlpine Robert P. Warmington Co. Costa Mesa - 1395 - November 29, 1984 AGENDA ITEMS (PUBLIC HEARINGS) (Continued) The owner and applicant advised the Commission that they were in agreement with the conditions of approval for this application. The applicant explained the hotel project to be built in connection with this application and showed the Commission elevation and conceptual landscape plans. The Commission was advised by Senior Planner Christians that the Redevelopment Agency would be the approval body for the hotel. Motion-Martin/Second Mantegani: To recommend that the Redevelopment Agency approve Tentative Parcel Map PM-84-224 based on findings and subject to all conditions contained in the Staff Report. Unanimously approved. Burger King (Frank Gigli, Owner), UP-83-658/Mod 1 Use Permit Modification to construct a greenhouse addition_,.. convert trash enclosure to storage and relocate trash enclosure, and to create anexit--'only curb cut for an existing restaurant at 972 El Camino Real in the C-3 Heavy Commercial Zone District. November 29, 1984 Staff Report presented. Applicant Present: Don Zebrach Burger King Corporation Milpitas Speaking with Concern on the Application: Charles Petrocchi 396 Ashford Avenue San Carlos Qnar Grimes, Owner Union Station 998 El Camino Real Basil Cavalieri 28 Camino Alto ( Operator South San Francisc( Car Wash) Mr. Zebrach advised the Commission that the greenhouse would help alleviate internal seating problems and that the extra ,entrance would help alleviate the exit problems. In response to a question from Chairman Getz, Hr. Zebrach indicated that the Manager of Burger King had conducted a rough traffic study over the Thanksgiving holiday. He stated that this study indicated that the parking lot was full during the Saturday and Sunday peak hours. Mr. Petrocchi showed the Corrrrdssion photographs of traffic leaving Burger King. He indicated that he was neither for or against the Burger King Modification but that his concern was the traffic which backed up in the right hand curb lane of El Camino Real northbound from Burger King to the corner of Chestnut Avenue. He requested that the right lane be designated "Right Turn Only". Mr. Grimes indicated that the traffic situation has reached the point that his customers cannot get into or out of his business. He stated that business has decreased. He also requested that the curb lan,e on El Camino Real be a "Right Turn Only" lane. - 1396 - November 29, 1984 AGENDA ITEMS (PUBLIC HEARINGS) (Continued) Mr. Cavalieri also had concerns about the traffic in the right lane. He indicated that, in some instances, backed-up traffic in the right hand curb lane had cut through the Car Wash and that there had been several close calls with cars exiting from the Car Wash. He stated that the back-up, in his opinion, occurred when a car in the right-hand lane wished to continue northbound on El Camino Real. He stated that if this lane were a "Right-Turn Only" lane, it would eliminate many of the problems. Chairman Getz stated that he favored an experimental right turn only lane. ConmissionE Grilles stated that he spoke with Mr. Yee about this problem 3 or 4 rronths ago. Robert Yee Deputy City Manager/CE Mr. Yee stated that he understood the issue. He advised the Conmission that this was a matter under the jurisdiction of CalTrans but that if the Conmission so desired he would make the request to CalTrans for a "Right Turn Only" lane. Ron Petrocchi Police Department Sgt. Petrocchi advised the Conmission that he was in agreement with the "Right Turn Only" lane. Motion-Grilles/Second Mantegani: To approve Use Permit Modification UP-83-658/Mod 1 based on findings and subject to all conditions contained in the Staff Report. Unanimously approved. Motion-Getz/Second Martin: To request that Mr. Yee contact CalTrans about a "Right Turn Only" lane and report back to the Conmission. Unanimously approved by voice vote. Mona and Jack Jajeh, DR-S-84-167 Appeal of Design Review Board and Planning Division's decision to deny an application for a proposed metal awning over the entrances at 216, 218, and 220 Cypress Avenue in the C-2, Central Conmercial District. November 29, 1984 Staff Report presented. The Corrrrdssion was presented with a photograph of the site, several examples of canvas and metal awnings, and a list of approved awnings in the downtown area. It was noted that no metal awnings had been approved in the Downtown area since 1979. Applicant Present: Mona Jajeh Anchor Drugs 391 Grand Avenue Mrs. Jajeh indicated that when she bought the property in question two years ago, it had been in poor condition and filled with rats. She indicated that she cleaned it up and that it had taken about eight rronths to get tenants. She stated that she had done nothing but improve her property and stated that the awnings she wished to install were of a good quality. She further stated that the Downtown Merchant's Association had no objection to the awnings she wished to have installed. She stated that she had also bought the property on Grand Avenue housing Paul's and that if she had trouble she would leave this property as is. November 29, 1984 AGENDA ITEMS (PUBLIC HEARINGS) (Continued) Vice-Chairman Terry stated that the downtown should be revitalized and that he took umbrage with Mrs. Jajeh's statement with regard to Paul's. He stated that this Corrmission does not like to be thr.eat"enBd. Mrs. Jajeh responded that she did not intend that statement as a threat but that she has been stopped from doing the things she wished to improve her properties. Commissioner Martin questioned the difference in price for the metal versus canvas awnings. He was advised that canvas awnings were about $2,000 each ($6,000 for the three businesses) and that the metal awnings totaled $2500-$3000 for the entire building. Chairman Getz indicated that, in his opinion, making an exception in this case would create a precedent. He indicated that a decision should be made based on what is best for long te:rm planning and that canvas awnings are required in the downtown area. Corrmissioner Martin asked why awnings were being requested, noting that awnings were not a requirement. Associate Planner Morton stated that the tenants desired awnings. Comrrdssioner Martin indicated that there was no flexibility with the Design Review Guidelines and that he had a problem with this. He advised the applicant that there were other ways to screen light and that the applicant was not compelled to install an awning. Motion-Mantegani/Second Grimes: To deny the appeal of DR-S-84-l67 and uphold the decision of the Design Review :Board and Planning Division. Unanimously approved. Ron Price (San Francisco Water Department, Owner), UP-84-700 Use Pe:rmit to establish an automobile storage use related to an existing automobile sales facility on property located north and west of the northern terminus of Antoinette Lane in the C-1 Neighborhood Corrmercial Zone District. November 29, 1984 Staff Report presented. Applicant's Representative Present: George Avanessian 914 Linden Avenue Vice-Chairman Terry expressed his appreciation for the removal of signs from the window of this business. Motion-Grimes/Second Martin: To approve UP-84-700 based on findings and subject to all conditions contained in the Staff Report. Unanimously approved. San Mateo County Harbor District (City of South San Francisco), PM-84-223 Tentative Parcel Map to define lease parcels created and to define existing and proposed easements for the Oyster Point ~1arina, located southeasterly of the eastern te:rminus of Oyster Point Boulevard, along San Francisco Bay. Acting Planning Director Gorny called the Corrmission's attention to the letter of November 28, 1984 from Ronald McClellan of the Harbor District requesting a continuance of this case. Acting Director Gorny stated that Staff recorrmends a continuance off-calendar. Motion-Martin/Second Mantegani: To continue PM-84-223 off-calendar. Unanimously approved by voice vote. - 1398 - November 29, 1984 Items from the Commission Commissioner Gr~es spoke regarding the construction site on Huntington Avenue indicating that it was a mess and that there was no flagman. JVf.:.r. Yee indicated that after the last meeting, based on Commissioner Grimes's concern about the mud, he looked into the site and that it had been cleaned up. Commissioner Gr~es stated that the problem was now that there was no flagman and that traffic is blocked. Mr. Yee stated that this was the first time had had been made aware of this problem. He stated that he would deal with this immediately and requested that, in the future, Commissioner Grimes call him whan a problem of this nature is noted rather than wait for a Commission meeting. Commissioner Mantegani asked if we could request the City of San Bruno to clean up the garbage in that City located near the South San Francisco border on Noor Avenue.
