ORAL COMMUNICATIONS Mike Valencia, Vice President of the South San Francisco Chamber of Comnerce introduced himself and stated that he or a representative would be attending Planning Comrrdssion meetings henceforth. AGENDA I~ffi (Public Hearing) Goodwill Industries, UP-85-730, Negative Declaration No. 510 Use Permit Imdification to allow placement of a Goodwill Donation Station at the Westborough Square Shopping Center, located near the northeasterly corner of Westborough and Gellert Eoulevardsinthe C-1,Neighborhood Conmer- cial Zone District. July 11, 1985 Staff Report presented. Janet Barter 980,. Howard ,Street San Francisco, CA 94103 Janet Barter stated that all conditions were agreeable with the exception of the third condition. She stated that Goodwill Industries does not have the funds to have sidewalk constructed. She further stated they do not have the funds to even share expenses. Applicant present: There were no other comments. -1465- AGENDA ITEMS (Cont.) CorrmissioIler Getz questioned the necessity for a cement sidewalk and the rationale of such. The City Engineer, :Mr. Yee, responded that the sidewalk was needed to accommodate pedestrian traffic to the shopping center. The owner has not responded to his letter. Comrrdssioner Martin was adamant about the safety factor and did not want to support the application until a condition is written stating that a sidewalk will be constructed. Corrmissioner Getz and Hoyer asked if there was any legal way to get the sidewalk constructed that could be paid for by the owner rather than burdening this applicant. The Assistant City Attorney responded that there may be a way to get the sidewalk constructed if there is a real safety hazard. Commissioner Boblitt stated that this question of a sidewalk has come before the Comrrdssion before and that this particular applicant seemed to be burdened with the entire issue. She also asked about hours of pickup and possible alternate locations for the box. Comrrdssioner Wendler questioned the possibility of the donation box becoming overloaded and wondered if the location of the donation box would add to the juvenile problem in.the area. Applicant asked if they might be given a six (6) month trial period. Corrmissioner Getz then suggested that nothing be done tonight, and the item be continued until all alternatives are submitted and the owner's position is legally clear. He also suggested that the donation box be located in an , area of higher visibility, with more foot traffic but still out of the way of existing traffic -- he suggested an area visible from Westborough. Applicant requested that this item be continued until August 22, 1985. Motion-Getz/Second-Martin. Unanimouslv approved. Public Storage, Inc., UP-85-735,Negative"DeclarationNo.. 516 Use Permit to allow demolition of existing structures and construction of four (4) office, research and development buildings with related parking and landscaping on the northwesterly corner of South Airport Boulevard and San Mateo Avenue in the M-2 Industrial Zone District. July 11, 1985 Staff Report presented. Senior Planner Phil Gorny stated that Condition #2 should be changed to include: "Said plans to include six (6) 24" box specimen trees along the San Mateo Avenue frontage of this site, and one (1) year maintenance contract be provided by applicant." Applicant present: Bozidar Rajkovski 11828 Dublin Blvd. Dublin, CA 94568 -1466- AGENDA ITEMS (Cont.) Mr. Rajkovski, presented a rendering showing the shift from a diamond to square. He mentioned that this allowed room for more landscaping and was a "quieter" design. Commissioner Wendler corrmended the Design Review Board for its findings. SomeComnissioners.preferred the previously submitted diamond siting, but the applicant stated this was no longer being proposed as the developers now prefer the square. Cornrrdssioner Terry voiced concerns regarding developers calling their build- ings Research and Development and not really being such. He asked staff to monitor all proposed research and development uses. Motion: WendlerISecond:Martin: To approve UP-85-735 and Negative Declaration No. 516 based on findings and subject to all conditions, including above amended special condition #2, contained in the Staff Report. Unanimously approved. Dinesh Maniar (dba Eccles Business Center), UP-84-676/Mod 1 Use Permit modification to modify Use Permits UP-84-676 and UP-83-662 to allow the project to be phased at 570 Eccles Avenue in the M-2 Industrial Zone District. July 11, 1985 Staff Report presented. Applicant present: Ge0rge Avenessian 914 Linden"Avenue South San'Francisco, CA 94080 Jack Matheson S6uthSan Francisco, CA 94080 Jack Matheson stated that they concur with all the requirements and conditions with the exception of Condition #3 on the City Engineer's memo of June 17, 1985. He asked the Corrmission for a thirty (30) day postponement, which would change the date for completion of grading for Phase 2B from September 1 to October 1, 1985. Mr. Yee had no objection to this change. There were no public comments. Motion to approve with correction:Hoyer/Second:Martin. Unanimously approved. Spun Steak Company (Don Galbraith,Agent)PM":"85":"230~ . Negative Declaration No. 511 Tentative Parcel Map to allow a boundary line adjustment at 150 Airport Boule- vard with adjacent Southern Pacific Transportation Company property to the east in the C-3 Heavy Corrmercial Zone District. Blvd, Ste 131 South San Francisco, CA Kenneth Bertlesen 150 Airport Blvd. South San Francisco, CA 94080 Applicant and agent stated that they were available for questions. Applicant present: Comnissioner Getz asked what is Spun Steak. Bertlesen said that Spun Steak is a manufacturing process for meat. Motion to approve with special conditions Boblitt/Second: Hoyer. Unanimously approved. ITEMS FROM STAFF 1. Director Smith asked Comnission if August 8, 1985, would be a good date for the retreat/seminar. Comrrdssion stated that at the August 8th meeting they would agree on a date. 2. Director Smith said that a questionnaire has been received from the Bay Area Council on housing policies and all Comrrdssioners are asked to respond. 3. Director Smith passed out a merrn from City Engineer, Mr. Yee, responding to Comnissioner Agee's question at last meeting about trucks on Hillside. 4. Director Smith asked about the Comrr.dssion's direction for a proposed use for the Public Storage project already under con- struction at San Mateo and Produce Avenues. Grubb & Ellis has received a request for (1) office use for check cashing business and mailing food stamps; 2) small outlet for check cashing service by clients; 3) warehouse area for paper storage and garaging four armoured vans. Since this is not clearly allowed by the use permit the Conmission's" opinion is being requested. The consensus of the Comrrdssion was that this use not be permitted in this Research and Development project. ITEMS FROM COMMISSION 1. Comnissioner Wendler asked staff to report monthly on the outcome of items appealed. 2. Chairman Terry asked ',to be provided with the agenda of the Design Review Board Meetings. 3. Corrmissioner Agee asked that the travel agency at Buri Buri Center be contacted regarding the clutter of signs in their window. -1468- ITEMS FROM COMMISSION (Cont.) 4. Comrrdssioner Martin voiced concern over the debris and overgrown weeds at Appian Way and Gellert Boulevard. Mr. Yee said only if the parcels were declared a public nuisance could the City bring legal action against the owner. Corrmissioner Martin asked for a report at the August 8, 1985 meeting. Tom Reaves of the Fire Department told Corrmissioner Martin that his department had removed all the drums from the parcels in response to a neighbor's complaint. Commissioner Getz suggested that the Planning Staff provide some suggestions and also contact the City Council. 5. Commissioner Getz mentioned that the Syufy Theatres are open and are quite attractive. He has investigated the ruling by the staff of the Fair Political Practices Commission, and has estab- lished that a pass allowing two persons to be admitted would not subject the recipient of the pass to abstention on any matters pertaining to the theatre.
