CALL TO ORDER: 7:30 p.m. PLEDGE OF ALLEGIANCE MEMBERS PRESENT: Chairman Terry, Vice-Chairman Zellmer, Commissioners Boblitt, Mantegani, and Matteucci. APPROVAL OF MINUTES of February 11, 1988 and February 25, 1988. Motion-Zellmer/Second Mantegani: To approve the minutes of the February 11, 1988 Planning Commission meeting as presented. Approved by voice vote. ABSENT: Commissioners Warren and Wendler. Motion-Zellmer/Second Mantegani: To approve the minutes of the February 25, 1988 Planning Commission meeting as presented. Approved by voice vote. ABSENT: Commissioners Warren and Wendler. ABSTAIN: Commissioner Boblitt. AGENDA ITEMS - PUBLIC HEARINGS Clarmil International, Inc., UP-87-804, Negative Declaration No. 594, 3565 Callan Boulevard continued from the January 14, 1988 Planning Commission meeting. Use Permit to allow a substantial change to the site plan of an existing shopping center to construct a 6,911 square foot, one story, freestanding, retail bakery building, located in the Alquist-Priolo Special Studies Zone and within 200 feet of a residential zone district at 3565 Callan Boulevard. Main, Suite I Walnut Creek Jun Soliven Facilities Design Group 2116 N. Main, Suite I Walnut Creek Mr. Gilbert stated the applicant agrees to the conditions contained in the staff report. He described the design of the one story building and reported the parking will be more than required. Mr. Kewata assured the Commission that each Goldilocks Bakery has its own ovens. Mr. Yuzon stated that bakery goods are picked up once a day by auto, from the Westborough location and delivered to an outlet at Serramonte Shopping Center. Mr. Soliven stated that the Vallejo store, which was designed by Facilities Design Group, is self-supporting. The Commission was pleased with the redesign but stressed they did not want a wholesale bakery at this site. Staff proposed the following additional Special Condition: "7. The bakery operation shall not function as a support facility or provide bakery goods to other bakery outlets." Motion-Mantegani/Second Matteucci: To approve Negative Declaration No. 594 and Use Permit UP-87-804 subject to the conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. James and Bernadette Weslow, V-88-303, 225 Carmelo Lane Variance to allow a required uncovered parking space to encroach 4'3" into the required 5' sideyard setback for an addition to an existing single-family dwelling located at 225 Carmelo Lane. Messrs. Fogliani and McTiernan, neighbors to the Weslows, stated their support of the variance. Motion-Zellmer/Second Boblitt: To approve V-88-303 subject to the conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. Swinerton & Walberg, UP-88-821, Negative Declaration No. 617, 91 South Spruce Avenue Use Permit application to allow development of an office/ warehouse project with open storage and creating more than 100 vehicle trips per day at 91 South Spruce Avenue. March 17, 1988 Staff Report presented. Commissioner Boblitt excused herself from the Commissioners table. Applicant's representative: Don Dommer 580 Second Street Oakland Mr. Dommer, architect, informed the Commission that the applicant agrees to the conditions contained in the staff report. Motion-Zellmer/Second Mantegani: To approve Negative Declaration No. 617 and UP-88-821 subject to the conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. Commissioner Boblitt returned to her seat. N.P.&A. (Christopher James Investment Co., owner), UP-88-823, 477 Forbes Boulevard Use Permit application to allow conversion of a single-tenant office/warehouse building into a two-tenant building at 477 Forbes Boulevard. March 17, 1988 Staff Report presented. Motion-Matteucci/Second Mantegani: To approve UP-88-823 subject to the conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. 20/20 Recycle Centers (Perry K. Pahlmeyer, owner), UP-88-825, 2256 Westborough Boulevard Use Permit application to allow a recycling (small collection) facility at an existing Safeway grocery store at 2256 Westborough Boulevard. staff informed the Commission that the applicant had called earlier and reported car trouble. Staff recommended that the Commission open the public hearing and continue UP-88-825 and UP- 88-826 to the April 14, 1988 Planning Commission meeting. (Cassette No.2) Motion-Boblitt/Second Zellmer: To continue UP-88-825 to the April 14, 1988 Planning Commission meeting. Unanimously approved by voice vote. 20/20 Recycle Centers (Pacific Development Group, owner), UP-88-826, 170 El Camino Real Use Permit application to allow a recycling (small collection) facility at an existing Safeway grocery store at 170 El Camino Real, Motion-Boblitt/Second Zellmer: To continue UP-88-826 to the April 14, 1988 Planning commission meeting. Unanimously approved by voice vote. Reynolds Aluminum Recycling (Oak Farm Ltd., owners), UP-88-827, 1015 El Camino Real Use Permit application to allow a recycling facility at an existing QFI store at 1015 El Camino Real. Applicant's representative: Blake Thoms 40595 Albrae Street ~remont Mr. Thoms stated that he agrees to the conditions as presented in the staff report and felt the location offered better visibility. PC MTG, 3/17/88 PAGE 4 OF 5 PAGES AGENDA ITEMS - PUBLIC HEARINGS - continued Vice-Chairman Zellmer noted the applicant's operation in South San Francisco had an excellent track record and felt a special condition for a six month review was not necessary. The Commission agreed to omit Special Condition No.5. Motion-Zellmer/Second Matteucci: To approve UP-88-287 subject to the modified Special Conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. ITEMS FROM STAFF Deputy City Attorney Ewing discussed his memo regarding "Methods of Reviewing Regional Retail Uses". After a lengthy discussion the Commission requested that a definition of regional retail ~ales should be studied and suggested references to bulk sales, advertising, pallets, width of aisles, entrances and exits, packaging and presentation, number of checkstands, interior vehicular and pedestrian traffic, and ceiling height. Staff informed the Commission that items on the March 23, 1988 City Council agenda includes the Downtown/Central Rehabilitation program and Preliminary Plan. ITEMS FROM THE COMMISSION Vice-Chairman Zellmer moved that a joint meeting with the City Council be scheduled and arranged by staff. Commissioner Boblitt seconded the motion and it was unanimously approved by voice vote. commissioner Boblitt felt a stop sign was warranted at the intersection of North Spruce Avenue and Hillside Boulevards Staff reported that the owner of the illegally parked RV at 621 Hillside Boulevard has objected to removing his RV off the front lawn.
