Smit.h Maureen Morton Philip Gorny Robert Ewing Ron petrocchi ALSO .PRESENT: Planning Division CHAIRMAN COMMENTS AGENDA ITEMS - PUBLIC HEARINGS Shearwater Development Project, Draft EIR, EIR-88-12 Public hearing on the Draft Supplemental EIR for the Shearwater Development Project, also known as the U.s. Steel Plant site Redevelopment Project, located easterly of Highway 101 and northerly of Oyster Point Boulevard. February 25, 1988 Staff Report presented. Pillsbury, Madison & Sutro 225 Bush Street San Francisco Harold James San Francisco Airports Commission SFIA Charles Salter 930 Montgomery Street San Francisco Mr. Ziebron introduced himself to the Commission as the author of the Draft Supplemental EIR and briefly discussed the four alternatives. PC MTG. 2/25/88 PAGE 1 OF 3 PAGES AGENDA ITEMS - PUBLIC HEARINGS - continued Mr. Warden advised the Commission of Industrial Indemnity's ownership of the property and the retaining of Dames and Moore to assess the pollution and toxics on the property and future clean-up. Mr. James explained the Airports Commission objection to the residential component and felt the noise survey was limited and needed a more extensive assessment. Commissioner Zellmer felt there was an error in Section 4.2.2.1 of the draft SEIR with regard to the amount of the Fire Department's annual budget. The Commission asked Mr. Salter various questions regarding the noise study. Mr. Salter explained that noise Monitor 15 is located about 3,000 feet south of Shearwater. He hypothesized that the readings at the monitor would be 2 or 3 decibels higher than at Shearwater because planes fly higher over Shearwater than over Monitor 15. The hypothesis was field tested over a five hour period. The results concluded that Shearwater was estimated to be about 5 decibels lower than Monitor 15. Monitor 15 had a recent CNEL level of 63. Shearwater was then estimated at 5 decibles lower or 58 CNEL. He further explained that an averaging of noise events is used to determine the CNEL. The Commission felt that single events should be included in the report so a clearer picture of the noise pattern could be shown. Mr. Salter indicated that averaging was appropriate and a fair way of determining the CNEL. Staff informed the Commission that any change in the Shearwater Specific Plan would have to come back before the Planning Commission. Motion-Zellmer/Second Warren: To direct staff to address all comments and prepare a Final SEIR for City Council consideration. Unanimously approved by roll call vote. pak'N Save, Draft ErR, EIR-87-11 Public hearing on the Draft EIR for a multi-tenant facility, including a 24-hour warehouse grocery store in an existing building at 2255 Gellert Boulevard. Chairman Terry announced that pak'N Save's attorney has asked for a continuance of the hearing to the March 31, 1988 Planning Commission meeting. Chairman Terry opened the public hearing. He felt the Draft EIR did not answer the traffic impacts of projects that have not yet been started or completed, such as the development of Callan's property on Carter Drive and the new community center on Galway Drive. Mr. Sack described a recent traffic incident near the intersection of Westborough and Gellert Boulevards, signifying traffic problems in the Westborough area. Mr. Churchwell felt increased traffic from outside of the City might lead to an increase in crime. Motion-Zellmer/Second Mantegani: To continue EIR-87-11 to the March 31, 1988 Planning commission meeting. Unanimously approved by voice vote. Chairman Terry asked that EIR-87-11 be placed first on the March 31 agenda. ITEMS FROM THE COMMISSION Commissioner Warren reported a large RV parked on the lawn on Hillside Boulevard between Franklin and Linden Avenues. ITEMS FROM STAFF Deputy City Attorney Ewing reported that the Court ruled in favor of the owners of the property at 300 Shaw Avenue regarding the constitutionality of the City's sign ordinance. He said a response is being prepared and a trial will probably be held in the Spring.
