ALSO PRESENT: Planning Division: Jean T. smith Maureen Morton The Commissioners discussed their concerns with the possibility of certain types of new uses locating in the Gellert/Westborough Commercial area. Commissioner Getz summarized the major concern as being the warehouse-type use that has regional draw. The Commission listed the areas of concern as uses which are: 1) regional in nature, rather than local; 2) high-volume; 3) warehouse-type uses (with pallet merchandising, etc), and 4) not replicated in the vicinity. Although the Commission recognized that this shopping area is not strictly a traditional "neighborhood" center due to its location, design and some uses approved in the past, it was agreed that it should be protected from uses which might impact the neighborhood. Upon the recommendation of Senior Planner Morton, the Planning Commissioners discussed other commercial areas in the City which they considered to be more "neighborhood" in nature, rather than general retail commercial, as designated in the General Plan and Zoning Ordinance. The Commission identified the following: Westborough, the Chestnut/Antoinette center, Winston Manor Center, Brentwood Center, Buri-Buri Center, the shopping center at Westborough and Callan, Sunshine Center, and the Linden strip area. The Planning Commission directed staff to draft a Zoning Ordinance amendment and possibly a General Plan amendment to address this issue of prohibiting certain uses in neighborhood shopping areas. Window signs shall be limited to 15% of the window area, as per Title 20, South San Francisco Municipal Code. Motion-Hoyer/Second-Terry: To approve UP-87-794 and Negative Declaration No. 579 subject to all the Revised Special and Standard Conditions and based on the findings contained in the staff report. Approved by the following roll call vote: AYES: Chair Boblitt, Vice Chair Terry, Commissioners Hoyer and Wendler. ABSENT: Commissioner Getz. Genencor, UP-87-795, 180 Kimball Way Use Permit to establish a master parking plan involving off-site parking and expand a research and development facility that will create 100+ trips per day at 180 Kimball Way. This item was continued from the April 9, 1987 Planning Commission meeting. April 9, 1987 staff report presented. Applicant: Jim Durham 180 Kimball Way Architect: Michael Cassutt 220 East Third Ave., Suite 7 San Mateo, CA 94401 Speaking with concern: Louis Dell'Angella Environmental Development Group 400 Oyster Point Blvd., Suite 325 Mr. Cassutt agreed to all the conditions as contained in the staff report. Mr. Dell'Angela (representing Louis Poletti) expressed concern about the major parking problems on Littlefield Avenue. He presented to the Commission letters from David Mazzera, Jack stanghellini, and Louis Poletti, objecting to Innovative Transportation at 468 Littlefield Avenue, which has trucks causing problems with loading and unloading, and parking overnight. He believed that Genencor may lease land adjacent to Innovative Transportation, which does not have enough land for parking. He also felt that the Commission should research the parking standards for research laboratories.
