MEMBERS PRESENT: Chair Boblitt, Vice-Chairman Terry, Commissioners Mantegani, Matteucci, Warren, Wendler and Zellmer. ALSO PRESENT: Planning Division Deputy City Manager Deputy City Attorney Building Division Police Department Daniel Christians Robert Yee Robert Ewing Jake Wittwer Ron Petrocchi PLEDGE OF ALLEGIANCE AGENDA ITEMS - PUBLIC HEARINGS Western States Transportation (Sheila Kolos, owner), UP-87-810 1334 Lowrie Avenue Use Permit Application to allow a 24-hour towing company with inoperable vehicle outdoor storage in the M-1 Zone District in accordance with South San Francisco Municipal Code Section 20.30.030 and 20.30.040. September 24, 1987 Staff Report presented. Senior Planner Christians added the following Special Conditions: "9. No dismantling shall be conducted. 10. No retail sales shall be conducted. 11. No vehicle shall be on stored on the site more than days." He suggested the Commission specify the appropriate number of days, in order to keep the cars moving in and out of the site. Applicant's Representative: Lawrence Calvi 1361 San Mateo Avenue Speaking Against the Project: Thomas Reichling 244 California Street Mr. Calvi submitted photos of the building site to the Commission and stated the applicant has agreed to the conditions contained in the staff report and to those just stated by staff. He felt No. 11 was unnecessary since the site would be screened and the storage of vehicles for long periods of time reduces profits. PC MTG. 9/24/87 Page 1 of 7 Pages AGENDA ITEMS - PUBLIC HEARINGS (continued) As manager for the properties at 1333 through 1361 Lowrie Avenue, Mr. Reichling objected to the visibility of cars at the site, stating that wrecked cars would be an eyesore to his tenants. The Commission discussed Mr. Reichling's objection and the turnaround time on a towed auto. The following additional Special Conditions were suggested: "11. The gate is only to be open during the transportation of a car in and out. 12. A 60-day time limit shall be established for the storage of each vehicle in the outside yard area." Mr. Calvi agreed to the conditions. Motion-Mantegani/Second Wendler: To approve Negative Declaration No. 603 and Use Permit UP-87-810 subject to all conditions and based on the findings contained in the staff report, including the addition of Special Conditions Nos. 9, 10, 11 and 12. Unanimously approved by roll call vote. Denny's Restaurant (Ken Funk, owner), UP-87-809, V-87-297 264 South Airport Boulevard Use Permit to allow a 24-hour restaurant (including the required parking, landscaping, and sign program) with a Variance to allow a 7' encroachment into the required 20' front yard setback in the P-C Zone District in accordance with South San Francisco Municipal Code section 20.24.070 and Chapter 20.82. September 24, 1987 Staff Report presented. Applicant's Representative: Dennis Davis 16700 Valley View La Mirada, CA 90637 Juergin Fehr 3685 Mt. Diablo Blvd. Lafayette Speaking Against the Project: Michael Laine 245 South Airport Blvd. Mr. Davis stated that Denny's is prepared to comply with all conditions as presented in the staff report. Mr. Laine, Manager for the Holiday Inn, was concerned with the possibility of Denny's customers parking at the hotel site. Sergeant petrocchi informed the Commission that the hotel's parking PC MTG. 9/24/87 Page 2 of 7 Pages AGENDA ITEMS - PUBLIC HEARINGS (continued) lot is posted with signs that state parking is for Holiday Inn customers only and all other cars will be towed. Mr. Davis stated if a problem developed his company would meet with Mr. Laine for resolution. Mr. Fehr, traffic consultant, explained that Denny's peak business hour would be noon. He stated the proposed traffic control design would permit at least six cars to stack in the northbound lane entering Denny's and assured the Commission the design, both north and south, was adequate. The Commission discussed the signage allowed for the site and agreed to modify Special Condition No. 4 to include signage on the easterly side of the building. The wording to be modified as follows: "4. The parapet sign on the westerly side of the building, along Highway 101, shall be eliminated. Parapet signs shall be permitted on the north, south and east sides only. " Senior Planner Christians briefly reviewed the Variance request, stating it was warranted based on the findings. Motion-Mantegani/Second Warren: To approve Negative Declaration No. 602, Use Permit UP-87-809, and Variance V-87-297, subject to the conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. Thomas Coonrod, V-87-298, 118 Arroyo Drive Variance to South San Francisco Municipal Code section 20.74.030(b.2.) to allow one, rather than the required two, off- street parking spaces for a single-family residential addition resulting in a total of greater than 1800 square feet. September 24, 1987 Staff Report presented. Applicant: Thomas and Kathleen Coonrod 118 Arroyo Drive Mr. Coonrod presented photographs to the Commission of houses in his neighborhood with large additions and only one car garages. He also submitted letters from neighbors stating they had no objection to the proposed addition. Mr. Coonrod explained his concern over the required second parking space; he preferred a driveway along the Indio Drive side of the house and not adjacent to the existing driveway on Arroyo Drive. The Commission sympathized with Mr. Coonrod but felt the City's request was reasonable. The Commission felt there was no PC MTG. 9/24/87 Page 3 of 7 Pages AGENDA ITEMS - PUBLIC HEARINGS (continued) special circumstance that justified the request and the property could easily accommodate a second parking space in the location recommended by staff. Motion-Zellmer/Second Terry: To deny V-87-298 based on the findings contained in the Staff Report. Unanimously approved by roll call vote. City of South San Francisco, ZA-87-40, Negative Declaration No. 605 Zoning Amendment and environmental determination of same to add Chapter 20.75, Recycling Regulations, to the City's Zoning Ordinance (Title 20, South San Francisco Municipal Code) pursuant to the California Beverage Container Recycling and Litter Reduction Act. September 24, 1987 Staff Report presented. Speaking in Favor of the Project: John Ferrari 419 8th Avenue Menlo Park Mr. Ferrari, Area Marketing Manager for Reynolds Aluminum Recycling, explained the proposed operation at the QFI Shopping Center at El Camino and Westborough Boulevard. The Commission discussed and agreed that any proposed recycling facilities be subject to the Use Permit process rather than the Design Review process. Motion-Zellmer/Second Wendler: To approve Negative Declaration No. 605 and ZA-87-40 based on the findings contained in the Staff Report with the modification to Section 20.75.030 requiring a Use Permit for Small Collection Facilities. Unanimously approved by roll call vote. Hillman Properties, West Inc., Negative Declaration No. 606, Tinmet Site Negative Declaration for the Surcharge and Winterization Plan for the future pointe Grand Business Park located on the Tinco, Inc. property (commonly referred to as the American Can site) situated along the southerly side of East Grand Avenue, approximately 400t feet easterly of Harbor Way and westerly of Littlefield Avenue. September 24, 1987 Staff Report presented. Applicant's Representatives: Bill Beckman 20 Waverly Hillsborough Thomas Heavey 1 Harrison Street San Francisco PC MTG. 9/24/87 Page 4 of 7 Pages AGENDA ITEMS - PUBLIC HEARINGS (continued) Speaking with Concern: Tony Valencia 408 Larch Avenue Mr. Beckman, Vice-President for Hillman Properties, presented background on the closure plan of Tinmet and explained the proposed grading, winterization and surcharging plans. Mr. Heavey, Vice- President of Construction for Hillman Properties, discussed more specifically the plans with regard to traffic and water run-off. Mr. Valencia voiced his concern with potential water drainage onto his property on Harbor Way. The Commission discussed with Deputy City Manager Yee the haul route and potential traffic problems during the morning commute hours. Mr. Heavey stated that by ordinance the developer will be required to complete the work by October 31, 1987 and an extension may be obtained if the streets are maintained and other conditions are adhered to. After further discussion about dirt hauling and the use of tarps to cover the trucks, Deputy City Attorney Ewing said he would research the legalities of imposing a condition requiring haul trucks being tarped. Commissioner Terry was concerned that the hauling would affect residential neighborhoods. Mr. Yee stated he preferred the grading to take place in the Spring when there would be more time, but realized there were economic considerations the developer has to contend with. He stated that on November 1, 1987, he will review the situation if the dirt hauling is not completed. Commissioner Mantegani, considering the hazardous waste on the site and the vehicle trips involved, felt the project had more than a minor impact. The majority of the Commission favored the quick solution to the hauling as long as the concerns are mitigated. (Cassette No.3) Senior Planner Christians proposed the following additional mitigation measure: "1. If, because of complaints by commuters or affected property owners and/or based on a determination by the City Engineer, that the hauling is resulting in significant traffic conflict which affects the level of service of the morning peak hour commute period of 7:30 a.m. to 8:30 a.m., based on the notice by the City, the applicant shall either use alternate haul routes, reduce the number of truck trips or eliminate hauling during that time period subject to the requirements of the PC MTG. 9/24/87 Page 5 of 7 Pages AGENDA ITEMS - PUBLIC HEARINGS (continued) City Engineer as deemed necessary to minimize the haul trips to an acceptable service level." The applicant agreed to the additional mitigation measure. Motion-Zellmer/Second Matteucci: To approve Negative Declaration No. 606 based on the findings contained in the Staff Report, including the additional mitigation measure as stated. Approved by the following roll call vote: AYES: Chair Boblitt, Commissioners Matteucci, Warren, Wendler and Zellmer. NOES: Vice-Chairman Terry and Commissioner Mantegani. City of South San Francisco, ZA-87-41 Set public hearing date to consider Zoning Amendment ZA-87-41 regarding notification for temporary signs. Motion-Zellmer/Second Wendler: To set October 8, 1987 as the public hearing date for the Amendment to South San Francisco Municipal Code Chapters 20.76 and 20.86. Unanimously approved by voice vote. ITEMS FROM STAFF Senior Plann~r Christians reviewed the memo from the Code Enforcement Officer with regard to violations at 120 South Linden Avenue. He also informed the Commission that Lillian Quinn (UP-87-808) appealed the Planning Commission's decision to the City Council and it is scheduled for a public hearing on October 28. Due to a conflict with the City Council on November 12 the Planning Commission agreed to cancel its meeting and reschedule a special meeting for November 19. Design Review Board: Senior Planner Christians infopmed the Commission that two applications have been received&:::prospective members and advertisements were placed in the Enterprise Journal and San Mateo Times. ITEMS FROM THE COMMISSION With regard to the Design Review Board, Vice-Chairman Terry requested that all applications received by staff be submitted to the Planning Commission for review. Vice-Chairman Terry asked for a written report on the addition at Imperial 400 Motel. He noted parking problems with large trucks. He also reported that landscaping at the pay'N pak site on Noor Avenue has been neglected and several trees have died. commissioner Zellmer reported as many as six Milt's Livery Service trucks being parked along El Camino Real and other City streets. PC MTG. 9/24/87 Page 6 of 7 Pages ITEMS FROM THE COMMISSION (continued) At the request of Commissioner Mantegani, Chief Building Inspector Wittwer explained that the house at 643 Chestnut Avenue is an on- going project being built by the homeowner. He stated he will inquire as to why the driveway has not yet been provided. Commissioner Boblitt reported that the business at 2236 Westborough Boulevard is still displaying spoiled vegetables and a lottery sign outside the premises.
